Criticize 7 districts for not completing investigation and review work
(Baonghean.vn) -On the afternoon of May 16, under the chairmanship of Comrade Dinh Thi Le Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee worked with a number of relevant departments and branches on the implementation of the health insurance policy for near-poor households according to Decision 705 of the Prime Minister.

As of April 15, 2014, the whole province has 394/480 communes with a list of proposed cards for 107,831 subjects belonging to near-poor households according to Decision 705 of the Prime Minister; 201/480 communes have completed, reviewed, and separated subjects 705 to refund the subjects to the Management Board of the North Central Coast Medical Support Project of Nghe An province, many districts have completed the review and calculated the refund amount for the subjects. However, the most difficult and problematic issue at present is that the list of subjects who have escaped poverty to near-poor from 2008 - 2012 has not yet been reviewed. Therefore, it has somewhat affected the number of newly issued cards for households and near-poor people, thereby not being able to pay the State budget and the Project to support near-poor people to buy health insurance cards.
Concluding the meeting, Comrade Dinh Thi Le Thanh requested relevant sectors to promptly implement solutions to overcome the existing problems in 2013 as well as slow down the implementation progress in 2014. In particular, the main responsibility was assigned to the Department of Health to draft a document criticizing 7 districts that have not yet reported on the completion of the investigation, review, and list of refunds for near-poor people and projects, including: Thanh Chuong, Nam Dan, Hung Nguyen, Anh Son, Dien Chau, Con Cuong, and Quy Hop. She also requested the Department of Labor, Invalids and Social Affairs to issue a document with specific instructions on separating the 705 subjects, reviewing the data to provide the District People's Committees with a legal basis for implementation. Based on the existing data, as of April 15, 2014, the districts were required to determine the number of near-poor subjects that need to be refunded.
