(Baonghean) - Faced with the complicated situation of crimes, especially human trafficking, drug crimes, and security and order crimes in the area, Tuong Duong district police have initiated the creation of crime reporting forms in villages and hamlets. These forms have become an important source of information to help the police force promptly grasp the situation and reduce crimes in the area.
XTam Thai (Tuong Duong), a large and complex area, has both forests, mountains, streams, and is adjacent to Lam River, and has a national highway running through it, making it a hot spot for security and order in the area. The main types of crimes such as theft; disturbing public order, assault causing injury; storing, transporting, buying, selling and illegally using drugs tend to increase, with the violators mainly focusing on young people and teenagers.
The whole commune has 48 drug addicts, 20 of whom are serving prison sentences. Meanwhile, those who show signs of violating the law often flee the area, causing difficulties for the police force in their work, fighting, verifying and clarifying the case and handling and deterring according to the provisions of the law. Faced with this situation, the Tuong Duong District Police have taken the initiative and made a plan to "Propagate and mobilize people to participate in preventing crimes and social evils in Tam Thai commune", at the same time establishing a working group to stay close to the people and villages, actively propagating, disseminating, educating the law and mobilizing people to participate in the fight against and denouncing crimes.

During the process of "working together" with the people, the district police officers found that the Thai, Thanh, and Kho Mu ethnic groups in the commune really wanted to report crimes but shared the same fear of being retaliated against by bad guys. At this time, the district police coordinated with the commune government and the village executive committee to decide to build crime reporting mailboxes in all villages to receive information. The two villages of Canh Trap and Na Tong were chosen as points to develop the model and gain experience. In the village meetings, the district police force took advantage of the role of prestigious people, village elders, village chiefs, and clan leaders in the village to coordinate in propagating and reporting crimes. As a result, the crime reporting votes in the two villages attracted a large number of people to participate. All 207 households in the two villages boldly voted, providing the police with 197 ballots containing information about crime reporting. The classification results show that the most reported acts of buying, selling, storing and illegally using drugs were 33 subjects named, 13 subjects were identified as thieves. People also reported 13 subjects who regularly used electric shock to illegally catch fish, 7 families used and stored homemade guns, 3 men in the village often committed acts of violence, beat their wives and children, etc.
Immediately after receiving valuable information from the people, Tuong Duong District Police stepped in and processed the information. The District Police clarified the law violations of 28 subjects, prepared a file to request the District People's Committee to issue a decision on compulsory drug addiction treatment for 5 subjects who had reported illegal drug use, verified and clarified 5 cases with 16 subjects who were involved in theft but not to the extent of criminal prosecution, and prosecuted 7 subjects who disturbed public order. At the same time, they organized to bring 28 subjects who had been questioned and clarified their violations to the people for review, and instructed households with children who were reported to commit to managing and educating them to comply with the laws of the State and the conventions and covenants of the village...
After the success in Tam Thai commune, Tuong Duong district police decided to continue to deploy in Luu Kien commune. This is an area bordering Ky Son district, the crime situation is very complicated. Tuong Duong district police coordinated with Luu Kien commune police department, organized meetings with people in Xoong Con, Con Muong and Khe Kien villages, and disseminated the plan to vote to denounce crimes. During the voting in Luu Kien commune, 262 people participated, directly providing the police with 205 sources of information, denouncing 129 subjects related to the following acts: Buying, selling, storing and illegally using drugs, theft, electrocution, storing and illegally using homemade guns.
From this information, Tuong Duong District Police discovered and caught two subjects, Vi Thi Thuong (born in 1995) and Vi Thi Hien (born in 1992), residing in Khe Nan village, Chieu Luu commune, Ky Son district, for illegally bringing people across the border. The district police also coordinated with the Commune Police Department and the Village Executive Committee to bring 11 subjects who had been called to clarify their violations to be criticized before the people, promising not to violate the law. Five drug addicts were sent to drug rehabilitation, five households had to hand over homemade guns, etc. Mr. Vi Van May, Team Leader of the Movement Building Team and in charge of security and order of the commune of Tuong Duong District Police, said that the biggest gain in deploying the crime denunciation form was receiving the consensus, support, and active cooperation of the villagers as well as mobilizing the participation of the local political system.
