Promoting capital efficiency, ensuring sustainability of national target projects

(Baonghean.vn) - On the morning of October 24, the Economic - Budget Committee of the Provincial People's Council supervised the implementation of national target programs in Nghia Dan district.

Before working with the People's Committee of Nghia Dan district, the monitoring team spent time monitoring Nghia Loi commune. In 3 years (2011 - 2013), in Nghia Loi commune, there were 3 projects invested in construction under the national target program, including the Tan Cay village cultural house and the multifunctional cultural house of Nghia Loi Primary School, with a total investment value of more than 1 billion VND (in 2011); the community cultural house for the 3 villages of Lung Phuong, Lung Binh, Lung Ha, with a total value of 1.1 billion VND (in 2012); investment in irrigation canals worth more than 1 billion VND (in 2013). Through monitoring, it was shown that, in general, the projects have been put into effective use. However, the community cultural house for the 3 villages of Lung Phuong, Lung Binh, Lung Ha has not yet been put into good use, with its usage efficiency only a few times a year during Tet and holidays.

Working with the District People's Committee, the monitoring delegation noted that, out of a total of 16 national target programs of the state, Nghia Dan has been implementing 12 programs in the fields of economy, hunger eradication, poverty reduction, health, education, population - family planning, children, food safety, clean water - environmental sanitation, crime prevention and social evils such as drugs, HIV/AIDS. The total budget allocated to implement the programs in 3 years is more than 48.74 billion VND. The national target programs have initially brought about effectiveness, creating changes in the material and spiritual life of the people, especially the poor and ethnic minorities.

At the meeting, the monitoring delegation clarified the difficulties and obstacles in implementing national target programs. That is, infrastructure investment funding is still spread out and not concentrated. Funding is slow, such as the communication work on population and family planning is spread out over 12 months, but the capital is usually provided in the last month of each quarter. Or programs in the health sector such as dengue fever prevention, malnutrition, mental illness, HIV/AIDS, iodine deficiency disorders, etc., have not been funded since the beginning of the year, affecting the promotion of activities in all fields. At the same time, it is recommended that the People's Committee of Nghia Dan district and relevant sectors pay attention to directing localities and units that benefit from investment projects to effectively use capital and investment projects from national target programs; at the same time, preserve and maintain to ensure the sustainability of the projects.
