Promoting the vanguard role of youth

(Baonghean) - With a large force, accounting for nearly 1/3 of the province's population, Nghe An youth are nurtured and matured in the revolutionary tradition of their homeland, converging the good qualities of Nghe An people. In each historical period, Nghe An youth have always shown themselves to be the core force, taking the lead when the Fatherland and homeland need it. At present, when the whole province is making great efforts to effectively implement Resolution 26 - NQ/TU, the pioneering role of youth is even more required to carry out the task of socio-economic development, completing the goals set out in the Resolution.

“Wherever the Party needs youth, there are youth; wherever there is difficulty, there are youth,” Uncle Ho’s advice in a letter to union members and youth at the Thanh Hoa - Nghe An Railway Construction Site on May 1, 1963, affirmed the extremely important role of the youth force in the cause of the Party and the country in historical periods. Responding to Uncle Ho’s teachings, generations of Vietnamese youth in the Ho Chi Minh era did not hesitate to sacrifice their blood and youth, ready to join the army to fight against the invaders, to gain independence and freedom for the nation. Millions of young people volunteered to go to remote and disadvantaged areas, mastering science and technology with the strength, intelligence and enthusiasm of youth, becoming the main force in the period of national construction and development.

For the youth of Nghe An, being raised in a homeland with a heroic cultural and revolutionary tradition, therefore, in each period of the country, of the homeland, the spirit and good qualities of the youth are more clearly demonstrated. The heroic examples in combat that terrified the enemy such as Cu Chinh Lan, Le Thi Bach Cat,... The heroic examples of Youth Volunteers "Living clinging to the bridge, clinging to the road, dying steadfastly and bravely" of Truong Bon, Dong Loc T-junction and many red addresses on the fierce roads of the Central region have become indomitable victory monuments for generations of young people to follow. After the war ended, in the early period of building the country, the Youth Volunteers - again pioneered in opening up difficult lands.

The slashes of the spear and the machete slashes on the difficult land of the West are the will and determination of the youth, the affirmation and contribution to thickening the glorious tradition of Vietnamese youth. Currently, the youth force in the new conditions has demonstrated its pioneering role in fulfilling all assigned tasks, worthy of being the Party's reliable reserve force. Many youth movements have created far-reaching effects, with profound social significance, further contributing to affirming the position and role of youth in carrying out the task of socio-economic development of the province. Notably, these are volunteer movements for community life, for social security; the movement "Nghe An Youth towards the West"; the campaign "Border and island affection"; activities to build boarding houses for students in border areas; Activities of examining and providing free medicine for policy beneficiaries, people in difficult circumstances, students, and poor children in remote areas by young doctors clubs; activities to help people overcome the consequences of natural disasters; fighting against crime, protecting borders by young people of the armed forces... have created many good impressions and images of youth in social life.

The role of youth in applying scientific and technological advances, participating in economic development, building infrastructure, contributing to socio-economic development, and strengthening national security and defense is also clearly demonstrated. In the movement of studying, training, and scientific research, many examples of overcoming difficulties in studying have emerged, making Nghe An famous. Accordingly, thousands of youth projects and tasks have been effectively promoted, actively contributing to helping localities and grassroots units fulfill their assigned political tasks.

However, besides the achieved results affirming the role and position of the youth, there is still a part of the youth who lack ideals, ambitions, moral degradation, and are indifferent to social issues; youth law violations and social evils are complicated; the fight against social evils and ensuring traffic safety and order have not achieved the desired results. The initiative in economic development, application of scientific and technological advances in production and business is still limited, the idea of ​​striving to establish oneself, start a business, and get rich legitimately has not been strongly aroused. The issue of coordination and organization to solve employment for the youth is still difficult and confusing. The quality of grassroots union organizations in some localities and units is weak, especially in rural, mountainous, religious areas, non-state enterprises... has not attracted and gathered a large number of young union members to participate...

Currently, the youth force in the province in the current age group is nearly 1 million people, accounting for about 27% of the population and 47% of the province's labor force. With a large number, good health and knowledge, with full strengths to pioneer in receiving and applying new scientific and technological advances, it is clear that this is an extremely important force in the cause of industrialization and modernization, leading the way in building a knowledge-based economy. How to arouse the spirit of shock and enthusiasm of young people in carrying out political tasks, developing the province's economy and society, so that each youth union member is a shining example of "living, working and studying according to Uncle Ho's example"? That is an important task not only for the Youth Union at all levels, but also for the entire Party Committee, the entire political system and the entire society.

