Nearly 2 billion VND in violations discovered in school consolidation projects
(Baonghean.vn) –Through the inspection of the Project to solidify schools and public housing in 23 units with 25 works, the Provincial Inspectorate concluded that during the implementation of the investment plan, there were many violations with a total value to be handled of 1,827,066,000 VND.
In the period 2008 - 2012, units under the Department of Education and Training of Nghe An (high schools and continuing education centers) invested in building 385 rooms (including 339 classrooms, 10 public rooms under the Project of solidifying classrooms and public houses for teachers and 36 classrooms, multi-function rooms not under this Project) with a total investment capital of more than 150 billion 690 million VND.
Through inspections at 23 units with 25 projects, the provincial inspectorate concluded that there were many problems and violations in the implementation of the investment plan: the estimated volume was not accurate compared to the technical design drawings for construction; some items in the estimate were incorrectly calculated, increasing the estimated value; the design survey was not carried out in accordance with regulations; materials and supplies were used incorrectly compared to the construction design documents; construction was carried out in violation of the design; false acceptance, incorrect acceptance of volume, causing deviation in payment and settlement values; 25/25 projects had violations in some items... Accordingly, the total value of economic violations to be handled was 1,827,066,000 VND, of which economic violations to be handled according to the provisions of law were 1,711,337,000 VND; Some poor quality construction items require the contractor to repair with a total value of 115,729,000 VND.
The units with many economic violations are: Nam Dan 2 High School (192,972,000 VND); Do Luong 2 High School (147,970,000 VND); Do Luong 4 High School (125,453,000 VND); Thanh Chuong Continuing Education Center (108,565,000 VND); Tan Ky 1 High School (107,355,000 VND); Thanh Chuong 1 High School (104,946,000 VND);... The responsibility for the above violations belongs to the investor, the construction unit, the consulting and supervision unit and the direct inspector.
