Promoting the effectiveness of social policy credit

(Baonghean) - In recent years, social policy credit activities implemented by the Social Policy Bank in localities have been assessed as a creative solution, deeply humane and suitable to local realities.

This activity contributes significantly to poverty reduction, job creation, human resource development, social security assurance... However, the source of social policy credit capital is not really stable, the structure is not reasonable, does not meet actual needs; credit quality is not uniform, on the other hand, some Party committees and authorities have not really participated, have not paid due attention. That is an issue worth addressing.

To promote the role and improve the effectiveness of social policy credit, on November 22, 2014, the Central Party Secretariat issued Directive No. 40-CT/TU on strengthening the Party's leadership over social policy credit. The Directive clearly states: it is necessary to prioritize balancing sufficient State budget capital to implement social policy credit programs and projects and ensure stable and sustainable operations of the Bank for Social Policies. In order for Directive 40-CT/TU to truly come into life, People's Councils and People's Committees at all levels need to continue to allocate a portion of capital from local budgets to supplement capital for lending to social policy beneficiaries in the area.

The problem is that Party committees and authorities at all levels need to identify the task of leadership and direction for social policy credit activities as one of the regular tasks. These activities are associated with the good implementation of the policy of mobilizing resources for social policy credit, promoting agricultural and rural development, developing education, vocational training, creating jobs, ensuring social security and sustainable poverty reduction... At the same time, enhancing the responsibility of the Vietnam Fatherland Front and socio-political organizations in implementing social policy credit, improving the effectiveness of people's supervision of this work.

It can be said that Directive 40-CT/TU of the Central Party Secretariat is a policy to focus resources on social policy credit to support capital to solve employment for local people. However, to further enhance the role and effectiveness of social policy credit, the "sufficient condition" is that the implementing entity - the Bank for Social Policies needs to proactively coordinate closely with local Party committees and authorities, strengthen capital mobilization, management and use. Demonstrated by creating the best conditions for subjects to access long-term preferential capital, low interest rates to improve production and livestock farming in a stable and sustainable direction.
