Reporter:During the past 600 years, the ethnic people of Quy Chau district have always accompanied the whole country in the struggle to build and defend the country. Can you briefly summarize those great and proud contributions?

Comrade Lang Van Chien: Over the past 600 years, the ethnic groups in Quy Chau have always accompanied the people of Nghe An and the people of the whole country and have made worthy contributions to the heroic struggle to build and defend the country of our people. A clear mark is that the ethnic groups in Quy Chau have made great contributions to the Lam Son uprising, contributing to liberating the country from the domination of the Ming invaders. Places on the land of Quy Chau today still mark the activities of the Lam Son insurgents such as Voi Cave (Chau Thuan), Bu Dang (Chau Nga)...

The ethnic people in Quy Chau wholeheartedly helped the insurgents by supporting, transporting food, leading the way, and participating in combat. In 1884, our country fell into the hands of the French colonialists. Responding to King Ham Nghi's Can Vuong Proclamation, the people of Quy Chau, under the leadership of Doc Thiet and Doc Hanh, rose up in revolt, causing many losses to the enemy. In the two sacred resistance wars of the nation, the ethnic people of Quy Chau enthusiastically participated in the resistance war against the French colonialists and American imperialists, contributing to the overall victory of the nation. In the two resistance wars against the French colonialists and American imperialists, Quy Chau had nearly 4,454 people who contributed to the revolution, including: 270 martyrs; 180 wounded and sick soldiers; 01 collective was awarded the title of Hero of the People's Armed Forces; 12 mothers were awarded and posthumously awarded the title of Heroic Vietnamese Mother, hundreds of officers and soldiers of the district's armed forces were awarded noble medals and orders by the Party and State.

On April 19, 1963, the Government issued Decision No. 52/CP dividing Quy Chau into 3 districts: Quy Chau, Que Phong and Quy Hop. Quy Chau entered a new page, from here Quy Chau existed and developed as a new administrative unit.

Reporter: Continuing that proud tradition, in the work of building and protecting the homeland and country, the Party Committee, government and people of Quy Chau have constantly strived and achieved many achievements in all aspects, most recently in the 2010 - 2015 term. Could you please tell us more specifically?

Comrade Lang Van Chien: With the investment attention of the Government, the leadership and direction of the Provincial Party Committee, the Provincial People's Committee and the support of all levels of sectors, the solidarity and consensus of cadres and people, Quy Chau has had a strong breakthrough in socio-economic development, ensuring national defense and security... The average economic growth rate reached 9.5%. The average income per capita reached 19.2 million VND/year; The economic structure shifted in a positive direction; Budget revenue reached 133.7% of the congress target.

Specifically, the agricultural economy has shifted towards gradually reducing the proportion of crop cultivation and increasing the proportion of livestock and aquaculture. A number of concentrated production areas have been formed such as: high-quality rice in Chau Tien, Chau Binh 900 hectares; raw acacia trees in Chau Binh, Chau Hoi over 5,000 hectares; sugarcane in Chau Binh, Chau Hoi, Chau Hanh 1,246 hectares and raw aromatic trees in the Town, Chau Hanh... Forestry has had a fairly good growth, newly planted concentrated forests and planted forests after exploitation over 5,325 hectares, the period 2011 - 2015 reached 6,725 hectares, increasing forest cover to 78%.

Industry, handicrafts and construction continued to grow. Some handicrafts and industrial products increased sharply such as: incense, brocade weaving, forest product processing, hydroelectric output reached about 90 million kWh; some other products such as: construction stone, sand, gravel and bricks were produced and developed stably. Infrastructure system continued to be focused on investment and construction, capital mobilization was directed with attention and achieved positive results, contributing to economic and social development, the face of urban and rural areas was increasingly renewed. Trade and services grew quite well. The production value of trade and services reached 521.47 billion VND. The movement to build new rural areas was actively responded by the people. Of the total budget for building new rural areas in the past term, it reached 566,584.6 million VND, of which the people contributed 20,832.6 million VND. Up to now, 1 commune has met 16 criteria, 1 commune has met 15 criteria, 3 communes have met from 11 to 13 criteria...

Culture and society have made much progress. The quality of education and training has been improved. Attention has been paid to medical examination, treatment, and health care for the people. Employment, hunger eradication, poverty reduction, policies for people with meritorious services, and social security policies have been well implemented. National defense and security have been ensured. The fight against social evils and crimes has been strengthened, political security and social order and safety have been ensured. The work of building the Party and the political system has been focused on and achieved many good results. The quality of grassroots party organizations has been improved, the political system has been strengthened; training, fostering, planning, and standardization of cadres have been well implemented.

Reporter: Dear comrade, to achieve the above results, the leadership role of Party committees at all levels in the area is very important. Could you tell us about the highlights of Party building work in the past term?

Comrade Lang Van ChienDuring the past term, the district has focused on doing well the work of political and ideological education, improving the qualities and revolutionary ethics of cadres and party members; building clean and strong grassroots party organizations, taking care to consolidate weak party bases, strengthening inspection and supervision work; promoting collective strength, while promoting individual responsibility, especially the heads of party committees, authorities, agencies and units. Along with that, party committees at all levels have seriously implemented Directive 03-CT/TW, dated May 14, 2011 of the Politburo on "Continuing to promote studying and following the moral example of Ho Chi Minh" associated with the implementation of Resolution 4 of the Central Committee (11th term) on "Some urgent issues on Party building at present", creating positive changes in the awareness and actions of cadres and party members, especially leaders at all levels. There are many practical and effective movements, models and examples of studying and following Uncle Ho in various fields; proactively building work plans and programs, specifying implementation suitable for each Party Committee, Party cell, agency and unit.

Reporter: To help Quy Chau soon escape from poverty by 2020 is the goal set by the District Party Congress for the 2015-2020 term. So what are the development directions and solutions, comrade?

Comrade Lang Van Chien: With the goal of improving the leadership capacity and fighting strength of the Party Committee, promoting the strength of great national unity, mobilizing and effectively using resources, developing rapidly and sustainably, to help Quy Chau district escape poverty by 2020, Quy Chau clearly defines the development orientation as taking advantage of external resources, mobilizing all resources for investment and development; promoting economic restructuring towards developing agriculture, forestry; small-scale industry; services, contributing to rapid and sustainable development; promoting the implementation of the National Target Program on new rural construction; preserving and promoting the identity of traditional national cultural values; firmly ensuring national defense, security and social order and safety; doing a good job of Party building, continuing to consolidate and improve the quality of cadres; building the Party Committee, government, Fatherland Front and people's organizations increasingly strong. Accordingly, the development solution of Quy Chau is: Promoting internal strength combined with maximizing the exploitation of external resources. Promoting the application of scientific and technological advances in production and business; handling well the relationships in development: Economic development combined with environmental protection; economic development combined with taking care of social issues; socio-economic development combined with ensuring social stability, maintaining national defense and security.
