Universal preschool education for five-year-old children by 2015
The Prime Minister has just approved the National Target Program on Education and Training for the 2012-2015 period with a total implementation cost of 15,200 billion VND.
The program was implemented from 2012-2015 at educational and training institutions in 63 provinces/cities; universities, colleges and vocational training institutions.
The objective of the Program is to universalize preschool education for five-year-old children by 2015, maintain and improve the results of universalizing primary education at the right age, universalizing lower secondary education; consolidating the results of illiteracy eradication and preventing re-illiteracy.

Universalizing preschool education for five-year-old children aims to best prepare children to go to class for care and education for two sessions per day and a full school year, preparing them physically, intellectually, aesthetically and psychologically to be ready for first grade. 99% or more of children at preschools study the new preschool education program, preparing them well for first grade.
Comprehensively innovate foreign language teaching and learning in the national education system to ensure that by 2015, the foreign language proficiency of a number of priority subjects will be significantly improved.
Implement a new foreign language teaching and learning program for all levels of education and training, creating conditions for a significant increase in the proportion of Vietnamese youth who are capable of using foreign languages independently and confidently in communication, study and work in a multilingual and multicultural environment by 2020, making foreign languages a strength of the Vietnamese people. Accordingly, a 10-year foreign language program (from grade 3 to grade 12) will be implemented for 70% of third graders and 40% of sixth graders in the 2015-2016 school year...
The program also supports education in mountainous areas, ethnic minority areas and disadvantaged areas; specifically, it will support the construction of 300 additional classrooms, 750 subject classrooms, 100 libraries, 150 multi-purpose gyms, 2,200 dormitories for students... for 223 ethnic boarding schools.
In addition, the program supports investment in the construction of 41 new district-level ethnic boarding schools and seven provincial-level ethnic boarding schools; supports specialized school facilities including support for the construction of 500 classrooms, 300 subject classrooms, 60 libraries; supports investment in the construction, renovation, and repair of school buildings, lecture halls, dormitories, libraries, laboratories, etc. for pedagogical schools/faculties./.
