(Baonghean.vn) - On the morning of June 19, the 30th Congress of Dien Chau District Party Committee, term 2015 - 2020 officially opened.
Attending the Congress were comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, comrades in the Standing Committee of the Provincial Party Committee, representatives of provincial departments, branches and sectors and some districts in the province.

The political report by comrade Chu The Huyen - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee stated: In the past 5 years, despite many difficulties and challenges, the district's socio-economic situation has achieved good results, 19/26 main targets of the Congress achieved and exceeded the set targets; average production value increased by 9.9%. Average growth in added value reached 8.3%. Average income per capita in 2015 reached about 30 million VND, 2 times higher than in 2010. The economic structure shifted towards increasing the proportion of construction industry and services. The proportion of agriculture decreased from 39.67% in 2010 to 29.37% in 2015, construction industry increased from 20.76% to 25.75%, services increased from 39.57% to 44.88%.

In particular, agricultural, forestry and fishery production has developed quite well; new rural construction has been effective. Industry and construction continue to develop quite well, infrastructure has received investment attention. Commercial services have developed rapidly, business methods have become increasingly diverse and modern; the commodity market is rich. The whole district has 1 commercial center, 8 supermarkets, 38 markets serving well the needs of exchanging and circulating goods.

From 2010 to now, Dien Chau has attracted 9 large projects invested by enterprises with a total registered capital of nearly 1,500 billion VND, and has implemented over 1,000 billion VND. The whole district has 475 non-state enterprises, more than 6,000 individual business households, contributing to economic transformation and development and creating jobs for 4,500 to 5,000 workers annually. Enterprises annually contribute an average of over 50 billion VND to the budget.

The cultural and social fields have made positive progress, and social issues have been addressed. Poverty reduction, policies to support the poor, and social security have been directed effectively. The poverty rate has decreased rapidly, and is expected to decrease to 2.5% by 2015, an average annual decrease of over 3%, exceeding the set target (target of 1% annual decrease). National defense and security have continued to be strengthened; social order and safety have been maintained.

Party building work has received comprehensive attention in all three aspects: politics, ideology and organization, associated with the implementation of Directive 03 of the Politburo on promoting the implementation of Studying and following the moral example of Ho Chi Minh, Resolution of the 11th Central Committee, Session 4 "Some urgent issues on Party building at present". During the term, 1,749 new party members were admitted. The effectiveness and efficiency of the People's Councils and People's Committees at all levels have been improved; the activities of the Fatherland Front and mass organizations have had many innovations, contributing positively to the implementation of local political tasks.

The growth rate and quality, the competitiveness of the economy are still low, the construction of socio-economic infrastructure has not kept up with the development requirements. Some issues in the fields of culture, society, resources and environment have not been thoroughly resolved. The leadership capacity and fighting strength of some grassroots Party organizations are still limited; the content and methods of leadership are slow to innovate. The congress focused on discussing and unifying the direction, goals, tasks and solutions of the district Party Committee in the 2015-2020 term. The general goal was identified as strengthening administrative reform, mobilizing all resources, exploiting potentials and strengths, improving the quality of human resources; comprehensive innovation, promoting democracy, maintaining discipline, strengthening solidarity, and building a strong political system. Striving to build Dien Chau to develop rapidly and sustainably, striving to achieve the status of a new rural district by 2020 and be in the top of the province's districts, the district Party Committee continuously achieved Strong.
