Developing education, training and vocational training in the provinces of the Northern midlands and mountainous areas
The Prime Minister has just issued Decision No. 1379/QD-TTg, dated August 12, 2013 on developing education, training and vocational training in the provinces of the Northern midland and mountainous region and the western districts of Thanh Hoa and Nghe An provinces for the period 2013 - 2020.
The goal of developing education, training and vocational training in the provinces of the Northern midlands and mountainous areas is to improve the quality of comprehensive education at all levels, train local human resources and high-quality human resources; focus on education in ethnic minority areas and areas with particularly difficult socio-economic conditions. Specifically:
Regarding preschool education, by 2015, all provinces in the region will have met the standards for universal preschool education for 5-year-old children; the rate of mobilizing nursery school children to attend classes will reach 25%; over 95% of 3-5 year-old children will attend preschool; the rate of preschools meeting national standards will reach 30%. By 2020, the rate of malnourished children will decrease to below 10%; the rate of mobilizing nursery school children to attend classes will reach 35%; 100 5-year-old ethnic minority children will be well prepared in Vietnamese before entering grade 1; the rate of preschools meeting national standards will reach 45%.

Regarding general education, by 2015, the rate of school-age students in primary schools reached 98%, in middle schools 90%, in high schools 55%; the rate of high schools meeting national standards reached 35%. By 2020, the rate of school-age students in primary schools reached 99%, in middle schools 95%, in high schools 70%; the rate of high schools meeting national standards reached 50%; 100% of districts with a large ethnic minority population have boarding schools for ethnic minorities; over 10% of ethnic minority high school students study at boarding schools.
Accordingly, by 2015, the number of workers with intermediate professional qualifications will reach 15% of the total number of trained workers. And by 2020, it will be 20%. In addition, a number of new intermediate professional schools will be established to expand the scale of training in technology, agriculture-forestry-fishery, law, culture, etc.
Regarding higher education, by 2020, establish 1 to 2 new universities; 1 to 2 multidisciplinary colleges to prioritize the development of industrial production, agriculture-forestry-fishery, and health care sectors and occupations, meeting the requirements of training local human resources, in accordance with the socio-economic development planning of the region; the proportion of ethnic minority students will reach over 30% of the total number of students in universities and colleges in the region.
The decision also clearly states that we will continue to fully and promptly implement preferential policies, tuition exemptions and reductions, scholarships, support for learning costs, policies for preschool children; credit for students and other policies. Develop policies to support learning costs for ethnic minority students from poor and near-poor households who pass exams and study at higher education institutions.
