Promote the effectiveness of emulation movements, enhance the overall strength of the provincial armed forces

PV:Could you please tell us about the outstanding achievements and milestones in the emulation movement to win (TĐQT) of Nghe An Military Forces in recent times?

Colonel Bui Hoai Thanh:Under the regular and direct leadership and direction of the Party Committee, the Military Region 4 Command, the Provincial Party Committee, the People's Council and the People's Committee of Nghe An province, together with the close and effective coordination of departments, branches, sectors, organizations, Party committees and authorities at all levels and the support of the people in the province, the emulation movement to win of the Nghe An Armed Forces in recent years has been maintained regularly, continuously, developed evenly and in the right direction, closely following the political tasks of the unit, closely following each target and accompanying the campaigns and patriotic emulation movements of the locality, contributing to building a strong and comprehensive unit, building a clean and strong Party organization. Among them, the outstanding work is advising the Provincial Party Committee and the Provincial People's Committee to well organize the Provincial Defense Zone Exercise (KVPT) in 2009; the annual KVPT exercises at the district level have all achieved good results, contributing to building an increasingly solid defense posture. Advise the Party Committee and the Government to effectively carry out the work of selecting and calling citizens to join the army every year, always ensuring 100% of the quota. Implement well the contents and measures to build the reserve mobilization force, ensuring that 100% of reserve soldiers are registered, managed and arranged according to regulations. From 2009 to now, nearly 500 officers and professional soldiers have confidently and enthusiastically received orders to go on duty at units in remote, border and island areas and to collect martyrs' remains in Laos.

In addition, the TĐQT movement was launched and promoted in tasks, in all aspects of political and ideological education, military training, drills, sports, and competitions, which received due attention and direction. Emulation movements such as "Excellent training, strict discipline, high combat readiness", the emulation movement "Building a regular unit, a comprehensively strong unit (VMTD), the movement "Promoting tradition, following in the footsteps of our ancestors, worthy of Uncle Ho's soldiers" ... have encouraged officers and soldiers to raise their awareness of learning, constantly striving to complete training targets, creating a strong change in awareness, responsibility, dynamism, creativity, and spirit of overcoming difficulties of officers and soldiers in performing tasks, contributing to improving the quality of training and the level of combat readiness of Nghe An Armed Forces.

Along with that, the emulation movement "The Army logistics sector follows Uncle Ho's teachings" has always been promoted, contributing to ensuring the training and combat readiness tasks. Through the achieved contents, goals and targets of the movement, it has created a solid people's logistics potential and position, meeting the requirements of the national defense and security tasks in the new period. In order to improve the quality and effectiveness of technical work, officers and soldiers, agencies and units in the provincial military have effectively implemented the Campaign 50 "Management and exploitation of weapons, equipment, good, durable, safe, economical and traffic safety" to mobilize many resources, promote the spirit of passion and creativity, the spirit of collective mastery, foster the technical expertise of the staff, contributing to improving the quality of work. Many initiatives and technical improvements by officers and employees of the Technical Department and the Weapons Depot have saved tens of millions of dong and always ensured good combat readiness weapons and equipment.

Along with the whole country, the emulation movement "Military forces join hands to build new rural areas" has been launched and spread widely throughout the provincial military forces. Through specific actions such as participating in repairing and pouring concrete on the road system, dredging ditches, treating waste to maintain environmental sanitation, coordinating propaganda on rural traffic safety... Typical examples are the military units of Vinh City, Ky Son, Thanh Chuong, Dien Chau, Tan Ky, Con Cuong, Regiment 764... The emulation movements "Eliminate hunger, reduce poverty", "Repay gratitude", "All people take care of war invalids, martyrs' families, support Vietnamese Heroic Mothers", the movement "Save for yourself, leave for the needy", the movement "Love for comrades"... were actively responded to by officers and soldiers of agencies and units of the provincial military forces.

Promoting the role of mass organizations, emulation movements such as "Youth of the Army competes to cultivate virtue, train talent, be creative and worthy of Uncle Ho's soldiers" and movements such as "2 exemplary, 3 pioneers"; "good at national affairs, good at housework" "Good at raising soldiers, good at managing military supplies", "Female military medics follow Uncle Ho's words", "Good workers, creative workers" have been promoted and promoted the role, responsibility and creativity of union members. Thanks to that, mass organizations in the provincial military annually achieve the standard of excellent strength.

