Thanh Hoa province conducted 565 administrative inspections, discovered violations of over 200 billion VND and over 211 hectares of land, but "did not detect any acts of corruption and did not make any recommendations to adjust or supplement policies and regimes".

Deputy Inspector General of the Government Le Thi Thuy has just signed the announcement of the conclusion of the inspection of the responsibility of the People's Committee of Thanh Hoa province in implementing the law on inspection, complaints, denunciations and corruption prevention and control (period from January 1, 2011 to September 30, 2014).

Accordingly, some units in Thanh Hoa have not arranged separate reception rooms (Department of Culture, Sports and Tourism, Department of Transport), have not built regular citizen reception schedules in accordance with regulations (Department of Home Affairs, Department of Culture, Department of Finance, Department of Transport, Department of Labor, War Invalids and Social Affairs, Department of Planning and Investment); Department of Labor, War Invalids and Social Affairs has not fully received citizens according to schedule...

The Government Inspectorate discovered that some units in Thanh Hoa province do not have annual programs and plans for anti-corruption work, such as: Department of Culture, Sports and Tourism; Department of Transport; Department of Labor, War Invalids and Social Affairs; Department of Finance; Department of Home Affairs; Department of Planning and Investment; Nghi Son Economic Zone Management Board.

In addition, the implementation of policies, norms and standards is not in accordance with regulations. Typically, the Thanh Hoa Department of Finance advised on purchasing cars in 2013 not in accordance with policies and norms; the Department of Planning and Investment appraised and submitted for approval investment projects to build working headquarters of some district Party Committees and commune People's Committees not in accordance with standards and norms (Ngoc Lac District Party Committee, Tho Xuan District Party Committee; Quang Trung Commune Headquarters; Bim Son Town; Cam Chau Commune Headquarters - Cam Thuy District).

Publicity and transparency in public procurement, capital construction investment and construction investment management have not been made public regarding the annual allocation of investment capital for projects. Many construction investment projects have not been fully transparent and public according to the Law on Bidding and the Law on Anti-Corruption.

The Government Inspectorate affirmed that the ability to detect corruption in units in Thanh Hoa is not high; coordination between functional agencies such as the Inspectorate, Police, and Court in providing information and progress in handling corruption cases is still limited.

“The responsibility for the above-mentioned shortcomings and limitations lies with the Chairman of the Provincial People's Committee, the Office of the Provincial People's Committee; Directors of the Departments of Finance, Home Affairs, Labor - Invalids and Social Affairs, Transport, Culture - Sports and Tourism, Planning and Investment; Chairmen of the People's Committees of the districts: Nga Son, Cam Thuy, Yen Dinh, Quang Xuong, Trieu Son; People's Committees of Sam Son and Bim Son towns” - the conclusion clearly stated.

From there, the Government Inspectorate recommended that the Prime Minister assign the Chairman of the Thanh Hoa Provincial People's Committee to promptly rectify and handle the violations and limitations discovered by this agency; at the same time, consider the responsibility of the Heads of departments and branches for the long-term mistakes. Direct the inspected units to organize serious self-criticism, clarify the responsibility of the collectives and individuals related to the shortcomings and limitations mentioned in the inspection conclusion.

The Government Inspectorate requested Thanh Hoa to direct organizations and units in the province to strictly comply with regulations on anti-corruption and immediately rectify the work of transparency in finance, budget and job transfer. Pay attention to training, professional training, and exchange of experiences in citizen reception and complaint settlement for officials working in this field.

The Prime Minister agreed with the conclusions and recommendations of the Government Inspectorate; at the same time, requested the People's Committee of Thanh Hoa province to organize the implementation and report the results to the Prime Minister before May 31, 2016.

Administratively handled 466 organizations, transferred 9 subjects to the investigation agency

According to the inspection conclusion, Thanh Hoa province has focused its annual inspections on sensitive areas that are prone to negativity and corruption, with a focus and key points, thus bringing about positive results. Through the inspection, 734 units were found to have violated the law out of a total of 1,260 inspected units with a total violation of over 205 billion VND and 211 hectares of land. Thereby, it has recommended administrative sanctions against 466 organizations in the form of organizing reviews and drawing lessons and 199 individuals (5 warnings, 26 reprimands, 158 reviews and drawing lessons), transferring 3 cases with 9 subjects to the investigation agency.
