(Baonghean) - Promoting the spirit of solidarity and unity in leadership and direction, up to now, cadres, party members and people of Dang Son commune (Do Luong) have overcome difficulties and successfully achieved the goals of the Party Congress of the commune for the 2010-2015 term. That achievement has created motivation for the Party Committee and people of Dang Son to confidently enter the Congress for the 2015-2020 term with many new targets.

Dang Son Commune Party Committee currently has 10 Party cells, including 5 rural Party cells, 3 school Party cells, 1 health station Party cell and 1 integrated Party cell with a total of 256 Party members. In the 2010 - 2015 term, the Party Committee focused on innovation, improving leadership capacity, focusing on investment, building projects, and planning land areas for comprehensive economic development.

During the past term, the Party Committee of Dang Son commune actively innovated the content and form of activities, always paid attention to taking care of the cadre work, ensuring the regime for part-time cadres, youth union branches, and associations. Thanks to that, the percentage of members participating in activities in association organizations increased from 20% to 70%. Mr. Tran Duc Tra, Secretary of the Party Committee of Dang Son commune, said: Thanks to receiving multi-dimensional information from practice, the Party Committee of the commune mobilized a source of membership funding of about 20 million VND/year to support the activities of youth union and association branch cadres. The team of executive committee cadres, full-time, civil servants, and part-time cadres was standardized and rejuvenated with 85% of comrades under 45 years old. Over the past 5 years, the Party Committee of the commune has admitted 27 outstanding people into the Party, reaching 110% (exceeding the set plan). The Party Committee directed the government to thoroughly and completely resolve difficult issues such as sand and gravel exploitation on Lam River affecting agricultural land, handling encroachment on public land, and clearing the traffic corridor of National Highway 7 and the road through Nam - Bac - Dang communes.

Dang Son is a purely agricultural commune, people mainly live on agricultural production, 2/7 hamlets live on fishing on the river, there is no land for production, the local budget revenue is limited, and there are difficulties in building infrastructure. For many years, the complicated developments of diseases in livestock, poultry and crops have affected the efficiency of production and husbandry. The commune focuses on directing economic development associated with building new rural areas in accordance with the planning of farm development, applying new scientific and technological advances to agricultural production, and developing the mulberry craft village.

To date, the total output of grain crops has reached over 2,200 tons, the total production value has increased 1.5 times in nearly 5 years (from 163 billion VND at the beginning of the term to 243 billion VND at the end of the term). The economic structure has shifted in the right direction, the proportion of agriculture - forestry - fishery has decreased from 26% to 17%, the proportion of industry - services has increased from 50% to 58%, thanks to which the average income per capita has doubled, from 14 million VND/year to 28 million VND/year.

Over the past 5 years, the whole commune has mobilized investment capital and people's contributions of over 30 billion VND to complete more than 11 km of concrete roads, support resettled fishing villages to develop the economy, build kindergartens, upgrade irrigation dams, and secondary school classrooms. The whole commune currently has over 120 commercial and service establishments with diverse and abundant products, increasing the value of trade and services of the commune from 65 billion VND to 122 billion VND by the end of 2014. Mr. Chu Van Loi, Deputy Head of the resettlement hamlet of the fishing village (hamlet 6), happily said: "From 2014 to now, 68 households of our fishing village have been living in newly built, spacious houses, with adequate electricity, water, and traffic facilities. Currently, over 80% of children in the village have the opportunity to find jobs in industrial parks, exporting labor to escape poverty."

The cultural, social and health sectors have seen many improvements. Up to now, the rate of cultural families has reached 81%, 8 clans have achieved the title of cultural at the district level, the health station, primary school and the commune police have achieved the title of cultural. The rate of people receiving medical examination and treatment at the health station has reached over 39 thousand people, the rate of malnourished children has decreased from 17% to 14% by the end of 2014. Social security work is ensured, compared to the beginning of the term, the rate of poor households in the whole commune has decreased by 0.7%. The whole commune has created jobs and exported labor for nearly 200 people/year. Security and order work is ensured, social evils, especially drug addicts, have been pushed back. For 4 consecutive years, the Party Committee of the commune has achieved clean and strong status.

In the 2010 - 2015 term, the commune achieved 29/32 targets set by the Party Congress Resolution, many criteria exceeded such as economic growth rate, total production value, average income per capita, total food output, etc. Mr. Tran Duc Tra, Secretary of the Dang Son Commune Party Committee said: Compared with the targets set by the congress for the 2010 - 2015 term, there are still 3 criteria that have not been achieved, which are the low rate of titles of clans, families, and cultural hamlets, and the lack of rural markets and irrigation systems in the alluvial areas. Therefore, in the 2015 - 2020 term, the Party Committee, the government and all people continue to transform the economic model towards developing a commodity economy and improving the quality of labor. Implement well the resolutions of the Party Congresses at all levels in conjunction with implementing the National Target Program on new rural construction, improving people's lives, and maintaining security and order at the grassroots level.

Dang Son Commune Party Committee is honored to be one of two typical units selected by Do Luong District Party Committee to hold the model Party Congress at the commune level for the 2015 - 2020 term. These days, the Party Committee and the commune government are focusing on preparing for the successful congress. For the 2015 - 2020 term, Dang Son Commune sets the following targets: Striving to achieve an economic growth rate of 9.1%, mobilizing capital for basic construction investment of 17 billion VND, total output of grain crops of 2.1 thousand tons, average income per capita of 30.9 million VND/year. Striving to have 83% of cultural families, 12 hamlets achieving cultural status at the district and commune levels, the poverty rate falling below 2.5% (according to new criteria), the population growth rate of 0.6%, the rate of households using clean water reaching 98%. Striving for the commune to meet new rural standards in terms of security and order. Building a strong political system, every year the Party Committee achieves comprehensive cleanness and strength.

To complete the targets, the commune proposed solutions, strengthened the leadership and direction of Party committees at all levels, directed the effective implementation of the project "Economic development in the period of 2016 - 2020", encouraged farmers to produce and raise livestock to create commodity products, strive to ensure production area, structure, and seasonality for all 3 crops/year. Have appropriate mechanisms to develop service and trade sectors. Improve the quality of comprehensive education, strive for 3 schools to meet national standards, export 30 - 50 workers abroad/year, create jobs for workers in industrial parks in the province and domestically from 400 - 500 people/year. On that basis, the government, organizations and unions focus on enhancing the pioneering role, increasing direct dialogue, handling on-site requests and aspirations of the people. Promote the strength of the entire political system to successfully implement the goals of the Congress Resolution. Bringing learning and following Ho Chi Minh's moral example into life, becoming a regular action of every cadre and party member, thereby spreading widely among the masses. The consistent goal is to develop the socio-economy and improve people's lives.
