Industrial cluster development in Dien Chau

Dien Chau planned 5 industrial clusters (Dien Hong, Dien Ky, Dien An, Dien Thap and Dien Ngoc industrial clusters), but during the implementation process, some industrial clusters were not suitable for the general development planning of the region, so the investment direction was changed, that is, Dien Ky industrial cluster was planned into an urban and commercial area, Dien An industrial cluster "fell" into the planning of the Southeast economic zone. Besides the Dien Hong industrial cluster which is operating effectively, Dien Thap industrial cluster and Dien Ngoc seafood processing cluster have been invested by the district to complete technical infrastructure, creating good conditions to attract investment.

Dien Thap Industrial Cluster is built on an area of ​​15 hectares with a total investment of more than 51 billion VND. Here, the areas that are strengths of the district are prioritized for development, such as processing of agricultural, forestry and fishery products, plastic processing, etc. Although facing difficulties in funding sources, Dien Chau has invested 11 billion VND in developing technical infrastructure. Thanks to that capital, this industrial cluster has completed construction items such as roads, drainage systems, and sidewalks, becoming an attractive address for investors. A good sign for Dien Thap Industrial Cluster is that 24 establishments have registered for investment with a total registered capital of 160.8 billion VND. Currently, there are 2 projects in operation (wood processing and plastic mat production), 5 projects are under construction and other projects are completing the necessary procedures to prepare for construction.

Learning from the experience of Dien Hong industrial cluster, the planning and synchronous construction of technical infrastructure in Dien Thap industrial cluster has been seriously implemented. Currently, the wastewater system (worth 7 billion VND) has been bid and the power system is being actively deployed. With this approach, there are 5 plastic processing facilities in Dien Hong industrial cluster registered to invest in Dien Thap industrial cluster with a modern scale. Thus, in addition to economic efficiency, the facilities when producing in this industrial cluster will contribute to environmental protection. However, during the implementation process, Dien Thap industrial cluster encountered many difficulties due to limited investment capital for construction, so the technical infrastructure items were implemented slowly, and the compensation and site clearance work was "assigned" by the district to the enterprises to take care of themselves, then deducted from the annual land rent. Those things directly affected the progress of the projects. A major issue of concern to CP enterprises is that tightening lending capital (implementing Resolution 11) has affected investment progress in this industrial cluster.

It is known that Dien Chau is creating all necessary conditions to support development projects and is determined that by the end of 2011, 80% of projects in Dien Thap Industrial Park will be operational. Currently, Dien Chau is preparing documents to adjust and expand the planning of Dien Thap Industrial Park to increase the area by 5 - 7 hectares to attract investment projects for industrial garment factories invested by Korea. In addition, it is attracting projects to build industrial garment factories in Dien Phong with an area of ​​nearly 0.8 hectares, operating capacity of 1.2 million products/year, which when put into production will create jobs for about 500 workers.
