Land of cultural diversity and development potential

Minh Hop Commune is a new administrative unit established on the basis of merging three communes: Minh Hop, Van Loi and Ha Son of the old Quy Hop district. With an area of ​​159.97 km² and a population of over 21,128 people, 4,896 households.

In this land, the Kinh, Thai and Tho ethnic groups have lived together for a long time, creating a united community with diverse ethnic cultural identities. Among them, ethnic minorities account for more than 40% of the population, playing an important role in preserving traditions, promoting identity and building new rural areas. The diversity of culture, customs and community life has become a valuable foundation, contributing to creating a unique identity and endogenous strength for the local development process.

Minh Hop possesses many favorable conditions in terms of nature and resources for socio-economic development. Diverse terrain, fertile land, and temperate climate are great advantages for agricultural production, especially the development of key crops such as oranges, sugarcane, tea, coffee, rubber, acacia, and medicinal plants. In addition, this land also has great potential in developing large-scale livestock farming, forestry economy, exploitation of non-timber forest products, and small-scale handicraft industries such as agricultural processing, brocade weaving, hand-woven handicrafts, etc. Besides, trade and services are also gradually developing, meeting the production and consumption needs of the people.

However, along with the potential, Minh Hop is also facing many difficulties and challenges. A part of the population, especially in remote hamlets, is still living in poor socio-economic conditions; the rate of multidimensional poverty is still high. The infrastructure system, especially inter-hamlet traffic in some areas has not been solidified and is not synchronized, affecting travel, production and access to basic services. The difference in living standards between regions in the commune is still a problem in the process of sustainable development and ensuring social equity.

In that context, the merger of administrative units is not only meaningful in terms of organizational structure, but also an opportunity for Minh Hop to better exploit comprehensive resources, strengthen regional connectivity, coordinate comprehensive and more balanced development between regions. This is also an important premise for Minh Hop commune to gradually affirm its new position on the administrative map of Nghe An province, with the expectation of becoming a dynamic and sustainable developing locality, connecting tradition and modernity, cultural identity and constant innovation.

Many outstanding results in the 2020-2025 term

During the 2020-2025 term, with the strong leadership of the Party Committee, the government and the consensus of the people, the commune has achieved many positive and comprehensive results in all fields. The economy continues to develop stably, the structure shifts in a positive direction, people's lives are increasingly improved, and the rural appearance has many changes.

The average economic growth rate reached 6.42%/year; the total production value of the whole commune reached 1,917 billion VND, an increase of 1.85 times compared to 2020. The economic structure gradually shifted in the right direction, the proportion of agriculture - forestry - fishery decreased to 56.84%, industry - construction accounted for 19.56%, services - trade accounted for 23.6%. Average income per capita reached 43.38 million VND/year, an increase of 12.8%. The average budget revenue in the area during the term reached 2,596 million VND, an increase of 161.3% compared to the beginning of the term.

Agricultural production has developed towards increasing value, quality and efficiency. The average growth rate reached 5.37%/year; the total production value reached 978 billion VND, an increase of nearly 90%. High-tech, environmentally friendly agricultural models have been replicated; food output reached 4,678.8 tons, and fresh meat output reached 517 tons. Up to now, the commune has had 8 3-star OCOP products of 3 entities. Forest protection and development work has received attention, the planted forest area reached nearly 1,300 hectares, the forest cover rate reached 24.8%. Aquaculture continues to develop stably, with output reaching 120 tons/year.

The industrial and handicraft sectors have gradually recovered and developed, with production value increasing by 81.3% compared to the first year of the term. Some traditional occupations have been restored and promoted effectively. Production households have proactively linked together in cooperative groups, gradually increasing the value of products and creating jobs on the spot.

Trade and service activities grew quite well, with production value increasing by 79.2% compared to the beginning of the term. Trade infrastructure was invested and upgraded, retail activities, transportation services, and digital transformation in business had many positive changes, well meeting production needs and people's lives.

