Electronic identification and authentication is an essential requirement for the successful construction of e-Government.

On the morning of March 22, the Government Office coordinated with the Ministry of Information and Communications to organize a workshop with the theme "Electronic identification and authentication in the development of e-Government towards digital Government and digital economy". Minister and Head of the Government Office Mai Tien Dung chaired the workshop.

Electronic identification and authentication is an essential requirement for the successful construction of e-Government. Resolution No. 17 of the Government on a number of key tasks and solutions for the development of e-Government in the 2019-2020 period, with a vision to 2025, sets out specific guidelines for the construction of e-Government towards digital Government and the digital economy, which must be associated with ensuring information security, national security, and protection of personal and organizational information.

In particular, perfecting institutions, identification and electronic authentication is a solution to promote electronic transactions while still ensuring issues of privacy, accuracy, transparency, control, accountability and security and information safety.

Overview of the workshop

At the workshop, delegates emphasized the importance of electronic identification and authentication in the implementation of e-Government. At the same time, they identified this as a necessary and urgent content in research and improvement to promote the reliability of electronic transactions, especially online public services.

Mr. La Hoang Trung, Director of the National Electronic Authentication Center, Ministry of Information and Communications, stated that in reality, most electronic transactions between state agencies and businesses on public service portals do not have unified regulations and do not have a mechanism to authenticate user identification to ensure safety. Electronic transactions between state agencies do not have specific regulations on electronic identification and authentication. Electronic transactions in the private sector have regulations on ensuring safety for electronic transactions in a number of areas, however, there are no general regulations on electronic identification and authentication for reference...

Speaking at the workshop, Minister and Head of the Government Office Mai Tien Dung affirmed that the issue of electronic identification and authentication plays an important role in e-Government, especially as we move towards a digital economy. In particular, each organization and individual must be identified when participating in electronic transactions such as electronic public services, which is the goal we are aiming for.

Minister Mai Tien Dung said that currently, the electronic information portal system, public service portal, information system and electronic identification and authentication are mostly implemented simply through accounts and passwords. Therefore, it will not be enough to ensure authentication and identification. Therefore, it is necessary to research, build and supplement the legal framework in the coming time. Along with that, building digital infrastructure to create a foundation for implementing e-Government development strategies towards digital Government and digital economy; encouraging innovation in the implementation of online services in the public sector to facilitate access for people and businesses - this is a very important issue.

“In the fourth quarter of 2019, we will launch the Public Service Portal. The first thing we must do is connect public services from the central to local levels so that the issuance and renewal of driver's licenses, as well as the auction of license plates, and the issues that people and businesses need most will be done first. We will not do it all at once, but we will do one or two key services to gain experience. However, we must have an identification code. If we do not have an identification code in time, we will not be able to share connections between organizations and individuals. If we cannot do this, we will not be successful in implementing e-Government and digital government,” Minister Mai Tien Dung emphasized.

On this occasion, the workshop also heard the sharing of international organizations from Estonia, Singapore, Thailand, Denmark about the electronic identification and authentication models being deployed in these countries. And the experience in the implementation process as well as the challenges being faced./.
