Comprehensive and steady development towards national key schools

(Excerpt from the speech at the Congress by comrade Le Quang Huy, Deputy Secretary of the Provincial Party Committee at the Congress)

(Baonghean) - ...In the historic days of May, the Party Committee of Vinh University of Technical Education solemnly held the 25th Congress, term 2015 - 2020. As a grassroots Party Committee directly under the Provincial Party Committee, over the past time, Vinh University of Technical Education has always received the attention and close direction of the Ministry of Labor - Invalids and Social Affairs, the attention and support of the Provincial Party Committee and People's Committee of Nghe An province, constantly striving, step by step affirming its position in the country's education system.

During the past term, the school has promoted its strengths in vocational teacher training, training of technology and technical engineers. The school's facilities have been invested in upgrading, expanding and synchronizing, basically meeting the tasks of teaching and learning. The organization and apparatus have been arranged in accordance with the development of the school. More training majors have been opened, and postgraduate training has been initially implemented. Scientific research activities and application of science and technology transfer have been gradually paid attention to. Political and ideological education has many new and creative ways of doing things.

The youth union and student association movements have attracted a large number of students to participate. School security and order are ensured, and the material and spiritual life of cadres, party members and students has been improved. The team of young cadres and lecturers actively study to improve their professional qualifications. The school has completed the transition to credit-based training in all majors, contributing to the effective implementation of Resolution No. 29 of the Party Central Committee (11th tenure) on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the socialist-oriented market economy and international integration. The solidarity and unity in the Party Executive Committee, the Party Standing Committee and the School Board of Directors in recent times have made many remarkable progresses.

Affirming the results achieved to be proud of and strengthen the belief in the future development of the school, but at the same time, we also realize that those results are not commensurate with the potential and position of the school in 55 years of construction and development. Some training majors have not met the requirements. The practical application efficiency of scientific research topics is not high, not linked with the socio-economic development of the province. International cooperation is still limited. The Party Executive Committee, the Party Standing Committee and the School Board of Directors are sometimes not truly united and unified. The coordination between mass organizations in the school is not synchronous; the ideological situation of cadres and party members has not been grasped and resolved in a timely manner. Party building and mass organization building work in some aspects is still limited, inspection and examination work is not regular and not timely. Some important targets set for the term have not been achieved.

I request the delegates in the Congress to seriously evaluate and clearly analyze the causes, shortcomings and limitations mentioned above to find solutions to overcome them in the coming term, determined to bring Vinh University of Technical Education to innovate, develop comprehensively and firmly.

I basically agree with the direction, goals and tasks for the 2015 - 2020 term of the Party Committee of the school stated in the Political Report, with the common goal of building Vinh University of Technical Education into a national key University of Technical Education; combining training and scientific research, applying and transferring science and technology into production practices; building a clean and strong Party Committee.

To achieve the above common goal, I would like to emphasize some more issues for you to discuss:

Firstly, in the coming term, the school needs to continue to improve the quality of training majors, increasingly meet the needs of society, focus on building the brand of technical pedagogy and newly opened majors. Improve the quality of practical and experimental teaching, combine training with scientific research, and apply technical technology into practice. Develop and have policies to attract talents, teachers with good professional qualifications, skills and leadership and management capacity to work at the school, meeting the requirements of teaching, learning and the development of the school.

Second, continue to expand cooperation with universities and international organizations. Promote joint activities with businesses, localities, and units inside and outside the province. Promote the emulation movement of good study, good training, self-development, and career establishment among students. Enhance the spirit of self-study and scientific research ability of students, contributing to meeting the demand for high-quality human resources for the province and meeting social needs.

Third, continue to promote propaganda, education and mobilization of management staff, teachers, students and trainees to actively study the Party's directives and resolutions and the State's policies and laws. Implement standardization of lecturers, staff and civil servants; standardize knowledge and skills of students and graduates. Focus on implementing solutions to improve training quality; attach importance to moral education, lifestyle, creativity and practical skills of students. Strengthen the leadership of unions, ensure social order and safety in schools. Do a good job of political and ideological education for students, raise vigilance against all plots of "Peaceful evolution" and "Violent overthrow" of hostile forces.

Fourth, uphold the principle of democratic centralism, build a system of internal rules and regulations, scientific and unified management and operation. Check and promptly resolve ideological issues. Take care of material and spiritual life, promote the combined strength of mass organizations, cadres and party members, create coordination, solidarity and unity in action.

Fifth, special attention must be paid to doing well the work of Party building and building the political system. Party building work must be truly valued and implemented synchronously in all aspects. Improve the quality of political and ideological education and the quality of cadres and party members; promote democracy, strengthen solidarity, maintain discipline, strictly implement the principle of democratic centralism, regularly self-criticize and criticize; do well the work of cadres, especially the planning, training and fostering of the next generation of cadres to do management work, use the right people for the right job, ensuring publicity, democracy and objectivity. Strengthen the work of inspection, supervision and enforcement of Party discipline. Regularly organize training, improve knowledge and professional skills of Party work, focus on fostering and improving the level of political theory for cadres. Well implement Directive 03 of the Politburo on continuing to promote studying and following Ho Chi Minh's moral example, in conjunction with implementing Resolution of the Central Committee 4 (11th term) "Some urgent issues on Party building at present".

In addition to determining the correct direction, goals and tasks, the Party Committee of Vinh University of Technical Education must also have positive, effective and breakthrough measures to organize implementation. Only then can the Resolution of the Congress become a reality. To do that well, immediately after the Congress, I suggest that the Party Executive Committee and the School Board of Directors concretize the Resolution of the Congress into programs and plans. In each stage, it is necessary to identify key and key tasks to focus on directing and strive to complete them completely. In directing, it is necessary to pay attention to clearly assigning tasks, linking the results of task implementation with the evaluation and classification of cadres...

...With the Congress's slogan of action being "Solidarity, intelligence, innovation, development", I believe that, with the spirit of solidarity and determination of the Party Committee and the collective of lecturers, staff, students, and trainees, together with the active and effective support and assistance from the central ministries, departments, branches, and local authorities, Vinh University of Technical Education will successfully implement the goals and tasks of the Congress Resolution, becoming a key national university of technical education, contributing to making Nghe An a center of education and training, science and technology of the North Central region in the spirit of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province to 2020; making an important contribution to the cause of industrialization and modernization of the country...
