Developing household livestock farming towards commodities

According to the Prime Minister's Draft Decision on support policies to improve the efficiency of household livestock farming in the 2014-2020 period, livestock farming households will receive financial support when buying breeding animals; vaccinating, building and renovating barns; funding for trade promotion and brand building.

Accordingly, the State will support investment money depending on the breed of pig that the farmer raises. For pig farmers, the investment level will be from 500,000 to 1 million VND/domestic pig and from 1-2 million VND/foreign pig.

Poultry breeding associations with a regular breeding scale of over 200 parent breeding hens will receive 100% interest support from the State for 24 months to buy chicken and duck breeds.

Livestock farming households will receive 100% state support for semen purchase, 5-8 million VND/buffalo and cow, and 100% loan interest for 24 months for the entire loan amount for purchasing dairy cows.

In addition to financial support for purchasing breeding animals, the State also supports 100% of annual vaccinations against common diseases in livestock and poultry for farming households; supports poor households raising buffaloes and cows in mountainous provinces when reinforcing and renovating barns at the rate of 2 million VND/household.

The draft also clearly states that livestock households need to build biogas pits to treat livestock waste to protect the environment. The State will support about 3 million VND for each pit built and at the same time support 100% of training costs for livestock and poultry households for one month to have enough livestock raising skills.

Cooperatives, associations and unions representing households raising, slaughtering and processing livestock products will be supported with 50% of the costs for trade promotion, branding and certification of livestock products.

Mr. Nguyen Thanh Son, Director of the Institute of Animal Husbandry, speaking at the Conference on Collecting Opinions on this Draft organized by the Ministry of Agriculture and Rural Development yesterday morning (March 13) in Hanoi, said: The whole country has about 12 million households raising livestock in the form of farm households, so this support policy is highly anticipated by the livestock industry in general and farm households in particular.

The decision on support policy to improve the efficiency of household livestock farming in the period 2014-2020 has been issued and will contribute to solving the difficulties and challenges of household livestock farming in recent times such as: small scale, not safe from diseases, low competitiveness, environmental pollution...

"The above policy will change the face of the livestock industry, when creating a safe and sustainable livestock foundation. On the other hand, in the context of our country joining the TPP (Trans-Pacific Partnership Agreement), it will contribute to creating a stepping stone for the livestock industry to stand firm in the market," Mr. Nguyen Thanh Son emphasized.

However, at the Conference, many delegates also commented that the issuance of policies needs to clarify the issue of improving the efficiency of household livestock farming towards industrial and professional development, not encouraging small-scale, fragmented household livestock farming as it is now.

Guidance documents also need to be simple and easy to understand to facilitate local implementation. Policies need to aim at supporting livestock farming in the direction of biosafety and food safety.../
