The causes and conditions for this crime to operate are that the work of propaganda, dissemination of laws, and mobilization of people to participate in denouncing and fighting against crimes is not comprehensive and drastic; due to the negative impact of the negative side of the market economy; the lavish lifestyle, love of enjoyment, and laziness of a part of the population, especially the youth.
Speaking at the conference, Ms. Pham Thi Hai Chuyen - President of the Central Committee of the Vietnam Association of the Elderly emphasized the role of the elderly in ensuring political security, social order and safety, and preventing social evils.
