Promote potential and advantages, successfully achieve set goals

(Baonghean) - On the morning of July 4, in Hanoi, the Politburo had a working session with the Standing Committee of the Provincial Party Committee on summarizing 10 years of implementing Conclusion No. 20-KL/T.TW of the 9th Politburo on Nghe An. Comrade Nguyen Phu Trong - General Secretary of the Party Central Committee chaired the meeting. Also attending were President Truong Tan Sang; Prime Minister Nguyen Tan Dung; National Assembly Chairman Nguyen Sinh Hung; Standing member of the Secretariat Le Hong Anh; Politburo members; leaders of several central ministries and branches.

Working with the Politburo, on the provincial leadership side, there were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee; Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee; leaders of a number of relevant departments, branches and sectors.

Overview of the working session

On behalf of the provincial leaders, comrade Ho Duc Phoc reported on the summary of 10 years of Nghe An implementing Conclusion No. 20-KL/T.U of the Politburo (9th tenure) on Nghe An; directions and tasks for Nghe An province's development until 2020. Accordingly, after Conclusion No. 20-KL/T.U, Nghe An issued 3 resolutions, 2 conclusions and 25 programs and projects, and established a Steering Committee to organize implementation. As a result, the economy continued to grow well and shift in the right direction. The average GDP growth rate in the 5 years 2006-2010 reached 9.75%; the average growth rate in the period 2011-2012 was 8.8%; Average income per capita in 2012 reached 20.23 million VND, 4 times higher than in 2002. Annual budget revenue increased quite well, reaching 5,692 billion VND (in 2012), 3.62 times higher.

Sectors and fields continue to develop, including fast-growing sectors. In the field of agricultural production, food output has stabilized at over 1 million tons/year; high-tech agricultural production projects have been formed. Services have developed rapidly, diversely, and widely in all sectors and regions; some sectors have a higher growth rate than the set target; 6 sectors have become the economic center of the North Central region. Vinh City has been recognized as a class I urban area, a growth engine and solving important tasks of economic development of the province. The Western Nghe An region has formed large-scale concentrated raw material and livestock farming areas associated with the processing industry; the lives of people in the Western region have been improved. Infrastructure planning and construction have received investment attention. Mobilizing resources, attracting investment and developing enterprises have made strong changes; social security, job creation, hunger eradication and poverty reduction have many positive changes. The poverty rate in the province has decreased by an average of 3% per year, in 2012 the poverty rate was 15.61% (according to new criteria). The work of Party building and political system building has been constantly strengthened, the quality of cadres has been improved, mass mobilization work and activities of the Fatherland Front have seen many innovations.

However, economic growth and structural transformation are still slow and unsustainable; quality, efficiency and competitiveness are low and not commensurate with the potential and requirements of the province; some targets have not reached the set targets; investment attraction and business development results are not commensurate; some issues on socio-culture, administrative reform and anti-corruption have not met the requirements...

With the goal of striving to make Nghe An a fairly well-off province in the Northern region, by 2020 it will basically become an industrial province, building Nghe An into a center of the North Central region in a number of fields... Nghe An proposed to the Central Government a number of socio-economic development policies and mechanisms by 2020 such as including in the planning and construction of the High-Tech Park in Nghia Dan district; expanding Nghi Son Economic Zone including Hoang Mai and Dong Hoi Industrial Parks; adding the Southeast Economic Zone to the list of Key Economic Zones to focus on prioritizing investment; prioritizing the allocation of central budget capital and government bonds for key projects of the province that have been concluded by the Central Government; requesting the Politburo to issue a Resolution on socio-economic development of Nghe An...

In his concluding remarks at the meeting, General Secretary Nguyen Phu Trong commended and highly appreciated the efforts and determination of the Party Committee and people of all ethnic groups in Nghe An province after 10 years of implementing Conclusion 20-KL/T.U. The General Secretary emphasized that Nghe An is a large province with potential, many advantages, revolutionary traditions, abundant human resources... In 10 years of implementing Conclusion 20-KL/T.U, Nghe An has well implemented programs and projects and achieved many results in many fields. However, compared to the potential advantages, the above results are still very modest. Up to now, Nghe An is still a poor province, investment attraction is still limited, some fields are at risk of falling behind; the mentality of waiting and relying has not been overcome, some contents have not met the requirements.

Regarding the direction of tasks and solutions until 2020, the General Secretary noted that in order to achieve the goal of basically becoming an industrial province in a modern direction by 2020, becoming the Center of the North Central region in a number of fields, it is necessary to innovate in the direction of going up from internal strength, placing Nghe An's development in the common development of the region; attracting and promoting resources effectively; paying attention to religious security, paying attention to socio-economic development in the West... The recommendations and proposals of the province, the Government, and ministries and branches noted to support the province in the implementation process. The General Secretary agreed to issue the Resolution of the Politburo on Nghe An's socio-economic situation as a guideline.Directive to well implement the goal by 2020 Nghe An will become a fairly developed province in the North.

On behalf of the Provincial Party Committee, Provincial Party Secretary Ho Duc Phoc promised to unite with the Standing Committee, the Provincial Party Committee and the entire Party Committee to lead the people to effectively implement the direction and ideology of the Politburo's Resolution on the orientation of Nghe An's socio-economic development.

Previously, on July 1, in Hanoi, the Standing Committee of the Central Secretariat also had a working session with the Standing Committee of Nghe An Provincial Party Committee on the results of 10 years of implementing Conclusion 20 - KL/T.U in preparation for the working session with the Politburo.
