Promoting the strength of national unity

(Baonghean) - Upholding the fine traditions of the Vietnam National United Front, the Vietnam Fatherland Front Committee of Nghe An province and its member organizations have, during the past term, promoted the strength of national unity, actively implemented specific action programs, and made important contributions to the successful achievement of socio-economic development goals and tasks.

Over the past period, the Fatherland Front at all levels in the province has strengthened and expanded the great national unity bloc through diversifying forms of mobilizing and gathering the people, and developing many new member organizations. The activities of the Fatherland Front Committees at all levels and member organizations are increasingly focused on residential areas, and the emulation movements launched by the Vietnam Fatherland Front of Nghe An province are always closely linked with patriotic emulation movements launched by the Central Government and the province.

The "National Unity Movement for Building a Culturally Rich Life in Residential Areas" continues to be supplemented and innovated in content and implementation methods to suit each type of residential area. During its implementation, many exemplary collective and individual examples have emerged, demonstrating the strong progress of the community in various fields. The "Day for the Poor" movement has been increasingly implemented, attracting the attention of the entire society and becoming a deeply meaningful humanitarian activity, making a significant contribution to poverty reduction and social security. The Fatherland Front at all levels in the province has promoted the "Gratitude and Repayment" movement; implemented policies supporting the military; and coordinated with the government, organizations, and individuals in humanitarian and charitable activities to help those who are unfortunate and facing difficulties in life. Relief campaigns for people affected by natural disasters have received enthusiastic support from people across the country and overseas Vietnamese. The "Vietnamese people prioritize using Vietnamese goods" campaign has been seriously and effectively implemented by the Vietnam Fatherland Front at all levels and its member organizations, contributing to a significant change in people's awareness and purchasing behavior, and enhancing the responsibility of businesses in producing quality goods that meet domestic consumption and export requirements.

Promoting the people's right to self-governance and mobilizing the people to participate in building a clean and strong Party, government, and political system at the local level, the Vietnam Fatherland Front at all levels in the province has launched many campaigns to encourage people to contribute opinions to draft documents of Party congresses at all levels and resolutions of the Central Party Committee on national unity. The Fatherland Front Committees at all levels and member organizations have extensively implemented Directive 03 of the Politburo on "Continuing to promote the study and emulation of Ho Chi Minh's moral example," in conjunction with the implementation of Resolution 4 of the Central Committee (11th term) "Some urgent issues concerning Party building today," with many rich and practical contents, attracting many members and people to enthusiastically participate. Through this, President Ho Chi Minh's and the Party's ideology of national unity has increasingly permeated the thoughts and feelings of all strata of the people, creating an important driving force to promote the awareness of building and developing the strength of national unity.

The Front's people-to-people diplomacy has been expanded, and international solidarity has been strengthened. This has created a favorable environment for international and domestic friends, as well as people from Nghe An living both domestically and abroad, to visit their homeland and explore investment opportunities; and to participate in mobilizing resources from friendly countries around the world to cooperate and support the construction of the homeland.

Besides the achievements, it must also be acknowledged that these successes are not yet commensurate with the position, role, function, tasks, and advantages of the Vietnam Fatherland Front in Nghe An province. Front work in some localities and residential areas is uneven, and the understanding of the cause of national unity and the position and role of the Front among some cadres, Party members, and the people is incomplete. Coordination and unified action with the government and member organizations are not consistent in some areas. The work of mobilizing and building models for economic restructuring is slow. The effectiveness of disseminating and educating the public on laws, policies, and guidelines of the Party and State to all strata of the people is not high, and the Front's supervision is sometimes untimely and lacks coordination. The activities of the Fatherland Front Committee and member organizations are sometimes superficial. The role of bridging the gap between the people and the Party and government has not met requirements in some aspects. There are legitimate and lawful aspirations and requests of the people that have not been fully reflected or closely coordinated with the government for timely resolution. Patriotic emulation movements and campaigns lack close coordination, leading to duplication and overlap.

Currently, the Party Committee and people of Nghe An are striving to successfully achieve the goals of the Resolution of the 17th Provincial Party Congress (2010-2015 term) and actively implementing Resolution No. 26 of the Politburo (11th term) on the direction and tasks for the development of Nghe An province until 2020. The requirement for the Provincial Fatherland Front in the new term is to continue to strengthen the gathering and building of national unity, creating high consensus and unity in political ideology, and striving to build Nghe An into a prosperous province in the Northern region.

To effectively fulfill that requirement, the Vietnam Fatherland Front and all its member organizations need to continue to innovate in their understanding, organization, content, and methods of operation to suit the new situation and tasks:

Firstly, the Vietnam Fatherland Front at all levels needs to consolidate, strengthen, and promote the power of the great national unity; further promote coordination with member organizations, gathering all strata of the people, especially the working class, farmers, intellectuals, businesses, entrepreneurs, religious dignitaries, village elders, community leaders, and prominent figures among ethnic groups, to propagate and educate cadres, members, and all strata of the people to correctly and fully understand the meaning and importance of Ho Chi Minh Thought and the Party's views on great national unity. The goal of maintaining national independence linked with socialism for "a prosperous people, a strong nation, a democratic, just, and civilized society" must be taken as a common ground to implement democracy combined with discipline in gathering the strength of great national unity, promoting self-reliance, self-strength, and resilience of the people in the process of reform.

Secondly, continue to promote patriotic emulation campaigns and movements to successfully achieve socio-economic development goals, national defense and security, and people-to-people diplomacy, strengthening friendly relations with the people of the Lao ethnic groups. Focus on improving the quality of studying and following the moral example of Ho Chi Minh; the "All People Unite to Build a Culturally Rich Life in Residential Areas" campaign, linked with building new rural areas and civilized urban areas; the "Day for the Poor" campaign and the "Vietnamese People Prioritize Using Vietnamese Goods" campaign; coordinate and effectively implement the comprehensive review program of policies and regulations for those who have rendered meritorious services to the revolution; encourage people to legally enrich themselves, build culturally rich residential areas and culturally rich families, fight against crime and social evils, maintain environmental hygiene; and build self-governing communities in residential areas based on village regulations and conventions that are consistent with traditional values ​​and the law.

Thirdly, the Vietnam Fatherland Front and its member organizations need to focus on mobilizing and creating conditions for the people to promote democracy and participate in building a strong Party and government, especially in effectively implementing Resolution No. 4 (11th Party Congress) of the Central Committee on "Some urgent issues concerning Party building today" and the function of social supervision and criticism in accordance with Decision No. 217 and Decision No. 218 of the Politburo (11th Party Congress). They should effectively implement grassroots democracy regulations, practice thrift, fight against corruption and waste, participate in resolving complaints and denunciations, and mediate conflicts among the people. They should improve the quality of operation of the People's Inspection Committee and the Community Investment Monitoring Committee. They should innovate and improve the quality of voter outreach for National Assembly and People's Council representatives at all levels; fully gather and promptly reflect the legitimate and lawful recommendations of the people; and effectively fulfill their role as a bridge between the people and the Party committees and government.

Fourth, it is necessary to innovate the working methods, style, and approaches of those working in the Fatherland Front; prioritize the planning and training of cadres, improve the quality of training and professional development for cadres working in the Fatherland Front, especially at the grassroots level; strengthen and expand the network of collaborators, form advisory councils and advisory boards, widely gather scientists, experts, and reputable individuals, while improving the effectiveness of emulation and reward work, promptly summarizing, drawing lessons, and replicating best practices in all areas of work to effectively carry out tasks.