In addition, the emulation movement to win in the provincial armed forces is always associated with major campaigns, such as the Campaign "Studying and following the moral example of Ho Chi Minh" and "Building a strong and exemplary Party organization and building a strong and exemplary unit". Therefore, in recent years, 92.85% to 96% of grassroots party organizations are strong and exemplary. The rate of party members who have excellently completed their tasks and completed their tasks on average each year is over 90%; the rate of new party members admitted is over 125% of the plan; 70% of district and town military party committees and 75% of grassroots party committees under the provincial military party committee have achieved the title of strong and exemplary for 4 consecutive years.

PV:How have those proud achievements been recognized, comrade?

Colonel Bui Hoai Thanh:Summarizing the emulation movement to win the Nghe An Armed Forces from 2009 to present, 19 groups were awarded the Excellent Emulation Flag; 159 groups were awarded the title of Winning Unit; 252 groups were awarded the title of Advanced Unit; 554 individuals were awarded the title of Emulation Fighter (many individuals were emulation fighters for 3 consecutive years, 2,445 individuals were awarded the title of Advanced Fighter); 97 groups and 150 individuals were awarded Certificates of Merit; 55 groups and 250 individuals were awarded Certificates of Merit. In particular, the Provincial Military Command was awarded the Military Region Emulation Flag in 2009, and in 2010 was awarded the Third Class Fatherland Protection Medal by the President and a Certificate of Merit by the Prime Minister...

PV:To maintain tradition and promote achievements, what direction will the provincial military strive for in the coming time, comrade?

Colonel Bui Hoai Thanh:In the coming time, specifically from now until the end of 2012 and 2013, Nghe An Military Forces will focus on a number of basic tasks. In particular, organize and implement well the propaganda work of the results of the International Congress, educate all officers and soldiers of the Military Forces to thoroughly grasp the direction, goals, measures and emulation movements for the period 2012 - 2015. Continue to promote emulation movements towards the 68th anniversary of the founding of the Vietnam People's Army, 23 years of the National Defense Day December 22. Encourage officers and soldiers of the Military Forces to strive to excellently complete the remaining local Defense - Military tasks of 2012 and the following period. Strictly maintain the regime of command duty, on duty, and combat readiness, especially on holidays and Tet; be ready to perform the tasks of natural disaster prevention and control, search and rescue. Organize and maintain well the emulation campaigns to eliminate the weak points, the weakest aspect is the dissemination and implementation of documents of the Government, the Ministry of National Defense, the Military Region Command and the Provincial Military Command on traffic safety compliance. Promote the implementation of Directive 03 of the Politburo on continuing to study and follow the moral example of Ho Chi Minh, focusing on "following" his moral example widely, practically and effectively in the agencies and units of the provincial military, always worthy of being Uncle Ho's soldiers in his homeland.

Impressions in the Emulation Movement for Victory

* In 2009: The rate of grassroots party organizations with strong grassroots members reached 96%; in 2010 it reached 92.85%; in 2011 it reached 82.14%; in 2012 it reached 92.85%.

*There have been 26 cadres in category 1 who have participated in studying and researching at the National Defense Academy. The provincial organization has organized 23 classes for 1,209 comrades in category 2 and category 3; directed districts, cities and towns to open 186 classes for 22,235 comrades in category 4 and category 5 and religious dignitaries and officials.

*From 2009 to 2012, 57 houses of gratitude were built and donated; Decision 142 was implemented and 77,450 cases were resolved and paid with a total amount of 340,720,000 VND, monthly allowances were provided to 767 cases.
*Logistics: Increase in fruit and vegetable production in 2009 reached 186.5 kg/person/year, in 2010 reached 188.3 kg/person/year, in 2011 reached 181 kg/person/year; in 2012 reached 186.7 kg/person/year. Livestock and poultry farming in 2009 reached 5143 heads/year; in 2010 reached 5151 heads/year; in 2011 reached 5760 heads/year; in 2012 reached 7949 heads/year; Average food intake reached 1200 VND/person/day.
*Technical work: From 2009 to present, nearly 16,879 cars and armored vehicles, nearly 15,154 thousand artillery guns; nearly 110,734 tons of ammunition of all kinds; transferred, received and distributed hundreds of tons of weapons, technical equipment and supplies ensuring safety, following procedures and principles, avoiding damage, loss, fire and explosion.
