(Baonghean) - In the last letter Uncle Ho sent to the Nghe An Provincial Party Committee, he advised: "In agricultural cooperatives, all production, distribution, economic management, and election of responsible agencies must be discussed thoroughly by the people and decided by themselves in a truly democratic manner." Following Uncle Ho's teachings, the implementation of grassroots democracy regulations in Nghe An is not limited but is widely deployed in all fields and localities. Thereby, promoting the people's mastery, creating a combined strength to build Nghe An homeland to develop more and more.

In early July, I had the opportunity to return to Chau Kim (Que Phong). Amidst the yellow of the sun and the green of the mountains and forests of the Northwest of Nghe An, Chau Kim village emerged with a new vitality with bright colors. Chau Kim is the land of three ethnic groups: Thai, Kinh and Kho Mu with a total of 923 households. In recent years, the work of hunger eradication and poverty reduction has been strongly implemented, contributing to improving the living standards of the people, bringing the poverty rate of the commune to only nearly 22%, lower than the average of Que Phong district; the cultural and spiritual life of the people has been improved, 6/10 villages of Chau Kim have achieved the title of Cultural Village. Comrade Lo Hai Van - Secretary of Chau Kim Commune Party Committee shared: "The above results show that the good implementation of the DCCS regulations has been creating positive changes in people's thinking, thereby creating consensus in hunger eradication, poverty reduction, new rural construction... realizing the policies, resolutions of the Party and State".

To feel the reality, I went to Khoang village - one of the first 3 Cultural Villages of Que Phong district and also a typical example in building new rural areas of Chau Kim. In recent years, thanks to the good promotion of the DCCS regulations according to the motto: people know, people discuss, people do, people check, Khoang village has created great consensus in the community of 69 households, more than 300 people. Leading us along the spacious and spacious concrete roads, comrade Luong Thi Thanh - Secretary of the village Party cell proudly said: "Although the people's living standards are not high, when there was a policy to mobilize people to build new rural roads, people contributed not only money, materials, working days but also donated land to open roads. That consensus marked the efforts of the Party cell and the management board of Khoang village".

Before disseminating and mobilizing the people, the Khoang village Party Cell with 29 party members thoroughly discussed the motto of mobilizing the people. It was not only to disseminate to the people to clearly understand the policy and effectiveness of building the new rural area with the participation of each cadre, party member, and active masses in the village, but also to mobilize and contribute human and material resources, how much, and how were all discussed and agreed upon by the people before organizing implementation. Comrade Vi Van Du - Head of Khoang village said: "All contribution policies were discussed with the people to reach a common consensus. Therefore, each household felt satisfied and contributed 300,000 VND for road construction. During the implementation process, the village's Community Supervision Board also operated effectively, so the people had great confidence." From those specific actions, up to this point, it can be affirmed that the process of building the new rural area in Khoang village has been successful. Currently, the whole village has built 700 meters of rural roads and is continuing to develop a plan to build the remaining 300 meters to close all internal village roads in the near future.

Ban Khoang is just one of many localities and units that have implemented the democratic regulations well in Que Phong. Through working with the District Party Committee's Mass Mobilization Committee, the results show that 14 communes and towns of Que Phong district, the People's Inspection Committee, and the Community Investment Supervision Committee have all been improved, consolidated, and put into practical and quality operation; the work process has been publicly posted at the headquarters to quickly and promptly resolve administrative procedures for individuals and groups. In particular, the process of asking for people's opinions before implementing programs and projects has been carried out relatively well by localities, such as in discussing and voting on the results of reviewing and evaluating poor households, households with temporary dilapidated houses, and building village and hamlet covenants.

Especially in the New Rural Construction Program, it has been truly associated with the implementation of grassroots democracy regulations in a profound way through always discussing democratically and openly in village and hamlet meetings. Therefore, it has created trust and a spirit of positive response among the people. Although local conditions have encountered many difficulties, Que Phong has built 36 km of concrete roads and is registering to build another 16 km with the active participation of the people in addition to the support of the State. Comrade Ha Ngoc Thi - Head of the Que Phong District Party Committee's Mass Mobilization Committee said: The implementation of the grassroots democracy regulations has promoted the positivity of the masses; local and unit leaders have also more accurately determined their responsibilities and powers. Therefore, creating positive changes in all aspects of the district's socio-economic life.

At the provincial level, the implementation of the DCCS regulations in all types has also been seriously and widely deployed by localities and units. Through inspection and evaluation, units such as Thai Hoa Town, Vinh City, Nghi Loc, Quynh Luu... have done a good job of publicizing the contents of the implementation of the socio-economic development plan, the new rural construction program; the commune budget estimates and settlement... for the people to know. 311/480 communes, wards and towns in the whole province have a well-functioning People's Inspection Committee, 196/480 Community Investment Supervision Committees operate effectively. For administrative agencies and public service units, 100% of provincial-level agencies have established a Committee to implement the grassroots democracy regulations and a People's Inspection Committee. 100% of agencies have developed regulations on financial transparency, internal spending... In particular, the implementation of grassroots democracy regulations associated with administrative reform has been actively deployed, achieving good results. Currently, the whole province has 21/21 districts, cities, towns; 457/482 communes, wards, towns; 22 departments, branches and the Provincial People's Committee office implementing the "one-stop" mechanism; a number of departments, branches and 10/21 districts, cities, towns have implemented the interconnected one-stop mechanism.

The results of implementing the democratic regulations have contributed positively to the economic and social development of each locality and the whole province. Organizations in the political system continue to innovate the content and methods of operation in the direction of being close to the people, respecting the people, serving and listening to people's opinions, creating consensus in society. From there, contributing to strengthening people's trust in local Party committees and authorities. Besides, through the implementation of the grassroots democratic regulations, people's mastery continues to be significantly enhanced, creating an atmosphere of excitement, solidarity and trust among cadres, party members and people of all walks of life; raising awareness and responsibility of cadres, effectively overcoming bureaucracy and disregard for the people. However, in an exchange with us, comrade Nguyen Manh Khoi - Deputy of the Provincial Party Committee's Mass Mobilization Committee said: "In some localities and units, the implementation is still formal, especially the collection and response of people's opinions are not thorough. In addition, the implementation of democratic regulations in joint stock companies, limited liability companies, and private enterprises is still slow and faces many difficulties. These limitations need to be focused on overcoming to further improve the results of implementing democratic regulations in the province."
