Promoting the strength of the entire political system in the management of traffic safety assurance
(Baonghean.vn)- This morning, March 25, the Central Party Secretariat held a national online conference to implement Directive No. 18 (September 14, 2012) of the Secretariat on "Strengthening the Party's leadership in ensuring traffic order and safety on roads, railways, inland waterways and overcoming traffic congestion".
The conference was chaired by comrades: Le Hong Anh - Politburo member, Standing member of the Secretariat; Nguyen Xuan Phuc - Politburo member, Deputy Prime Minister, Chairman of the National Traffic Safety Committee; General Tran Dai Quang - Politburo member, Minister of Public Security. Also attending were leaders of a number of central ministries and branches. On the side of Nghe An province, there was comrade Nguyen Xuan Duong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.

After 10 years of implementing Directive 22 of the 9th Party Central Committee Secretariat on strengthening the Party's leadership in ensuring traffic order and safety, in general, the traffic order and safety situation has changed, traffic accidents have been controlled, the number of cases, deaths and injuries have decreased. However, the situation of traffic order and safety violations is still complicated; traffic accidents remain high and serious, causing great damage to people and property. Traffic accidents and road traffic congestion are still pressing issues for the whole society, affecting the sustainable development of the economy, culture, society and the image of Vietnam with international friends. Faced with that situation, to continue to minimize the number of traffic accidents as well as the damage caused by traffic accidents, the Secretariat issued Directive 18-CT/TW dated September 14, 2012 to continue implementing solutions to ensure order and safety of road, inland waterway, and railway traffic and to overcome traffic congestion in the new situation.
At the Conference, Comrade Dinh La Thang - Member of the Party Central Committee, Minister of Transport gave a preliminary report on the traffic safety situation in the first quarter of 2013. Accordingly, traffic accidents decreased in all 3 criteria in 2012, for the first time in 10 years, the number of deaths due to traffic accidents fell below 10,000 people. However, in the first quarter of 2013, this number continued to increase (in which 10 provinces increased by over 30%), mainly due to speeding, drinking alcohol while participating in traffic, encroaching on roads, encroaching on routes... The Minister suggested that in the coming time, the Government needs to be stricter with helmet manufacturing establishments that do not ensure quality, passenger transport businesses that do not have adequate quality vehicles, and needs to continue focusing on developing infrastructure... The conference also heard reports from 8 provinces and cities across the country and 2 reports and proposals from the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Fatherland Front on solutions and coordination programs to reduce and control traffic accidents.
In Nghe An, immediately after Directive 18, the Provincial Party Committee Standing Committee issued Directive No. 12 for implementation, and at the same time directed the Provincial People's Committee to issue a plan to deploy to the grassroots level. Accordingly, the propaganda and dissemination of laws on traffic safety and order were promoted, and the patrolling, control and handling of violations of traffic safety and order were strengthened. The province gradually built and completed the strategy for planning the development of transport infrastructure, as well as means of transport. According to a report from the Provincial Traffic Safety Committee, in 2012, the whole province had 336 traffic accidents, killing 224 people and injuring 354 people, a decrease of 42 cases compared to 2011. In the first 3 months of 2013, there were 94 traffic accidents, killing 63 people.
After listening to the opinions of central ministries, branches and provinces and cities nationwide, comrade Le Hong Anh - Politburo member, Standing member of the Secretariat concluded, stating that: in the past time, the work of ensuring traffic safety has been considered by the Party, the National Assembly and the Government as a key task throughout, a regular responsibility of the entire Party, the entire army and the entire people. In addition, all levels and branches have really taken drastic actions, so the number of traffic accidents has been controlled. Traffic infrastructure has been invested in and built step by step to meet the requirements, the quality of vehicles participating in traffic has been improved. However, the number of traffic accidents remains high. The reason is that some Party committees and local authorities have not paid attention to regular direction, leaving it to the police and traffic sectors, people's awareness is still limited, and State management still has many shortcomings...
In order to implement Directive 18 of the Secretariat on "Strengthening the Party's leadership in ensuring traffic order and safety on roads, railways, inland waterways and overcoming traffic congestion" in the most effective way, Comrade Le Hong Anh requested ministries, branches, and provinces nationwide to seriously implement the Directive. Promote the strength of the entire political system, strengthen state management of ensuring traffic order and safety; Strengthen and innovate the work of patrolling, controlling and handling violations of traffic order and safety. Focus on building traffic infrastructure, organizing propaganda work to create high consensus among all cadres and people about the sense of responsibility in implementing traffic safety laws.
