Stuck in funding, environmental pollution treatment is difficult
Opening the meeting this afternoon, the Department of Natural Resources and Environment reported on environmental protection work in the province in 2018 and tasks for 2019.
According to the approval decision of the Prime Minister and the People's Committee of Nghe An province, from 2003 to 2015, the whole province had 77 production and business establishments on the list of environmental pollution and serious environmental pollution. From 2016 to present, no new establishments causing serious environmental pollution have been established.
In the province, there are 15 large sources of waste, of which 12 facilities have wastewater sources of over 1,000m3/day and night and 3 facilities with large emission sources. Up to now, 8/15 units have installed automatic monitoring systems, of which 2 units have transmitted automatic monitoring data to the Department of Natural Resources and Environment; 5/15 units are investing in installation, expected to be completed by the end of 2018. Only Dong Hoi and Nghia Dan Industrial Parks have not yet installed.

There are 954 pesticide residue points in the province, 240 points have been surveyed and 714 points are under investigation. 60 points have been and are being treated, of which 23 points have completed acceptance and handed over the site to the locality, 18 points have completed the treatment works, and 19 points are in the process of implementation.
At the meeting, delegates said that environmental pollution treatment is very difficult, the biggest obstacle is funding. Developing craft villages is an inevitable trend, but infrastructure is not synchronized, so the current situation of noise, air and wastewater pollution in craft villages is still complicated.

Delegates also said that industrial parks focus on attracting investment and filling up industrial parks but lack due attention to environmental pollution treatment. Most environmental issues are handled later, making it difficult to handle. Vice Chairman of the Provincial People's Committee Huynh Thanh Dien suggested that there should be a roadmap and treatment methods to resolve heavily polluted areas. For businesses operating in industrial parks and clusters, it is necessary to specifically report the number of factories with automatic monitoring, if not, it is necessary to commit to the completion time...
After listening to the opinions of the delegates and concluding this content, Chairman of the Provincial People's Committee Thai Thanh Quy highly appreciated the efforts of the departments and branches; said that local authorities at all levels have made great changes in environmental protection work.

The Chairman of the Provincial People's Committee affirmed: The draft report on environmental protection in the province in 2018 has assessed issues related to environmental management in the province. However, in order to effectively implement management work, it is necessary to clearly define the roles and responsibilities of all levels and specialized agencies in inspecting and supervising production facilities in implementing environmental protection. In particular, specialized agencies focus on researching and proposing solutions to thoroughly resolve locations with pesticide residues and areas of environmental pollution in the province.

2,853 projects and works must be recovered
Next, the delegates listened to and gave their opinions on the draft Resolution of the Provincial People's Council approving the list of works and projects requiring land recovery according to the provisions of Clause 3, Article 62 of the Land Law in Nghe An province; the draft Resolution of the Provincial People's Council on changing the purpose of using rice-growing land, protective forest land, and special-use forest land according to the provisions of Clause 1, Article 58 of the Land Law to implement works and projects in Nghe An province.
Currently, in the province, there are 2,853 works and projects that require the recovery of 8,075.35 hectares of land. The Provincial People's Council has approved the land recovery policy since the 3rd session (December 2016) to date. Based on the Resolutions of the Provincial People's Council and the provisions of the Land Law, the Department of Natural Resources and Environment has guided and directed the District People's Committees to complete and submit to the Provincial People's Committee for approval of additional land use plans for the years 2017 and 2018 as a basis for land recovery, land allocation, land lease, and land use purpose change.

Synthesizing the review and assessment reports of the district-level People's Committees, it is estimated that as of December 31, 2018, 1,074 projects and works with a total area of 2,078.60 hectares of land have been implemented. The rate of land recovery for projects and works approved by the Provincial People's Council in resolutions is still low. Some units have achieved less than 15% of the area, such as Vinh city, Thai Hoa town, and the districts of Quy Chau, Tuong Duong and Do Luong.
Concluding this content, Chairman of the Provincial People's Committee Thai Thanh Quy agreed to approve and requested the drafting agency to complete the draft and submit it to the Provincial People's Council.
