(Baonghean) - During the past term (2010-2015), Nghe An Inspectorate continued to advise and effectively implement state management work on citizen reception, complaint and denunciation settlement; promptly and legally resolve assigned complaints and denunciation cases, contributing to maintaining political security and stability, creating favorable conditions for the Party Committee and people of the province to focus on socio-economic development, successfully implementing the Resolutions of the 17th Provincial Party Congress (term 2010-2015).

The collective leadership and civil servants of Nghe An Provincial Inspectorate determined: We must uphold and promote the tradition of the Labor Hero unit in any circumstances, with the motto of cultivating morality, training talent, overcoming difficulties, being dedicated, honest, and objective to complete the task well.

Nghe An Inspectorate has implemented with quality and effectiveness the inspections according to the approved plan and the large-scale inspections, surprise inspections assigned by the Government Inspectorate, Provincial Party Committee, Provincial People's Committee. During the past term, the entire Nghe An Inspectorate implemented 1,189 administrative inspections, 25,035 specialized inspections and examinations, and 579 inspections of the responsibilities of heads associated with the inspection of the performance of duties and public services of civil servants at 84,862 individuals and organizations.

Through administrative inspection, 2,347 units with violations were discovered with a total proposed amount of 228.2 billion VND (206.7 billion VND has been handled, reaching 90.6%, exceeding 20.6% compared to the target set by the Party Congress, 22% higher than the previous term); proposed to handle 7.03 hectares of land; proposed to handle 308 collectives and 551 individuals with violations; proposed to amend 16 inappropriate mechanisms and policies of the Provincial People's Committee. Through the inspection of responsibilities associated with the inspection of public services, recommendations were made to review and draw lessons for 273 organizations and 907 individuals with violations. Through specialized inspection, 23,747 decisions on administrative sanctions were issued against 29,661 organizations and individuals with violations with a total fine of 75.57 billion VND; The penalty result is 100%.

The Provincial Inspectorate also advised state administrative agencies at all levels in the province to receive 34,199 citizens coming to make complaints, denunciations, recommendations and reflections; received 40,074 petitions of all kinds; advised competent authorities to resolve 2,514/2,585 cases, reaching 97.3% (exceeding 1.3% compared to the set target, 5.2% higher than the previous term).

Linking inspection work, handling complaints and denunciations with the effective implementation of anti-corruption tasks through many specific measures, such as: actively advising competent authorities to implement phase 2 (2012 - 2016) of the National Strategy on Anti-Corruption to 2020, strengthening inspection, urging, and directing the implementation of inspection conclusions and handling decisions that have come into legal effect; continuing to urge the recovery of discovered budget losses. During the past term, the whole province urged the recovery of an additional 17.6 billion VND to the State budget.

The highlight is that the Provincial Inspectorate has continued to innovate in leadership, direction, and implementation of tasks to improve quality, efficiency, and shorten work processing time. It has developed and implemented the "assignment of tasks" regulation in assigning tasks and managing cadres and civil servants, thereby limiting the situation of slow progress in performing tasks, while improving the quality and efficiency of implementation; promoting and improving the efficiency of management and operation through the M-office electronic office and the official mailbox system, electronic information portal; in administrative inspection, it has shifted from conducting individual inspections to thematic and large-scale inspections.

During the term, the sector has compiled and advised the Provincial People's Committee to direct and rectify state management work in 9 inspected areas and the Provincial People's Committee has issued documents directing implementation. For the Provincial Inspectorate, in order to increase the rate of recovery of violations during the inspection process, the Party Committee and leaders of the Provincial Inspectorate have agreed to include specific targets in the Resolution of the Party Congress and the annual Conference of civil servants, and at the same time, build an incentive mechanism by including a percentage of rewards on the total recovery during the inspection process to encourage the delegations; combine well the inspection work according to plan and the task of handling complaints and denunciations when assigned by the Provincial People's Committee.

Implement the inspection of responsibilities of leaders at all levels and sectors in implementing legal regulations with the inspection of public service performance and tasks of officials and civil servants; shorten the time to perform tasks and public services; limit the occurrence of negativity as well as complaints, denunciations, recommendations and reflections.

In handling complaints and denunciations, the direction has been systematically shifted to each locality to resolve cases more synchronously and effectively. In the work of training staff, the sector has paid attention to sending cadres and civil servants for training, fostering and assigning work to young cadres for training and fostering; paid attention to training, including in planning and appointing female cadres; proposed and advised competent authorities to transfer cadres in the planning to the grassroots for training; continued to select and attract capable, ethical and dedicated people to supplement and replace retired cadres so as not to increase the payroll, but the work results are still completed with high quality and efficiency...

Promoting the achievements, in the coming time, Nghe An Inspectorate determines the key task is to continue to advise and direct the implementation of legal regulations on inspection, citizen reception and complaint and denunciation settlement, anti-corruption; strengthen inspection, review, guidance, and urging all levels and sectors in receiving citizens and settling complaints and denunciations right at the grassroots level, minimizing petitions and complaints from citizens to the province and the Central Government; develop inspection plans that are close to the local socio-economic situation and in accordance with the direction of the Government Inspectorate.

Implementing large-scale thematic inspections and surprise inspections with quality; strengthening inspection and urging the implementation of conclusions and recommendations for handling after inspections to thoroughly recover State money and assets that have been misappropriated or lost; strictly handling violations discovered through inspections and examinations. Continuing to advise competent authorities to develop plans to effectively implement anti-corruption solutions; coordinating well with units such as the Police, the Procuracy, and the Court in detecting and transferring cases with signs of corruption discovered through inspections, and handling complaints and denunciations.

With increasing responsibility, each cadre, civil servant and inspector in the Nghe An Inspectorate sector needs to continuously study, improve professional qualifications, strive to overcome all difficulties and challenges, unite and strive to excellently complete all assigned tasks to be worthy of the noble title "Hero of Labor in the renovation period" awarded by the Party and State, contributing to stabilizing the political security situation, social order and safety; continue to successfully implement the targets set by the Provincial Party Congress for the 2015 - 2020 term.
