Deputy Secretary of District Party Committee suggests electing National Assembly deputies

The incident was complained to the National Election Council by Mr. Tran Khac Tam - a member of the 13th National Assembly and candidate for the 14th National Assembly.

Then, the Soc Trang Provincial Election Committee issued a report, in which it acknowledged:

“On the afternoon of May 17, 2016, Cu Lao Dung District Party Committee held a meeting chaired by District Party Committee Secretary Vo Thanh Quang”, at the meeting “Comrade Tran Van Thu, Standing Deputy Secretary of the District Party Committee, analyzed the five candidates for the National Assembly such as: qualifications, capacity, work experience, expertise, profession and emphasized, in his personal opinion, the HTCĐ delegates and the PTN delegates have better working conditions if elected”.

The Soc Trang Provincial Election Committee also affirmed that when this incident was discovered, "the Provincial Party Secretary assigned the Standing Deputy Secretary and the Chairman of the Provincial Party Committee's Inspection Committee to promptly rectify the situation."

Disagreeing with the content of the above document, Mr. Tran Khac Tam continued to file a complaint to the National Election Council, stating that Mr. Thu's statements directing, suggesting, and orienting the election were in violation of election laws.

“The Soc Trang Provincial Election Committee explained that it was Mr. Thu’s personal opinion. I disagree, because Mr. Thu is the standing deputy secretary, and his speech at the district party committee meeting had the content of directing the election work, so how can it be called a personal opinion? They said that the violations were promptly corrected, which is just a fallacious answer, because in fact Mr. Thu’s opinion caused serious consequences for the election results for me personally, as shown by my unusually low number of votes of confidence in this district compared to the other two districts in constituency No. 2 of Soc Trang province, specifically: Ke Sach district 47.54%, Long Phu district 61.2% and Cu Lao Dung district 18.85%,” said Mr. Tam.

Upon receiving Mr. Tam's complaint, the personnel and complaints settlement subcommittee of the National Election Council went to Soc Trang to verify the incident.

Constituency No. 2 of Soc Trang province (including Ke Sach, Long Phu, and Cu Lao Dung districts) is the only constituency in the country with 5 candidates but only elects 2 National Assembly deputies (other constituencies all have 5 candidates to elect 3 National Assembly deputies, or 4 candidates to elect 2 National Assembly deputies).

According to the announced results, this unit only had one person elected to the National Assembly, causing Soc Trang province to elect one less representative than the assigned number.