The national target program on new rural construction and sustainable poverty reduction has been effectively implemented, bringing a new look to the rural areas. Minh Hop (old commune) has been recognized as meeting the advanced new rural standards. The work of mobilizing resources for infrastructure investment, socializing lighting, environmental sanitation, and waste treatment has been implemented synchronously, the waste collection rate reached 85.7%, and the number of households using clean water reached 98.4%.

The management of budget, resources, land and environment is carried out seriously and transparently. Basic financial targets are completed, total budget revenue in the area by 2025 reaches 2,935 million VND. Administrative reform and digital transformation are identified as breakthroughs, creating clear changes in state management and serving the people. By mid-2025, 100% of administrative documents will be processed online; the rate of files resolved on time will reach over 98.7%.

There has been much progress in the cultural and social fields. Education, vocational training and employment have been given attention. During the term, the commune has organized more than 20 short-term vocational training courses, creating jobs for over 2,000 workers and sending over 600 people to work abroad. The rate of trained workers reached 60%, of which vocational training reached 22%.

Attention has been paid to medical, population and primary health care for the people; health insurance coverage reached 100%, malnutrition among children under 5 years old decreased to 13.8%. Expanded immunization programs and disease prevention, especially Covid-19, have been effectively implemented, protecting public health.

The national defense, political security, and social order and safety situation were maintained. Military recruitment, training, and commune defense drills were carried out fully and according to plan. The commune police force promoted its role well, investigated and handled 100% of cases, promoted the implementation of Project 06 of the Government, performed well the work of residence management, fire prevention and fighting, and ensured security and order at the grassroots level.

Aiming for rapid and sustainable development

Entering the 2025-2030 term, in the context of Minh Hop commune having just merged administrative units, the Party Committee and the commune government clearly identified the consistent goal of quickly stabilizing the organizational apparatus, perfecting the political system, focusing on effectively exploiting the potential and strengths of the locality to comprehensively develop the socio-economy, improve people's lives and build a commune that develops quickly and sustainably.

Based on the results achieved in the previous term, Minh Hop aims to continue building a clean and strong Party and political system; promoting the strength of the great national unity bloc; focusing on investing in upgrading essential infrastructure; maintaining national defense and security and paying close attention to social security, especially for ethnic minorities in remote areas. The commune is also determined to strive to become a typical locality in advanced new rural development and gradually move towards building a model new rural commune.

To realize those strategic goals, Minh Hop commune has set out 20 key targets in the fields of economy, culture - society, environment, national defense - security and political system building. Along with that are 5 key task groups, 3 strategic breakthroughs and 4 main solution groups. These orientations show great determination in mobilizing maximum resources, promoting the combined strength of the entire political system and the entire people.

Three breakthroughs are clearly identified, specific and strategic. Firstly, focus on improving the quality of cadres, civil servants and public employees; promote the role of Party committees, Party organizations, especially leaders. Minh Hop will seriously carry out the work of inspection, supervision and evaluation of cadres, and resolutely screen and replace cadres with weak capacity, low prestige, and who do not meet job requirements. This is a prerequisite for the apparatus to operate effectively, honestly, and serve the people well.

Second, the commune identified the need to promote the application of science and technology, comprehensive digital transformation in all fields. Innovation associated with in-depth administrative reform will help improve service quality, shorten work processing time, and move towards building e-government and moving towards digital government. This will create a clear change in discipline, order, responsibility and work efficiency throughout the system.

Third, Minh Hop focuses on prioritizing investment in developing key agricultural and forestry products with competitive advantages such as sugarcane, tea, rubber, coffee, medicinal plants, and livestock. The locality will promote production linkages associated with processing and product consumption to increase the value of goods and income for people. In particular, endemic and specialty products will be invested in by region, according to geographical advantages to create a brand for agricultural products for the commune in the market.

The 2025-2030 term is considered an important period, marking a strong transformation of Minh Hop after the merger. With the right orientation, clear goals and high consensus in the entire political system, Minh Hop commune is gradually building a solid foundation for rapid and sustainable development, aiming to become a model locality in new rural construction and socio-economic development in ethnic minority areas.
