After 5 years of implementing Resolution 07-NQ/TU, Vinh City has achieved many outstanding results in all aspects. The economy continues to develop rapidly and quite comprehensively in all areas. The economic growth rate in 5 years reached over 16%, an increase of 3.65% compared to the 5-year period 2001 - 2005. Average income per capita in 2010 reached 38 million VND. The economic structure shifted in the right direction, the proportion of industry - construction increased rapidly, from 37.9% to 40.7%; services decreased from 60% to 57.7%; agriculture - forestry - fishery decreased from 2.1% to 1.6%. Investment attraction was quite good, in 5 years, there were over 100 projects granted investment certificates with a total capital of nearly 20 trillion VND. Enterprises have developed strongly, initially forming a number of regional-scale trade and service centers. The field of urban management, construction and development has been implemented effectively. Continuously increasing investment in basic construction and development of urban infrastructure. The city's appearance and appearance are spacious and modern. National defense and security are maintained, social order and safety are ensured. Social issues are taken care of and have positive changes, people's lives are improved and enhanced.

However, there are still some shortcomings such as the economy has not had a breakthrough development and still lacks sustainability; planning, management and implementation of planning still have many shortcomings; building a civilized urban lifestyle is not good; social evils still have many hidden complex factors. In the period of 2011 - 2015, Vinh City continues to promote propaganda work; focus on directing the adjustment, supplementation, planning and good management of planning, building synchronous infrastructure; promoting administrative reform; developing exploitation and effective use of resources; at the same time building a specific mechanism in the socio-economic development of the City.

Concluding the implementation of Resolution 07-NQ/TU, Provincial Party Secretary Phan Dinh Trac highly appreciated the results that Vinh City has achieved in the past time, notably in the fields of health; education; finance, banking - tourism; science, technology, telecommunications and information; urban and football. However, the coordination between the sectors of the province and the city is still not synchronous, and the development of the City is not determined as the common development of the province. In the coming time, the City must focus on implementing well the planning and planning management work such as: traffic planning, water supply and drainage, parks, trees, parking lots, entertainment areas, new urban areas...; developing industry in the direction of high technology, clean; clean, green, safe agriculture, associated with new rural construction; focusing on promoting service development, planning large shopping centers; developing urban culture. Next, the leaders of the Department of Culture - Sports - Tourism reported on the program for developing tourism in Nghe An for the period of 2010-2015. Accordingly, the program for developing tourism in Nghe An for the period of 2011 - 2015, the set goals are: continue to strive to make Nghe An tourism an important economic sector, develop strongly and sustainably; Strive to become one of the tourism centers of the North Central region by 2015 with unique tourism products, an attractive destination for domestic and foreign tourists.
