(Baonghean) - During the past term, although the general situation of the whole country and Nghe An faced many difficulties, directly affecting the socio-economic development and people's lives, with high determination, the Party Committee and people of Dien Chau district have strived, seized opportunities, overcome difficulties, and effectively implemented the Resolution of the 29th Congress of the District Party Committee.

The economy has a good growth rate (8.3%), the economic structure has shifted in the right direction and positively. Agricultural, forestry and fishery production continues to develop, grain output in 2015 reached about 138,630 tons. Industry and construction have high growth rate (16.6%). Economic models and industrial clusters have developed rapidly in terms of quantity, scale and efficiency. Planning and investment attraction have achieved many results. Socio-economic infrastructure has been gradually strengthened. Attention has been paid to building new rural areas, the rural appearance has improved a lot. Services and trade have developed rapidly and diversified in all fields. Budget revenue in 2015 reached about 155 billion VND.

Culture and society have made much progress. Education and training are always at the top of the province; health care for the people is taken care of from the grassroots; culture, information, sports as well as the work of preserving and promoting traditional cultural values ​​continue to be promoted. Policies for people with meritorious services, the poor and social security policies are paid attention to, creating jobs for 4,000-5,000 workers/year; the poverty rate has decreased rapidly, by the end of 2015 it was about 2.5%. National defense and security have been consolidated and maintained...

Vote to approve the list of personnel to elect the District Party Committee for the 2015 - 2020 term.

The work of building the Party and the political system has been focused on and has made much progress. The tasks that need to be done immediately after the 4th Central Committee review (11th term) on Party building have been seriously implemented; the work of inspection, supervision and enforcement of Party discipline has been carried out regularly and seriously. The work of "Studying and following the moral example of Ho Chi Minh" has been widely and effectively implemented, with many typical advanced examples being honored and promoting exemplary behavior (160 typical examples at the district level, 2,400 typical examples at the grassroots level), thereby positively impacting the awareness and actions and creating consensus among cadres, party members and people. The effectiveness and efficiency of the operations of governments at all levels have been improved. The activities of the Fatherland Front and people's organizations have seen many innovations.

In addition to the achievements, the Dien Chau District Party Committee needs to seriously recognize and promptly overcome the following limitations and shortcomings:

- 5/10 economic indicators did not meet the set targets; economic development is still not commensurate with the potential and advantages of the district; investment attraction is still limited; marine economic efficiency is not high; economic restructuring is not strong; competitiveness of commodity products is low; enterprise scale is still small.

- The quality of human resources has not met the requirements, vocational guidance and training for students is not effective. The quality of medical examination and treatment, health care for the people is still limited. The rate of third child birth and gender imbalance is still high. Some production facilities cause environmental pollution. Crime and social evils, traffic accidents are still complicated. Factors causing social instability are still latent in some places, especially in special areas.

- The leadership capacity and fighting strength of some grassroots party organizations and the effectiveness of management and operation of the government apparatus are not high, failing to meet the requirements of the new period. Personnel work is not on par with task requirements, and the capacity of cadres is still limited, especially among grassroots cadres. The activities of the Fatherland Front and mass organizations still do not meet the requirements, and there are still signs of administrativeization...

...Despite many difficulties, Dien Chau is still a district with many potentials and advantages. Located in the province's key economic zone, with a large area, fertile land, convenient transportation, abundant labor resources, a large and convenient market for goods consumption; favorable conditions for aquaculture, potential for marine economy; many relics - scenic spots, long-standing history and culture. Dien Chau people have a long-standing tradition of history, culture and revolution, studiousness, diligence, sharpness, and creativity in production and business. There are 6 southern communes in the Southeast Economic Zone, which will have many central and provincial projects invested in the area. Promoting the fine traditions of their homeland, the Party Committee and people of Dien Chau must strongly innovate, accelerate economic growth, develop culture, strengthen national defense and security, and contribute to the successful implementation of the goals set by the Nghe An Provincial Party Committee. I would like to draw the attention of the locality to the following contents:

