Promoting the role of party committees at all levels in the cause of great national unity

(Baonghean) - In the viewpoints of Marxism-Leninism and Ho Chi Minh's thought, the role of the people in deciding history is affirmed. The source of strength of the Party and State comes from the people and is by the people.

The Vietnamese revolutionary practice has affirmed that the front plays a very important role in gathering and building the great national unity bloc under the leadership of the Party to successfully carry out the cause of building and defending the Fatherland for the goal of a rich people, a strong country, democracy, fairness and civilization.

Since its establishment, regardless of any historical period, the Party committees at all levels in the province have always cared for consolidating and developing the great national unity bloc. The Fatherland Front at all levels has made many innovations in content and methods of operation to strengthen coordination and unity of action, diversify forms of mobilization to gather union members, association members and the masses, launch campaigns and patriotic emulation movements with specific and practical content, gather prominent figures, intellectuals, religious dignitaries, and prestigious people in ethnic minorities to respond to the campaign "All people unite to build a cultural life in residential areas" associated with building new rural areas and civilized urban areas; participate in hunger eradication and poverty reduction, relief work and ensure social security, fight against crime, social evils, maintain security and order.

Infrastructure is gradually modernized; people's material and spiritual life is improved; the poverty rate is reduced, cultural residential areas and cultural families are increasing rapidly; urban and rural areas are peaceful and increasingly renewed.

Guidance and inspection work has been strengthened, emulation and rewards have been well implemented; especially the coordination work within the Front system with the government and relevant agencies has been effective, such as organizing meetings with voters, reconciling conflicts among the people; coordinating to resolve complaints and petitions of the people; the tasks of supervision and social criticism have been recognized by the people in the localities. The activities of the People's Inspection Committee, the Community Investment Supervision Committee, and the resolution of complex issues in the area have been strengthened. Together with the people's foreign affairs activities of the Fatherland Front and its member organizations, they have contributed to expanding solidarity, friendship and cooperation, and attracting investment. Through these activities, they have actively contributed to participating in Party building and building a clean and strong government. The Fatherland Front has promoted foreign affairs with other countries, especially the Lao People's Democratic Republic.

This year's 85th anniversary of the founding of the Vietnam Fatherland Front is an opportunity for Party committees at all levels to evaluate and recognize the great role of the Front's work, as well as the existing limitations in implementing the viewpoints and policies on great national unity. From there, mobilizing the solidarity strength of all classes of people to successfully implement Resolution No. 26-NQ/TW of the Politburo and the Resolution of the 18th Provincial Party Congress, term 2015 - 2020, requires Party committees at all levels to strengthen the implementation of the following solutions for the Front's work and the cause of great national unity.

First of all, continue to thoroughly grasp Ho Chi Minh's thought, the Party's guidelines and policies on great national unity and the key tasks stipulated in the Law on the Vietnam Fatherland Front, associated with the effective implementation of the Resolution of the 7th Central Conference (11th tenure) on strengthening and innovating the Party's leadership over mass mobilization work in the new situation and Conclusion No. 62-KL/TW of the Politburo on continuing to innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations.

Focus on leading the Fatherland Front and its member organizations to strengthen mobilization, rally union members, association members and people of all walks of life, promote patriotic emulation campaigns and movements towards the grassroots; coordinate to resolve pressing issues in each locality to strengthen solidarity, care for and protect the legitimate and legal interests of people of all walks of life.

Second, government leaders at all levels develop regulations for coordinating activities with the Fatherland Front in various fields. Ensure the function of social supervision and criticism in the spirit of Decision 217 of the Politburo on regulations for social supervision and criticism of the Fatherland Front and socio-political organizations; Decision 218 on the participation of the Fatherland Front and socio-political organizations and the people in giving opinions on Party and government building is promoted.

Strengthen the supervisory role and closely coordinate with the Front to regularly dialogue, listen, and promptly grasp the thoughts, feelings, and aspirations of the people; proactively advise and propose mechanisms and policies suitable to reality, and resolve issues that the people expect.

Third, take care to build a truly strong organization and cadre team of the Front, capable of gathering, having enough prestige, capacity to mobilize the masses and cadres with professional qualifications to perform well the assigned functions and tasks. Build a cadre team with a strong ideological stance and fortitude; with clear ethics, knowledge, and a firm grasp of the Party's policies and guidelines, the State's laws, and the political tasks of the Party Committee.

Be able to concretize policies into a unified action program to propagate and mobilize people to implement. Regularly train Front cadres in the style of mass mobilization work and have a sincere attitude, close to the people, understand the people, listen to people's opinions, be close to the grassroots and not afraid of shortcomings, be open-minded and responsible to the people, need to focus on leadership to strengthen unity and national solidarity, build a rich and strong country.

Fourth, periodically inspect and supervise the activities of the Fatherland Front. The inspection and supervision of the Party Committee must help the Front see the advantages and disadvantages in performing its functions and tasks according to regulations. At the same time, attach importance to inspecting and supervising the implementation of the Party and State's guidelines, policies and strategies for the Front; create conditions and help the Fatherland Front organization to affirm itself as the political base of the people's government, where the will and aspirations are expressed, the people's mastery is promoted, and the great national unity bloc is gathered.

In order to further promote the achievements and the tradition of great solidarity over the past 85 years of the Vietnam National United Front, the inevitable requirement for the Party committees at all levels in Nghe An province is to perform well their roles as both members and the core leaders of the Front and the Fatherland Front, thereby helping the Fatherland Front to rise up and fulfill its glorious mission in the new period, gathering great solidarity for the rapid and sustainable development of the province, successfully implementing President Ho Chi Minh's advice: "Solidarity, solidarity, great solidarity; success, success, great success".
