The Prime Minister has just signed a Decision approving the Program for research, training and construction of high-tech infrastructure (KTCN) under the National Program for high-tech development by 2020.

Accordingly, the target by 2015 is to research and develop a number of technologies in the List of high technologies prioritized for investment and development to ensure the production and supply of about 10 high-tech products and services reaching international standards. In addition, to build and develop about 15 high-tech incubators, high-tech business incubators, and support the production of high-tech products; 5 research and training facilities for high-tech human resources reaching advanced levels in the region; 20 strong high-tech research groups reaching advanced levels in the region.

By 2020, build and develop about 40 high-tech incubators, high-tech business incubators, support high-tech product manufacturing; 20 high-tech human resource research and training facilities reaching international standards by 2020; 50 strong high-tech research groups reaching advanced levels in the region.

According to the Decision, priority is given to 4 technology areas: Information and communication technology; Biotechnology; Automation technology and New materials technology. In particular, in terms of information and communication technology, research and development of a number of technologies as the foundation for the development of information and communication technology, especially electronic microchip technology, software platform reaching advanced levels in the region; technology to ensure the construction of modern telecommunications infrastructure, new generation Internet network; next generation network technology; embedded systems technology; technology to recognize and process Vietnamese for information and communication technology devices, multilingual automatic text translation systems, development of software and devices to recognize writing, images and sounds...

In the field of biotechnology, research and development of gene technology applied in diagnosis, assessment and treatment of diseases, especially serious diseases; production of recombinant vaccines, recombinant proteins; enzyme - protein technology serving the development of food and pharmaceutical industries; stem cells serving diagnosis, treatment, and replacement of tissues and organs; cell and asexual embryo technology in selecting and creating new disease-free, high-yield, high-quality varieties produced on an industrial scale in agriculture, forestry and fisheries; ...
In the field of automation technology, we will research and develop technology to manufacture numerically controlled machine tools, numerical controllers for machine tools, industrial robots and services...

In new material technology, research and development of technology for manufacturing alloy materials for the machine manufacturing industry, especially high-quality alloy steel, alloys with synthetic properties; technology for manufacturing new materials, super-durable, super-light materials in construction...

Regarding high-level human resource training, about 50 strong high-tech research groups will be formed from major universities and research institutes to carry out research and development tasks, creating high technology and high-tech products that reach advanced levels in the region.

In addition, training and improving the qualifications of about 500 key leaders of high-tech product manufacturing projects; 10,000 engineers and researchers to meet the requirements of high-tech product manufacturing projects.

At the same time, support about 20,000 students of major universities and research institutes to conduct research and internships at science and technology organizations, enterprises, research projects, applications, and production of high-tech products; 2,000 Vietnamese students and postgraduates studying and researching abroad to cooperate in implementing the tasks of the Program and other tasks of the National High-Tech Development Program until 2020.

Mobilize about 500 foreign volunteer experts; 1,000 overseas Vietnamese experts to participate in high-tech activities at training, research and production facilities of high-tech products in Vietnam.

Establish and develop about 20 high-tech human resource training facilities (faculties, schools, institutes) to reach international standards.

The Prime Minister also approved the Program for developing a number of high-tech industries under the National Program for High-Tech Development, prioritizing the application of high technology in the mechanical engineering and automation industries, energy industry, metallurgy - chemicals industry, food processing industry, and mineral exploitation and processing industry./.
