Promoting potential and advantages, enhancing comprehensive cooperation

(Baonghean) -After more than 10 years of cooperation between Ho Chi Minh City and Nghe An province, this is a very meaningful time for Nghe An in many aspects. That affectionate relationship is increasingly bearing fruit, contributing positively to the socio-economic development of Nghe An province; gradually successfully implementing Uncle Ho's will to make Nghe An one of the better provinces in the country.

In fact, over the past 10 years, the special affection that the leaders and people of Ho Chi Minh City have for Nghe An has contributed to arousing the enthusiasm of organizations and businesses to overcome the difficulties of geographical distance to carry out investment projects in production, business and support social security activities in Uncle Ho's hometown. On the side of Nghe An province, the government and people also create the most favorable conditions for investors from the city named after Uncle Ho, from site clearance, infrastructure preparation for industrial parks, support for labor training to preferential tax mechanisms and policies... Leaders of the two localities regularly monitor, meet, exchange, coordinate in directing, resolving difficulties and obstacles during the implementation of the cooperation program, creating motivation and confidence for businesses and investors of Ho Chi Minh City to invest in Nghe An province.

Promoting the advantages of each locality, over the past 10 years, the number of organizations and enterprises from Ho Chi Minh City coming to survey and invest in Nghe An has increased, creating an important investment capital flow for the socio-economic development of the province. Entrepreneurs and enterprises from Ho Chi Minh City have left many marks on the socio-economic development of Nghe An. Many projects and factories of enterprises from Ho Chi Minh City are operating effectively in Nghe An, originating from the policy of promoting development cooperation between the two localities. The proof is that there have been 45 investment, production and business projects of over 30 enterprises and investors from the city with a total registered capital of 15,351 billion VND; of which 41 projects have come into operation and are being invested in the province, with a total capital of 13,627 billion VND....

In addition, there are 17 projects with a total investment of 7,084 billion VND under implementation: BMC Trade Center and Luxury Apartments, Vinh Plaza Trade Center and Luxury Apartments; High-tech Industrial Production Complex; Parking Center in Vinh City... During that process, enterprises in Ho Chi Minh City have created jobs for more than 43,000 Nghe An workers, contributing thousands of billions of VND to the provincial budget. Immediately after the visit and work in Ho Chi Minh City by Nghe An provincial leaders in August 2013, many large investors such as Hoa Sen Group and Nguyen Kim came to survey and decided to invest in Nghe An. These are positive signs for the affectionate relationship between the city named after Uncle Ho and his hometown province.

The investment support of Ho Chi Minh City businessmen not only helps Nghe An change its appearance with projects, but also leaves the province with many thoughts on investment methods, human values, emotions... Contributing to that result, besides the strong direction of the leaders of the two localities, the Nghe Tinh Business Association in Ho Chi Minh City always plays the role of an important bridge. The association has gathered hundreds of successful businesses managed by Nghe An children; every year, the association has many activities towards the homeland by introducing other businesses, or directly investing in Nghe An. Many projects from Ho Chi Minh City implemented on Nghe An land are the hearts of children far from home towards their homeland.

In addition to development cooperation activities, social security support activities from the city named after Uncle Ho to Nghe An province have shown the deep affection, care and responsibility of the City Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and agencies, units and individuals of Ho Chi Minh City for the people of Nghe An province. Over the past 10 years, the amount of money and goods that Ho Chi Minh City has supported and sponsored social security for Nghe An province is more than 39.9 billion VND through many flood relief activities, giving gifts to poor children, disabled children, free medical examination and treatment and building schools and medical stations in extremely difficult areas... A typical example is the Hoang Tru Kindergarten - Kim Lien, Uncle Ho's hometown, which received funding support for construction.500 million VND in 2003, the headquarters of Hung Thong commune (Hung Nguyen), the hometown of the late General Secretary Le Hong Phong, was also completed and put into use. In 2008, the fund to build Truong Bon Historical Site was supported with the amount of 1.2 billion VND... The Nghe An Provincial Children's Fund has also received attention and support from agencies, organizations, individuals and units of Ho Chi Minh City for disabled and disadvantaged children to organize and implement a number of programs and action goals for children with a total support value of over 8 billion VND...

