Accordingly, in the period of 2013 - 2015, establish a synchronous and effective coordination mechanism between the Court, Procuracy, Police, National Defense, Civil Judgment Enforcement, other agencies, organizations and the agency managing the judicial record database in searching, verifying, exchanging, providing information, serving the work of building the judicial record database and issuing Judicial Record Certificates.

In 2013, ensure that over 30% of official criminal record information exchanged between the National Criminal Record Center and the Department of Justice is done in electronic form. By 2016, ensure that over 90 - 95% of official criminal record information exchanged between the National Criminal Record Center and the Department of Justice is done in electronic form.

In the period of 2016 - 2020, research and develop a centralized and unified criminal record database at the Ministry of Justice (single-level database model). At the same time, deploy the form of issuing Criminal Record Certificates online - level 4 of online public administrative services (receiving and returning results online).

To achieve the set goals, in the period of 2013 - 2015, it is necessary to strengthen training and professional development for civil servants and public employees working on judicial records, focusing on training in software usage skills, network administration, etc.; organize training courses for civil servants and public employees working on searching, verifying, exchanging and providing judicial records information at relevant agencies.

In addition, invest in facilities and technology for the National Center for Judicial Records and the Department of Justice to perform the task of building and managing the judicial records database in paper documents and electronic data. Officially deploy the use of judicial records management software at the National Center for Judicial Records and at the Departments of Justice. At the same time, invest in facilities and technology for relevant ministries and branches to implement information technology applications, aiming to exchange and provide judicial records information in electronic form to the agency managing the judicial records database.

Currently, 5 Judicial Records Offices under the Department of Justice of 5 centrally-run cities have been established. In the provinces, most of the Departments of Justice have completed the Judicial Records Department at the Judicial Administration Office to perform the task of managing judicial records.


Before the Law on Judicial Records was promulgated, due to the lack of a separate judicial records database, in recent years, the Departments of Justice had to look up information from the criminal identification archive system of the Public Security Agency and from the case files of the Court as a basis for issuing Judicial Records Certificates to citizens. Currently, implementing the provisions of the Law on Judicial Records, the judicial records database is being gradually built at the National Judicial Records Center and the Departments of Justice nationwide.


The work of issuing Judicial Records at the request of individuals, agencies and organizations is gradually being reformed, simplified and made more convenient. The work of issuing Judicial Records is a service activity of the State to meet the requirements of proving the judicial identity of individuals when participating in legal relations domestically and abroad.


According to statistics, from October 1, 2010 to September 30, 2012, the Departments of Justice and the National Center for Judicial Records issued 261,416 Judicial Records at the request of individuals, agencies and organizations.
