Promoting the role of propaganda work in the new situation

However, to make propaganda work more effective, it is necessary to pay attention to building and consolidating the team of reporters and propagandists at all levels, ensuring sufficient quantity and quality; especially having skills, the ability to synthesize thinking, highly convincing communication methods, etc.

However, to make propaganda work more effective, it is necessary to pay attention to building and consolidating the team of reporters and propagandists at all levels, ensuring sufficient quantity and quality; especially having skills, the ability to synthesize thinking, highly convincing communication methods, etc.
Deeply aware of the position, role and importance of propaganda work, the staff of the Propaganda Department has constantly strived to become the vanguard force of the Party Committee, ensuring the quick, accurate and unified communication of important and urgent issues to Party members and the masses. That helps cadres, Party members and the masses to directly hear the voices of the Party and State's leadership agencies, and to directly ask and answer questions that many people are concerned about. This contributes to strengthening the relationship between the Party and the masses, partly overcoming the bureaucratic and commandist problems, and distancing from the masses. The staff of the Propaganda Department and reporters also contribute to improving the quality of political activities of Party organizations and unions.

Nghe An Provincial Party Committee has 28 subordinate Party Committees (21 district, city, town Party Committees, 5 upper-level Party Committees, 2 grassroots Party Committees), with 1,572 grassroots Party organizations; the number of Party members is over 174,000; 98.4% of hamlets and villages have Party cells, 99% of hamlets and villages have Party members; on average, 5,500 new Party members are admitted annually. Currently, the whole province has 21/21 district, city, town Party Committees with grassroots Propaganda Departments and grassroots reporters; there are 482 communes, wards, and towns with grassroots Propaganda Departments and grassroots reporters. The total number of grassroots Propaganda Departments is currently 2,959 comrades. Of which, 310 are full-time Propaganda Department staff, 2,649 are part-time Propaganda Department staff.
In recent times, the Propaganda Department and grassroots reporters in the province have had many active activities, proactively advising the Party Committee to effectively implement, thoroughly grasp, concretize and organize the implementation of the Party's guidelines and resolutions, the State's laws and policies, especially effectively implementing the propaganda to celebrate national and local holidays and political events; promptly grasp the ideological developments of Party members and cadres and people of all walks of life, to advise on orientations and propose specific and practical directions for ideological work in the locality. The team of grassroots reporters has been consolidated, improved and developed in both quantity and quality, meeting the requirements and tasks of ideological work in the new situation, contributing to strengthening the bond between the Party and the people, ideological unity within the Party, consensus in society, etc.
However, in addition to the achieved results, propaganda work at the grassroots level still has many limitations and shortcomings. Some places have not yet developed operating regulations; some places have developed them but the content is still general. Propaganda specialists and grassroots reporters often change, leading to a gap in professional expertise, affecting the effectiveness of operations. Some grassroots specialists, due to lack of professional training, still face many difficulties in performing their tasks. Some reporters are dominated by professional work, so they have not yet promoted their role well; they have little investment in research and updating information, rarely participate in activities, and the persuasiveness in propaganda is not high... Meanwhile, working facilities and conditions are still difficult, and operating costs are limited. On the other hand, the regime and policies for specialized positions are too low compared to reality, the regulations require specialized propaganda officers to have relatively high qualifications and capacity (compared to the grassroots level), so the selection and appointment of officers to this position is difficult. Some communes, wards and towns do not establish reporters and propagandists at their level to operate, or in some places, although they have established them, their activities are still weak, not fully promoting the capacity and ability of each reporter.
To promote the role of propaganda work, grassroots reporters need to continue to perform well the following main tasks in the coming time:
Firstly, focus on doing a good job of propagating the Party's guidelines and policies, the State's policies and laws to cadres, party members and the people; Party committees and authorities at all levels continue to pay more attention to propaganda work; create favorable conditions and environments for the Propaganda sector to proactively and creatively perform its tasks.
Second, we must continue to innovate more strongly the content and methods of operation of the Propaganda sector, paying attention to both breadth and depth. Innovate the content in the direction of further enhancing the combativeness, persuasiveness and effectiveness of the work. Select topics with focus and key points to raise political theory awareness and "inspire" cadres, party members and the masses.
Third, pay attention to consolidating and building the propaganda staff to have a strong enough force to meet new requirements and tasks. It is necessary to attach importance to training and fostering a team of cadres with strong political will, pure moral qualities, lifestyle, good professional skills, regularly practice to improve their capacity to advise, guide implementation and especially the capacity to mobilize, persuade and set an example to the people.
Fourth, strengthen oral propaganda work according to the motto of focusing on the grassroots, implementing multi-dimensional information, actively dialogue, and answering pressing issues arising from life. Continue to consolidate and improve the team of reporters and propagandists at all levels, ensuring a reasonable structure and quantity for each industry, field, and locality. Regularly pay attention to organizing training and coaching on oral propaganda skills for the team of reporters. Focus on building a team of grassroots reporters and propagandists; select people with political courage, capacity, enthusiasm, dedication, and prestige.
Fifth, it is necessary to build a closer and more effective working relationship between the Propaganda Department and the sectors and levels in the working process. Based on the functions and tasks prescribed by each agency and unit, the Propaganda Department shall preside over and coordinate to clearly define the responsibilities of each sector, unit and organization to be proactive in advising and implementing.
Sixth, take care of building facilities, strengthening equipment to serve the activities of the Propaganda Departments. Improve the quality of training and fostering of propaganda cadres and reporters; pay full attention to the activities of propaganda at district, commune, sector and people's organizations; focus on the quality of political training centers at district level; ensure full and timely regimes and policies for cadres and employees in the sector.