Firstly, the Dien Chau Party Committee needs to focus on planning and planning management, complete the socio-economic development planning of the district, and planning for the development of industries and fields. Focus on shifting the agricultural economic structure towards commodity production on a larger scale. Quickly apply scientific and technological advances. Gradually build and develop agriculture in a comprehensive, modern, effective and sustainable direction. Focus on building new rural areas, effectively exploiting investment in infrastructure to build new rural areas to improve production efficiency, increase income, and improve the material and spiritual life of the people. Develop aquaculture, livestock, poultry farming areas, specialized areas for growing vegetables, tubers, fruits, flowers, ornamental plants with high economic value...; focus on developing the marine economy, strengthening fisheries infrastructure, maritime transport, offshore fishing associated with protecting sovereignty over seas and islands.

Second, there are breakthrough solutions to strongly develop industry, focusing on developing advantageous industries such as: mechanics, manufacturing, electronics, consumer goods, agricultural, forestry and seafood processing... Building product brands to create competitiveness in the market. Encouraging the development of small-scale industries and craft villages in rural areas. Actively coordinating with the Southeast Economic Zone to promote infrastructure construction, attracting investment in Tho - Loc Industrial Park. Better exploiting resources to accelerate infrastructure construction, especially transportation, irrigation, water supply and drainage, electricity, information, communication, waste treatment... to meet the requirements of socio-economic development and people's lives. Strongly developing commercial services, banking, post and telecommunications, diversifying types of sea tourism, relics, and spiritual culture.

Third, economic development must be closely linked to cultural and social development and environmental protection. Pay attention to directing the improvement of the quality of education and training, the quality of human resources; take care of people's health; strongly develop vocational training, create jobs for workers, and focus on labor export. Promote the movement of the entire people uniting to build a cultural life; build people in the new period; effectively implement social security policies; improve the material and spiritual life of the people.

Fourth, regularly attach importance to and carry out well the work of national defense - security, crime prevention, especially security in special areas. Resolve complaints and denunciations of citizens promptly, right at the grassroots level, not allowing the formation of "hot spots", creating a stable social environment for socio-economic development.

Fifth, the key and decisive task is the work of building the Party and the political system.

Dien Chau Party Committee needs to continue to innovate leadership methods, improve the leadership capacity and fighting strength of the Party organization, the vanguard and exemplary role of cadres and Party members, build a truly strong Party organization in terms of ideology, politics and organization, and consolidate trust in the Party and the people. Innovate the content and methods of political and ideological education work, create high unity in the Party and consensus among the people. Pay attention to the work of evaluating, planning, training, fostering, and improving the quality of the staff, especially young and female cadres, to meet the requirements of tasks in the new period; resolutely fight against bureaucracy, corruption, and waste.

Continue to effectively organize the implementation of the groups of solutions of the 11th Central Resolution 4 on Party building work in conjunction with the implementation of Directive No. 03-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's moral example. All party members, especially those who are leaders, must constantly practice their qualities, live exemplary and pure lives, fight against individualism, respect and promote the people's right to mastery, and truly "respect the people, be close to the people, understand the people, learn from the people, and be responsible to the people".

Improve the management and administration capacity of governments at all levels, promote administrative reform to build a team of impartial and competent cadres, civil servants and public employees, improve public service ethics, and use quality, efficiency and style as criteria for evaluating cadres. Innovate the mass mobilization work of the Fatherland Front and people's organizations, ensuring to maintain solidarity and unity within the entire Party and people...

The Provincial Party Standing Committee believes that the Party Committee and people of Dien Chau district will continue to promote the revolutionary tradition, with the spirit of solidarity, dynamism, creativity, self-reliance, and self-strengthening will to overcome all difficulties and challenges, strive to successfully implement the goals and tasks set out by the District Party Congress for the 2015-2020 term, making an important contribution to the implementation of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks for the development of Nghe An province until 2020...
