Nuclear Power Infrastructure Development
The Ministry of Science and Technology recently coordinated with the International Atomic Energy Agency (IAEA) and the Ministry of Industry and Trade to organize a workshop on "Developing nuclear power infrastructure".

The workshop is an opportunity for Vietnamese policy makers, managers, scientists, technologists, and educators to learn and discuss with IAEA representatives, Russian and Japanese experts on issues related to preparation, construction and development of necessary infrastructure to ensure the successful implementation of the Ninh Thuan Nuclear Power Project and Vietnam's future nuclear power development program.
Speaking at the workshop, Minister Nguyen Quan said that Vietnam entered the nuclear power program in the context of the infrastructure needed to implement the nuclear power plant project, including a wide range of issues from facilities, equipment, to legal framework, human resources and financial resources, being at a low level of development. Therefore, after the Vietnamese National Assembly approved the policy of implementing the Ninh Thuan Nuclear Power Project, the Prime Minister issued a Decision to establish the State Steering Committee for the Ninh Thuan Nuclear Power Project, headed by Deputy Prime Minister Hoang Trung Hai and members representing the leaders of the National Assembly's Committee for Science, Technology and Environment, ministries, branches and Ninh Thuan province to assist the Prime Minister in directing the project implementation process.
“Vietnam always attaches importance to, strengthens and expands cooperation with the IAEA and countries with advanced nuclear power industries, including Russia and Japan. Vietnam considers this one of the important factors to ensure the successful implementation of the project to build and operate the first nuclear power plant in Vietnam,” Minister Nguyen Quan emphasized.
Affirming that the IAEA will continue to prioritize supporting Vietnam in developing nuclear power, IAEA Deputy Director General Alexander Bychkov emphasized: “In the post-Fukushima era, the development of nuclear power can be delayed but cannot be reversed. New countries that really intend to develop nuclear power still consider nuclear power a reliable and acceptable source of energy.”
According to Mr. Alexander Bychkov, key factors for the success of the nuclear power program include the involvement of stakeholders in the infrastructure, the promulgation of national legislation, which clearly defines the roles, responsibilities and expands the authority of the future owner-operator as well as the regulatory body.
