Promoting democracy, creating consensus for development

(Baonghean) - On the occasion of celebrating the Party and the Year of the Goat, Nghe An Newspaper had an interview with comrade Le Hong Vinh, Provincial Party Committee member, Secretary of Anh Son District Party Committee, about some achievements in 2014 and the district's solutions in the coming time.

Reporter:2014 is a pivotal year for implementing the Resolution of the District Party Congress for the 2010-2015 term. Could you please tell us about the outstanding results that the Party Committee and people of the district have achieved in the past year?

Comrade Le Hong Vinh:In addition to the difficulties like other districts in the province, Anh Son is a purely agricultural district but the land is not flat (mainly hills and mountains), the area is not large but is divided by 3 large rivers flowing through, traffic is difficult, infrastructure has not been invested much. However, with high concentration in leadership and direction of the Party Committee and government from the district to the grassroots, the solidarity and efforts to overcome difficulties of the entire political system, all cadres, party members and people, Anh Son district has achieved important results in all fields. There are 18/25 general economic - social indicators achieved and exceeded the plan. The economy maintained a good growth rate, reaching 4.01%, total production value reached 2,670 billion VND, average income reached 18.4 million VND/person, an increase of 1.2 million VND compared to 2013; Budget revenue in the area reached 38.6 million VND, exceeding 34% of the estimate, exceeding 57% of the estimate assigned by the province; capital mobilization for development investment in the area reached 807 billion VND, up 21%; 34/66 schools met national standards; built 4 more communes to meet national standards on health; the poverty rate decreased to 11.34% (down 3.63%). Political security and social order and safety in the area were basically stable. Criminal offenses and traffic accidents decreased. Prevention and suppression of social evils, ensuring security and order were effective. Citizens' complaints and denunciations were resolved promptly. The Party was united, and the people had high consensus.

Reporter:In the overall picture of your district with many bright colors, what do you think is the most prominent mark?

Comrade Le Hong Vinh:First of all, it must be said that the leadership and direction role of the Party Committee and the government is clearly demonstrated and promoted; democracy is expanded, solidarity in the Standing Committee, the Standing Committee, and the Executive Committee of the District Party Committee is strengthened. This is clearly demonstrated in each specific field:

In terms of socio-economy: As an agricultural district, in 2014, the leadership and direction of the crop season, the transformation of the crop and livestock structure and the application of scientific and technological advances to increase the income value per production unit... were given special attention, especially the direction of the production of the third crop on alluvial land, the production of the summer-autumn crop, and the introduction of new crops into production. At the same time, investment attraction was strengthened, and the work of site clearance was strongly directed to implement projects. The movement of rural road maintenance and repair was widely launched, effectively contributing to the promotion of new rural construction. Education, health care, information and propaganda were effectively implemented. Social policies, poverty reduction, and job creation were implemented synchronously...

Regarding security and order: We have been proactive in grasping and handling the situation. In particular, we have developed and implemented appropriate, flexible, agile but resolute solutions to effectively handle and resolve issues related to religious security arising in the area.

Regarding Party building and political system building: Step by step, we have innovated the work of evaluating and arranging cadres; especially the research and selection of specific areas with many difficulties to increase cadres, choose the right subjects to arrange as chairmen of the People's Committees of communes and towns to improve the effectiveness of direction, administration, and organization of implementation of political tasks, which have initially been agreed upon and recognized by the people. Strengthening discipline and administrative discipline, especially the methodical implementation, with specific supervision and inspection of Directive 17 of the Provincial Party Standing Committee and focusing on administrative reform. Step by step innovating the activities of the Fatherland Front and mass organizations; mobilizing cadres, civil servants of the Fatherland Front and mass organizations from the district to the grassroots to directly participate in the work of mobilizing land clearance, participating in handling and resolving problems and issues that concern the people...

Reporter:Currently, our province is focusing on implementing Resolution 26 of the Politburo on the direction and tasks of developing Nghe An until 2020. So, comrade, in addition to issuing implementation projects, what are the key solutions of Anh Son district?

Comrade Le Hong Vinh:Resolution 26 of the Politburo is the key, the legal corridor for the socio-economic and cultural development of the whole province in general and Anh Son district in particular. However, to effectively exploit that opportunity in the area is a problem that the district is still struggling with, especially when the district has a low starting point, unfavorable natural and social conditions. Therefore, first of all, it is necessary to do a good job of developing plans, identifying and fully exploiting potential advantages, assigning tasks, and having a specific roadmap to implement programs and projects. In particular, it is important to pay attention to administrative reform, improving the qualifications, ethics of public service, and responsibility of cadres, civil servants, and public employees from the district to the grassroots level. Identifying the most important solution to bring Resolution 26 into life and promote its effectiveness in the area is to mobilize the strength of the entire political system and the people to participate in the implementation process. To do so, it is necessary to implement a transparent and public mechanism well, promote widespread democracy so that people can know and participate right from the time of building programs and projects to the implementation process... thus creating consensus and support from the people - a decisive factor for the success in organizing the implementation of the Resolution in the locality.
