Session 8 of the Editorial Board of the Draft Amendment to the 1992 Constitution

On July 25, the 8th meeting of the Editorial Board of the Draft Amendment to the 1992 Constitution took place in Hanoi.

Vice Chairman of the National Assembly Uong Chu Luu, Vice Chairman of the Committee for Drafting Amendments to the 1992 Constitution; Chairman of the National Assembly's Law Committee Phan Trung Ly, Head of the Editorial Board chaired the meeting.

At the meeting, the Editorial Board gave opinions on the reception and revision of the draft amendments to the 1992 Constitution according to the opinions of National Assembly deputies at the 5th session of the 13th National Assembly.

Vice Chairman of the National Assembly Uong Chu Luu stated: At the 5th session of the 13th National Assembly, National Assembly deputies discussed and gave opinions on the Draft Amendment to the 1992 Constitution after receiving opinions from the people. National Assembly deputies basically agreed on major issues of principle and nature regarding the political system and State regime.

However, through discussion, there are still different opinions on the economic sector, affirming the position and role of economic sectors in the Draft Amendment to the 1992 Constitution; the issue of local government organization in the Constitution and the issue of independent institutions, including the issue of the Constitutional Council. Vice Chairman of the National Assembly Uong Chu Luu suggested that the Editorial Board of the Draft Amendment to the 1992 Constitution continue to discuss and research to have the most reasonable plan to submit to the National Assembly.

Phan Trung Ly, Head of the Editorial Board of the Draft Amendment to the 1992 Constitution, said: After the 5th session of the 13th National Assembly, on the basis of continuing to receive people's opinions on the Draft Amendment to the 1992 Constitution, the Editorial Board organized research to absorb the opinions of the people and National Assembly deputies to continue revising the Draft. The Standing Board of the Editorial Board and related groups and experts organized many working sessions to form a draft report to be submitted to the Editorial Board for discussion and comments at this meeting.

Vice Chairman of the National Assembly's Law Committee and Deputy Head of the Editorial Board, Le Minh Thong, presented a report on a number of issues on absorbing and revising the Draft Amendments to the 1992 Constitution based on the opinions of National Assembly deputies. Members of the Editorial Board discussed and gave specific opinions on this report.
