Approval of detailed construction planning task at scale 1/2,000 of Giai Xuan town, Giai Xuan commune, Tan Ky district
(Decision No. 1458/QD.UBND-XD, dated April 22, 2013 of Nghe An Provincial People's Committee)
Article 1.Approving the detailed construction planning task at a scale of 1/2,000 for Giai Xuan town, Giai Xuan commune, Tan Ky district, with the following main contents:
1. Investor:People's Committee of Tan Ky district.
Planning consultant: Central Region Construction Design and Inspection Consulting Joint Stock Company.
2. Scope and duration of research:
a) Boundary scope: The planning research area has an area of 55 hectares, located in Giai Xuan commune, Tan Ky district; bordering the following sides:
North borders: Ke Mui residential area;
South borders: Quyet Tam Hamlet and Bau Khe Hamlet;
East borders: Tan Phu commune and Nghia Hoan commune;
West: Residential area of Xuan Tien hamlet.
b) Research period: From 2012 to 2030.
c) Population size: By 2030 about 1,200 people.
3. Planning project objectives:
To specify the master plan for socio-economic development of Tan Ky district and the master plan for urban system development of Nghe An province to 2020 approved by Nghe An Provincial People's Committee in Decision No. 4566/QD-UBND.CN dated November 12, 2007;
Planning is the basis for investment in building the area into an urban area with complete and synchronous infrastructure to develop the economy, exchange goods, transfer techniques and technology to the cluster of communes in the northern area of Tan Ky district and be the economic, cultural and social center of Giai Xuan commune, aiming to develop into a type V urban area.
4. Contents and tasks of the planning project:
4.1. Requirements: The contents implemented in the new rural construction planning project must be used and inherited; The Department of Construction shall direct and the investor shall be responsible for reviewing and implementing in accordance with regulations, ensuring no duplication of work or waste of funds.
4.2. Contents and tasks of planning project:
a) Survey and assessment of current situation: Synthesize, analyze and assess current situation of: natural conditions, socio-economic conditions, population, land, construction works, social infrastructure, technical infrastructure, environmental sanitation...
b) Contents of the planning project that need to be studied:
b. 1) Properties and functions:
- It is a newly invested urban development area that meets the criteria of a type V urban area to establish a market town in the southern region of Tan Ky district.
- Is the center of economic development, goods exchange, technology transfer for the cluster of communes in the northern region of Tan Ky district and is the economic, cultural and social center of Giai Xuan commune.
b.2) Functional zoning structure: Based on forecasts of socio-economic development and orientations for architectural space development, it is expected to be organized into main functional areas: Economic - cultural center area; Commercial service area, Residential area; Sports and green area and Small-scale industrial area.
b. 3) On land use planning and spatial development orientation:
Land use index: Residential land: 100 m2/person (including: residential land: 64 m2/person; Land for public construction: 4 m2/person; Land for trees - sports: 12 m2/person; Land for traffic: 20 m2/person). Land outside residential areas: about 30-45 ha.
- Exploit land funds economically, while protecting the sustainable environmental landscape in the area. Balance land use needs between functional areas, in accordance with current standards.
- Organize a lively architectural space with the stature of a modern city, suitable for the terrain, climate and landscape conditions of the area. Exploit the landscape elements of district roads and some other areas to build works that create urban highlights, serve commercial services and the people's needs for rest and entertainment. Propose the organization of space in central areas, gateway areas, main spatial axes, green spaces, water surfaces and highlights in the urban area.
- Determine control criteria for setbacks and landscapes along main roads, central areas; open spaces, and key projects.
- Urban space is expected to develop in the following direction: Along the district road, focus on building commercial service areas, facilitating connections with districts as well as other large markets; Residential areas are built and developed around the town center, attached to existing residential areas; Green sports areas and green tree systems are based on existing landscapes such as streams, hills, etc., in accordance with the approved new rural construction planning.
b. 4) Orientation of technical infrastructure planning:
- Propose key projects and modern, sustainable technical infrastructure routes to serve long-term benefits; have a reasonable and feasible construction phase plan, in accordance with the technical infrastructure network of the Socio-Economic Master Plan of Tan Ky district.
- Traffic: External traffic (district roads, inter-commune roads), internal traffic (resolving the relationship between inner-city roads and external roads, road network ensuring connection between functional areas in the urban area);
- Leveling the ground for rainwater drainage: construction level in urban areas ensures no flooding; Determine drainage direction suitable for leveling the area, preventing local flooding.
- Water supply: Water source is taken from Giai Xuan commune clean water supply station according to the new rural construction planning; Planning of water supply pipeline network to each functional area.
- Power supply: National grid power source, power supply standards according to regulations.
- Drainage, environmental sanitation; Identify cemeteries, landfills...

5. Product profile and cost estimate:

Project profile content is implemented according to current regulations.
- The file is made up of 10 main sets (including 1 color set) and 7 sets of miniature drawings on A3 paper size, enclosed with explanations + CD copy of the entire project file.
b) Budget: According to the estimate approved by the competent authority.
6. Implementation organization:
- Project preparation time: 09 months from the effective date of this Decision.
- Consulting on construction planning, appraisal and approval of planning: Implement according to current regulations.
Article 2.This Decision takes effect from the date of signing.
Chief of Office of Provincial People's Committee; Director of Department of Construction; Investor; Relevant organizations and individuals shall base on this decision to implement.
