According to the draft Decree on registration fees drafted by the Ministry of Finance, the registration fee rate for passenger cars with less than 10 seats (including the driver) can be from 10 - 20%.
Specifically, the expected registration fee rate (%) is as follows: Houses and land: 0.5%; Ships, barges, canoes, tugboats, pushboats, boats, yachts (including hulls, engine assemblies): 1%; Motorcycles (including frames, engine assemblies), hunting guns, sports guns: 2%. (There are regulations for some specific cases in the draft); Automobiles (including frames, engine assemblies): 2%. Particularly, automobiles carrying less than 10 people (including the driver) pay registration fees at a rate of 10% to 20%.
The registration fee for the above assets is limited to a maximum of VND 500 million/asset, except for passenger cars with less than 10 seats (including the driver), airplanes, and yachts.
The price for calculating the registration fee is the actual transaction price of the property subject to the registration fee at the time of calculating the registration fee. In case the actual transaction price of the property cannot be determined or the actual transaction price is lower than the Registration Fee Calculation Price List issued by the Provincial People's Committee, the registration fee shall be calculated according to the price issued by the Provincial People's Committee.
Based on the prescribed ceiling, the People's Council of the province or centrally-run city will decide specifically on the registration fee rate for passenger cars with less than 10 seats (including the driver) in accordance with the actual conditions of the locality.
The proposal to increase the ceiling on car registration fees will continue to contribute to limiting traffic congestion, regulating income reasonably, and increasing budget revenue in the context of reducing import taxes according to international commitments.
