Promoting the qualities and capacities of political commissars and political officers
(Baonghean) - On July 20, 2005, the Politburo (Term IX) issued Resolution No. 51-NQ/TU "on continuing to perfect the Party's leadership mechanism, implementing the one-person commander regime associated with the political commissar and political officer regime in the Vietnam People's Army". After 8 years of implementation, the provincial military has synchronously deployed at all levels and units, improving the Party's leadership capacity for the military, making an important contribution to building a exemplary clean and strong Party organization and a comprehensively strong unit.
The Provincial Military Party Committee has implemented Resolution 51 of the Politburo (Term IX) on "Continuing to perfect the Party's leadership mechanism, implementing the one-person command regime associated with implementing the political commissar and political officer regime in the Vietnam People's Army" in difficult conditions. That is, regarding the mechanism, the awareness of some cadres and Party members is not adequate, the team of political cadres after 20 years of implementing Resolution 27 of the Politburo (Term 5) has revealed many shortcomings, limitations, lack of practical experience and working methods and styles; uneven qualifications, limited number of basic training, the comprehensive capacity of some comrades present has not met the requirements, especially at the squad level, so the process of performing tasks still faces many difficulties.

To perfect the organization of the positions of political commissars and political officers, the Standing Committee of the Provincial Military Party Committee has led and directed the organization to strictly implement the assessment, selection, arrangement, and proposal for appointment of positions according to the management hierarchy, ensuring the correct principles, procedures, and standards; creating solidarity and unity in the entire Party Committee and unit. Especially in new appointments, on the basis of common standards, the top priority for the team of political commissars and political officers is political quality and sacrifice. In order to overcome the shortage of cadres, the Provincial Party Committee and Military Command have taken many measures to train, create local sources, and receive cadres from key units to gradually ensure quantity and improve quality; boldly appoint young cadres with capacity and responsibility to appropriate positions.
From 2006 to 2013, superiors and units appointed 119 political commissars, deputy political commissars, political officers, and deputy political officers at all levels. Through 16 training courses, fostering political cadres for 996 cadres, the cadres were equipped with a firm grasp of the principles of conducting party work and political work (CTĐ, CTCT) in each unit and working team.
In particular, when implementing solutions according to the content of Resolution 51, the units have clearly seen the shortcomings, limitations, and inadequacies in the previous CTĐ and CTCT to overcome. At the same time, the Standing Committee of the Provincial Military Party Committee regularly attaches importance to the preliminary review and experience drawing through each stage. At the same time, it attaches importance to resolving the relationship between political commissars and political officers with commanders, building a system of working regulations that clearly specify people and work. In resolving relationships, the overall interests are put first.
Up to now, the number of political commissars and political officers at all levels has reached 106.6% of the demand. The quality of political commissars, deputy political commissars, political officers and deputy political officers at all levels has been increasingly improved. Currently, the number of political officers with university degrees is 62.5%; and those with advanced political theory qualifications is 48.4%.
Accordingly, the working relationship between political commissars and political officers with commanders at all levels has become increasingly close in recent years. The effectiveness of commanders and the effectiveness of political commissars and political officers have been enhanced, promoting the principles of democratic centralism, collective intelligence, and the role of leading cadres in agencies and units. There have been no signs of abuse of power, patriarchy, claiming credit, blaming, lack of responsibility, "standing outside the game", "each person doing their own work"...
Through annual classification, 100% of political cadres complete their tasks at a good level or better, of which 96.87% complete their tasks well and excellently. The rate of political cadres receiving annual commendations is 31-36% compared to the total number of cadres receiving commendations. From practice, the results of task implementation in recent years demonstrate that the team of political cadres has promoted their position, role and responsibility in organizing and implementing tasks. Always have a strong political stance, absolutely loyal to the goals and ideals of the Party; exemplary in moral qualities, lifestyle, comprehensive knowledge and capacity, especially the capacity to conduct CTĐ, CTCT in performing the tasks of the unit.
In particular, through the review of the Central Resolution 4 (term XI), the role of the head and chair of the agency and unit has been promoted and demonstrated more fully. The quality of building a strong and comprehensive unit has gone into depth and solidity.
However, in the process of implementing Resolution 51, certain limitations have also been revealed in some units. Some comrades, political commissars overemphasize their roles, some comrades do not clearly perceive their positions and roles, do not keep up with the situation, do not really grasp their responsibilities and are not up to the level of the role of political commissars and political commissars. To promote the effectiveness and efficiency of implementing the one-person commander regime in conjunction with implementing the political commissar and political commissar regime in the provincial military, units need to focus on the following issues:
First of all, Party committees at all levels need to focus on raising awareness for cadres and Party members, especially political commissars, political officers and commanders at all levels; do a good job of educating, orienting and managing the ideological situation, improving the quality of propaganda work so that the subjects deeply understand the meaning and importance of the resolution; fight, criticize and promptly resolve any doubts about the feasibility of the resolution; focus on improving the working relationship between political commissars and political officers and commanders and with superiors and subordinates...
Along with that, in promotion and appointment, we must take the criteria of quality and capacity, especially the virtue of sacrifice as the top priority. Avoid the phenomenon of emphasizing the word "virtue" while underestimating the word "talent" and vice versa. Only then can political commissars and political officers promote their spirit and responsibility, fulfill their assigned duties and tasks, and be worthy of being one of the solid pillars for cadres and soldiers to place their trust in.
In the method of training cadres, it is necessary to go through practical activities and daily work to have specific forms, methods and measures that are suitable with the motto "assign work and challenge".
Organize inspection, evaluation, and training of the missing and weak parts, thereby improving the capacity and qualifications of the team of political commissars and political officers in directing the implementation of the Campaign and the Action Program; focus on training new contents, overcoming limitations and shortcomings, and regularly doing a good job of summarizing and drawing lessons.