In particular, in the current period, besides the challenges, Nghe An in particular and the whole country in general have many favorable conditions and great opportunities for the youth to develop comprehensively. A number of major programs and projects on industry, agriculture, culture and society have been implemented; the education system has been invested in and upgraded to create favorable conditions for young people to study and improve their knowledge. The Party, the State and the whole society pay much attention to the youth. The Resolution of the 17th Provincial Party Congress clearly stated: Continue to effectively implement Resolution 7 of the Party Central Committee (Session X) on strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization with specific criteria to improve the quality of the Youth Union organization and youth union members. However, a challenge for the entire Party, in which the responsibility is placed on the shoulders of the youth force, is that Nghe An is still a poor province, the economic growth rate is not high and not sustainable; Efficiency and competitiveness are still low; capacity for economic participation and integration is still low; people's lives, especially in remote areas, still face many difficulties; in addition, hostile forces are seeking to exploit issues of ethnicity, religion, democracy, and human rights to incite and attract young people...

The objective of Resolution No. 26 - NQ/TU of the Politburo clearly stated: "Strive to build Nghe An into a fairly developed province in the Northern region by 2015, creating momentum to become an industrial province by 2020. Build Nghe An into a center of finance, trade, services, tourism, education and training, science and technology, health, culture, sports and high-tech industry of the North Central region". To achieve the objectives set out in the resolution and further promote the pioneering role of the youth, it is necessary to build a generation of Nghe An youth who are passionate about their homeland and country, have socialist ideals, have political courage, awareness of law observance, discipline, have knowledge, health, social skills, good professional capacity, promote potential and create an environment for young people to innovate economic thinking and integration thinking.

To do so, party committees at all levels, local authorities and youth unions at all levels need to pay attention to implementing the following contents:

1. Pay special attention to the young generation, the youth are the main force in building a strong and prosperous country; pay attention to political and ideological education, revolutionary ideals, the Party's guidelines and policies, the State's laws, the historical, cultural and revolutionary traditions of the nation and homeland for the youth; further promote "Studying and following the moral example of Ho Chi Minh" among union members and youth; build moral standards and orient youth according to Ho Chi Minh's ideology through the emulation movement "Nghe An Youth Follow Uncle Ho's Teachings"; continue to effectively implement Resolution 7 of the Central Committee (10th tenure) on "strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization of the country", Resolution 4 of the Central Committee (11th tenure) on "Some urgent issues in Party building today"; promote the pioneering and exemplary role of cadres and party members for the youth to learn from; Summarize the practice of grasping the ideology and forecasting public opinion among young people to propose policies, education, training and development of young people. Strongly arouse the intelligence, youthfulness and vanguard spirit of young people in the cause of industrialization, modernization of the country and international integration.

2. Build a strong Youth Union at all levels in terms of politics, ideology and organization, playing a core political role in the organization and operation of the Youth Union, Student Association and member organizations. The Youth Union actively participates in building the Party and the political system; further strengthens the introduction of outstanding members for the Party to consider, train and admit. Proactively develop plans, train and foster Youth Union cadres so that more and more cadres can mature, supplementing the source of young cadres for the Party, government, Fatherland Front and people's organizations at all levels.

3. Pay attention to creating conditions for young people to contribute their strength, intelligence, and creativity to build and develop the province. Effectively and extensively deploy among the youth of the whole province the movements "5 shockwaves for socio-economic development and national defense" - "4 accompaniment with young people to establish a career"; the movement "Youth join hands to build new rural areas"; the youth movement "Towards Western Nghe An", contributing to socio-economic development, maintaining political stability, ensuring security and defense of the province. Equip young people with knowledge and skills in integration, studying to improve their academic qualifications, expertise, foreign languages, information technology, and law, helping young people to be confident, proactive in integration, and meet the requirements of human resource development to serve the cause of industrialization and modernization of the country. The Youth Union needs to take the lead in administrative reform. Promote volunteer movements for community life and social security with the spirit of "Where there is need, there are youth, where there is difficulty, there are youth".

4. It is necessary to strongly innovate the method of gathering young people to build and defend the Fatherland. The activities of the Youth Union and youth movements must be quickly innovated in content and form, focusing on practicality, closely following the real life, thoughts and aspirations of young people; resolutely overcoming formalism and imposition, focusing on the grassroots. Because young people are an extremely important force to quickly build our province into the Economic and Cultural Center of the North Central region.
