New fuel consumption fee is only experimental
The Ministry of Finance affirmed that fuel consumption testing is not mandatory and comes from the needs of vehicle owners.
Recently, on some electronic information pages, there has been some information: Cars with less than 7 seats must pay an additional fuel consumption testing fee of up to more than 16 million VND/car.
To clarify this content, the Ministry of Finance has just provided information clarifying the collection of fuel consumption testing fees and energy labeling fees.
On June 8, 2015, the Ministry of Finance issued Official Letter No. 7546/BTC-CST to solicit opinions on the draft Circular regulating fuel consumption testing fees and energy labeling certificate fees for cars with 7 seats or less; posted on the Ministry of Finance's Electronic Information Portal to solicit opinions from organizations and individuals.

The first,fee payer
Organizations and individuals who request fuel consumption testing for cars with 7 seats or less must pay a fee; when registering for an energy label certificate, they must pay a fee to the Vietnam Register.
Fuel consumption testing fee is performed upon request of organizations and individuals. Not mandatory.
This fee is not collected for vehicles in use by users; not collected for vehicle buyers; not collected for each vehicle during production, assembly, or import (if not required).
Monday,on fees and charges
- Fuel consumption testing fees are specified as follows:
+ For cars using gasoline, it is 16,000,000 VND/test/time;
+ For cars using diesel fuel, it is 16,500,000 VND/test/time.
In case a vehicle registers for both emission testing and fuel consumption testing, it only has to pay the emission testing fee once; it does not have to pay the fuel consumption testing fee.
Emission testing fees are collected according to vehicle model (model, type of vehicle. For example: Camry, Santafe, Lexus 570,...) to serve product advertising needs or to research and perfect product models and types.
An emission test sample is applied to label the same type and model of vehicle produced or imported in unlimited quantity.
- The fee for issuing an energy label certificate for cars with 7 seats or less is 100,000 VND/certificate.
This fee is established according to the provisions of Decree No. 21/2011/ND-CP dated March 29, 2011 of the Government detailing the implementation of the Law on economical and efficient use of energy: The Ministry of Finance stipulates the fee for granting energy labeling certificates (Article 17).
The fee for issuing an energy label certificate of VND 100,000/certificate is collected according to the model (model, type) of the vehicle; not collected for each vehicle during production, assembly, import,...; not collected for the vehicle buyer; not collected for the vehicle in use by the user.
Tuesday,Fuel economy testing fees are not new revenue
Currently, emission testing fees for manufactured, assembled and imported road motor vehicles are being implemented according to the provisions of Circular No. 195/2011/TT-BTC dated December 26, 2011 of the Ministry of Finance on emission testing fees for road motor vehicles.
The emission test results also gave results on vehicle fuel consumption.
In reality, there are cases where only fuel consumption testing is required (no emission testing is required). It is necessary to stipulate the fuel consumption testing fee in this draft Circular to reduce costs. Because the emission testing fee as prescribed in Circular No. 195/2011/TT-BTC is:
- For cars using gasoline fuel 24,000,000 VND/test;
- For cars using diesel fuel 26,400,000 VND/test.
If only fuel consumption testing is proposed, the fee according to the draft Circular is:
- For cars using gasoline, it is 16,000,000 VND/test/time;
- For cars using diesel fuel, it is 16,500,000 VND/test/time.
Wednesday,Fuel economy testing fee not mandatory
Emission testing (which is subject to a fee in Circular No. 195/2011/TT-BTC) also provides results on fuel consumption. In case of requesting fuel consumption testing together with vehicle emissions testing, the person requesting the test only has to pay an emission testing fee, not a fuel consumption testing fee.
In case an organization or individual needs to test a vehicle model for research or advertising purposes for a vehicle model or type, with no limit on quantity..., they must request an independent fuel consumption test. In that case, the requester must pay an additional fee for testing the fuel consumption of the vehicle model.
Thus, fuel consumption testing is not mandatory, it comes from the needs of vehicle owners. Only when there is a request for fuel consumption testing, a fee must be paid./
