Comrade Truong Hong Phuc - Secretary of the District Party Committee, Head of the Election Steering Committee of Do Luong district, said: "Clearly identifying the election of People's Council delegates at all levels for the 2011 - 2016 term has a very important meaning in order to perfect, consolidate and build a strong team of government officials at all levels, ensuring good direction, administration and implementation of local political tasks.
The district's general view on personnel work is to properly implement procedures, ensuring the connection of personnel for the Party Congress term 2010 - 2015, cadre planning with personnel for positions of People's Councils and People's Committees at all levels, term 2011 - 2016. Personnel must ensure structure but not because the structure is too heavy that it reduces the quality of delegates.
Therefore, the district pays great attention to the preparation of personnel work and the promotion of democracy. Based on the assignment of responsibilities to monitor, guide, direct and urge the election work in each cluster and each locality, the comrades in the Steering Committee and the district-level election committee coordinate with the localities to review, evaluate and comment on the staff for the entire 5-year term, thereby planning the personnel for the new term.
Any locality whose personnel plan for the People's Council election coincides with the personnel plan for the recent Party Congresses at all levels will be accepted. Otherwise, it will continue to be considered and focused on from the beginning to propose new personnel, but it must also ensure harmony in structure, composition, and quantity. The district also pays attention to localities that still have difficulties in personnel work for elections, and where internal solidarity is not really strong....
Along with directing the implementation of personnel work procedures to ensure compliance with regulations, the district has also focused on promoting election propaganda, focusing on propagating the Election Law and documents related to election work of all levels through the loudspeaker system of communes, hamlets and key cadres, members and residential areas.