The 10-year summary of the Socio-Economic Development Cooperation Program between Ho Chi Minh City and Nghe An Province is an opportunity for leaders and relevant units of the two localities to review and evaluate the contents that have been implemented and the results achieved in the cooperation process in the past time, draw lessons, as well as propose new program and project contents for the next cooperation period. On this occasion, the two localities will also carry out a number of activities to mark the cooperation results between the two sides. Specifically: Organizing the installation of signs for 10 works commemorating the 10th anniversary of the Socio-Economic Development Cooperation Program between Ho Chi Minh City and Nghe An Province (2003 - 2013); Organizing the groundbreaking ceremony of the project to welcome the Cooperation Program for the period 2014 - 2020 between the two localities; Signing a tourism cooperation agreement between Nghe An and Ho Chi Minh City.

The leaders of the two localities agreed to continue signing a new phase of cooperation program, demonstrating the determination of the Party Committees and people of the two localities in coordinating for mutual development, further tightening the long-term cooperative relationship to successfully implement Resolution No. 16-NQ/TU dated August 10, 2012 of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2020 and Resolution No. 26-NQ/TU dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province to 2020. Strengthening information exchange, implementing specific cooperation contents between departments and branches of the two localities. Through that, continuing to attract large-scale projects, modern industry, especially in the field of processing industry, contributing to the economic restructuring of Nghe An province. In particular, focusing on the following main contents:

Firstly, in the field of investment: The two sides continue to pay attention and always create conditions for the implementation of programs and projects that have been and are being jointly implemented by sectors, organizations and enterprises of the two localities in the past time. The two sides cooperate and share experiences in improving the investment and business environment, mobilizing and promoting investment to attract resources to invest in socio-economic infrastructure projects. Ho Chi Minh City coordinates and helps Nghe An province promote investment, introducing to Ho Chi Minh City investors the potential, opportunities and list of projects calling for investment in Nghe An province.

Second, in the field of trade: In parallel with organizing and mobilizing, creating conditions for businesses with strengths in each field of the two localities to participate in fairs and exhibitions organized by the two localities; implementing the linkage of e-commerce trading floors to create conditions for investors and businesses to access information about the potential and key products of the two localities.

Third, on tourism development: The two sides actively promote, advertise, the potential, strengths and tourism images of each locality on mass media, on each side's electronic information portal; Nghe An province will coordinate well in Ho Chi Minh City directing member units to cooperate in building programs, connecting and diversifying tours to visit scenic spots, historical and cultural relics of Nghe An and neighboring areas.

Fourth, the two sides agreed to promote cooperation in the fields of education and health. Strengthen cooperation between universities and colleges in the two localities; especially in joint undergraduate and postgraduate training. Ho Chi Minh City supports Nghe An province in transferring techniques in surgery and high-tech treatment.

Fifth, the two sides cooperate and exchange experiences in the fields of hunger eradication, poverty reduction and social security. Ho Chi Minh City is interested in and calls on businesses and philanthropists to support Nghe An province in the field of social security, especially in difficult areas, remote areas, focusing on the following programs: Building suspension bridges, eliminating old ferry wharves; building and upgrading medical facilities in disadvantaged communes; helping poor communes; supporting the Fund for the Poor, overcoming the consequences of natural disasters...

In addition, the two sides will enhance cooperation in the fields of science, information technology, radio and television, expand connections with other localities, and attract foreign investment to reach new successes.

The results achieved in the past are the initial step, the foundation to continue to foster cooperation between the two localities on the principles of equality, voluntary spirit and initiative. Nghe An province and Ho Chi Minh City consider comprehensive development cooperation as a long-term strategic task, aiming to promote the advantages of the two localities, meet the trend of integration and development, for the prosperity of the homeland and the country.
