Promoting the 'nuclear' role in merging blocks and hamlets in Nghe An
(Baonghean) - The arrangement and merger of 3,398 blocks, hamlets and villages in the province is being implemented by localities throughout the province. Facing many pressures after the merger, the block and hamlet Party cells continue to promote their role, solidarity and maintain the "core" movement at the grassroots level.
The pressures
Cau Giat Town is the first locality in Quynh Luu District to merge blocks and hamlets according to Resolution 08 of the Provincial People's Council and in the spirit of Resolution 6 of the Central Committee (term XII). With the project, blocks 11 and 12 of the town merged and took the new name of block 11, with 366 households and 58 party members, a fairly large area, and different population composition.

Before the merger and establishment of the new Party cell, the Cau Giat Town Party Committee went to the Party cell block 11 and the Party cell block 12 to listen to the proposals and wishes of the incumbent cadres, and proposed to nominate people to hold new positions after the merger; at the same time, it directed the mass organizations to carry out the parallel consultation procedures to appoint the head of the Front's working committee and the temporary heads of the mass organizations. The proposed plan was to take personnel from the two old Party cells into the apparatus of the new Party cell, and discuss between the two Party cell secretaries to choose one. As a result, the Party cell block 12 secretary and all the incumbent mass organization heads of block 12... asked to withdraw.
“The Party cell secretaries and union cadres in the block were originally retired cadres, and were mobilized to work part-time in the hamlet block. With a large amount of work after the merger, a large area of the block, and a large population, leading and implementing tasks in the block encountered many difficulties, and low allowances did not ensure the implementation of tasks. Obviously, there will be great pressure on part-time cadres.”

The town Party Committee met individually with each member of the Party cell and the heads of the mass organizations of block 12, listened to their thoughts and did ideological work. The conference to announce the decision to merge the two Party cells, with the new name of Block 11 Party Cell, took place with high consensus on the arrangement: the Party cell and the Party cell both had personnel from the two blocks, the Secretary of the old Block 11 Party Cell took on the position of Secretary of the new Block 11 Party Cell and the Secretary of the old Block 12 Party Cell took on the role of Head of the Front Work Committee; announced the decisions to dissolve the old Party cell and mass organizations, establish new Party cells and mass organizations; decided to dismiss the positions of Party cell secretary, block leader, head of the Front Work Committee, head of the branches and mass organizations, and appointed temporary positions. Comrade Tang Van Que - who was appointed as the Secretary of the new Block 11 Party Cell shared: "After the merger, the new Party Cell has 58 Party members, of which 20 Party members from the old Block 12 Party Cell are all retired cadres. This is considered an advantage of the new Party Cell in improving the quality of activities, making resolutions, and directing leadership and management."
In Hung Nguyen district, the conference to announce the establishment of new Party cells of Hung Thong commune took place in the last days of September in an exciting atmosphere, receiving high consensus. From 11 rural Party cells, after the merger, Hung Thong commune Party Committee has 4 new rural Party cells, with the names: Hong Ha Party Cell, Hong Linh Party Cell, Hong Thai Party Cell, Hong Phong Party Cell.

Pursuant to Instruction 25 of Hung Nguyen District Party Committee dated August 22, 2019 on organization and cadre work in merged hamlets and blocks, to suit local realities, Hung Thong Commune Party Committee decided to propose a plan to arrange personnel in the new Party Committee according to the plan of taking personnel from 3 old hamlets to divide the area, so that cadres can cover and grasp the area. Accordingly, in the new provisional Party Committee, the old Party Secretaries take turns holding the roles of Party Secretary, Deputy Party Secretary, and Head of the Front Work Committee.

Comrade Phan Duc Hung - who was appointed to hold the position of Secretary of the new Hong Ha Party Cell shared that, in the immediate future, there will be some confusion, bewilderment and anxiety in operating the new Party Cell. "After the merger, there will be new and old staff. They are all familiar people, but have never worked together before, so it is certain that they will not be able to operate smoothly at first," Comrade Hung confided.
Previously, there were an average of 22-25 party members per cell, but now after the merger, the Hong Ha cell has over 80 party members, of which the majority are elderly party members, so the methods and hours of activities also need to be recalculated. Comrade Phan Duc Hung shared more: "Each cell has its own way of organizing activities, now after the merger, we have to understand the characteristics of each cell to find common points, creating convenience in leadership and direction. Options such as group activities will also be taken into account."

Implementing Resolution No. 08/NQ-HDND dated July 12, 2019 of the Provincial People's Council on merging and renaming hamlets, blocks, and villages in wards and towns in districts and towns in the province, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested localities to direct the People's Committees at the commune level to complete the organization and personnel of hamlets; in which, appoint a temporary hamlet executive committee to run the activities. In the process of selecting personnel, it is necessary to pay attention to the harmonious arrangement of personnel between hamlets after the merger, ensuring that each hamlet has a representative to take on one of the three positions: secretary, hamlet chief and head of the Front's working committee.
Promote the role of party members
The work of Party cell personnel in the block and hamlet is being focused on by localities, carefully prepared with a spirit of democracy and high consensus, while ensuring smooth implementation at the grassroots level.
Comrade Le Xuan Ty - Secretary of Block 9 Party Cell (Hong Son Ward, Vinh City) shared that, implementing the approved project, Block 9 will merge with Block 8 and take the new name Hoang Dieu. Recently, the preparation steps for the establishment of the new block have been carefully carried out by the Party cells of the two blocks, and the people also highly agreed at the meetings.

Up to now, to complete the policy of merging the new bloc, the work of personnel of the bloc is considered a very important step. The Party cell has discussed and selected personnel to introduce to join the new bloc, and is continuing to wait for opinions, directions and instructions from the Party Committee of Hong Son Ward. The core is how to select personnel to take on positions in the new bloc according to current requirements, gain the trust and high consensus of Party members and people, maintain and promote the role of "nucleus" at the grassroots level.
After 5 years as the block leader and more than 24 years as the Party cell secretary of block 9, comrade Le Xuan Ty has now resigned from this position, because he is old and no longer healthy enough to undertake the job. At the same time, comrade Ty also wants to let young people replace him, who have enough responsibility, ability to do well, and meet the orientation of the block cadre work as the Party cell secretary and head of the Front work committee.
Comrade Ty expressed that although he is not a key cadre of the new bloc, he will always support and actively participate in assigned activities of associations and unions, helping the new apparatus complete tasks at the grassroots level.

When talking about the support regime for the activities of block and hamlet cadres, the Party cell secretaries all confided that, as Party members, the awareness and responsibility in the local general movement that the team of village cadres always have is enthusiasm, working with a spirit of selflessness, effort and responsibility in assigned tasks.
Comrade Hoang Ngoc Cu - Secretary of the Party Committee of Hong Son Ward shared that the reduction of allowances has had a significant impact, the thinking of some cadres of the block and hamlet has wavered, the work has been somewhat neglected, leading to the grassroots movement lacking excitement and operating at a standstill. With a shared viewpoint, the Party Committee of the ward has increased the number of cadres going to the grassroots level to support the work, because it is undeniable that the team of cadres of the block is an extended arm at the grassroots level.
