Deputy Prime Minister Vuong Dinh Hue: "Disciplinary procedures take a long time, the best is to dismiss!"

“It takes a long time to consider disciplining corrupt officials according to the correct procedures, so before talking about disciplinary action, it is best to dismiss and replace them, transfer the corrupt officials to other jobs and let them sit there and think about their positions.”

That is the resolute request of Politburo member, Deputy Prime Minister Vuong Dinh Hue to the leaders of 32 provinces and cities in the Southern region, at the signing ceremony of commitments on creating a favorable business environment for enterprises, implementing Resolution 35/NQ-CP of the Government, organized by the Vietnam Chamber of Commerce and Industry (VCCI) in Ho Chi Minh City, on the morning of August 24.

Strictly handle corrupt officials

Resolution 35 on supporting and developing enterprises until 2020 is considered a historic Resolution for the Vietnamese business community. According to the goal of Resolution 35, the goal is to build Vietnamese enterprises with competitive capacity and sustainable development, with the whole country having at least 1 million operating enterprises by 2020, including large-scale enterprises with strong resources.

It is known that in the first 6 months of this year, the whole country had 54,501 newly established enterprises with registered capital of 427,762 billion VND, an increase of 20% in the number of enterprises and 51.5% in registered capital compared to the same period in 2015.

Regarding the commitments of 32 southern provinces and cities in the agreement on creating a favorable business environment for enterprises, Deputy Prime Minister Vuong Dinh Hue requested localities to seriously educate civil servants on public ethics, administrative reform, anti-bureaucracy, corruption, harassment and implement the spirit of government serving and supporting enterprises.

Publicize the process and officers responsible for handling records, strengthen public service inspections, and resolutely handle officers who violate the process of handling records and cause trouble for businesses. Heads of agencies and units must be responsible for violations by civil servants and public employees within their scope of management.

Thoroughly understand the attitude and behavior of civil servants towards the people, and strictly handle them, otherwise they will be very notorious” - the Deputy Prime Minister firmly stated.

Overcome the situation of "the top doesn't listen to the bottom"!

According to Resolution 35, the Provincial and City Chairmen organize periodic public dialogues at least twice a year with the business community and the press to promptly grasp and remove difficulties and obstacles for businesses.

“I think that our dialogue with businesses is not just to remove difficulties and reduce taxes, that is not correct, but we must dialogue according to the WIN-WIN principle (both sides benefit - PV) to improve labor productivity, improve business competitiveness and national brand value”.

Provinces and cities establish and publicize hotlines and online Q&A on the electronic information portals of provinces and cities to receive feedback and provide guidance and answers to businesses.

The Deputy Prime Minister suggested: In the Government, the Prime Minister should establish a Team to monitor the conclusions of the Prime Minister and Deputy Prime Ministers, headed by the Head of the Government Office, and make it public every month to overcome the situation where superiors do not listen to subordinates, so provinces and cities should do the same.

For small and medium-sized enterprises and private enterprises, according to the spirit of Resolution 35, the responsibility of the Chairman of the People's Committee of the provinces and centrally-run cities is important. Therefore, the Deputy Prime Minister requested that the provinces and cities pay close attention to attracting foreign small and medium-sized enterprises to their localities, because "small and medium-sized enterprises are only compared to their countries, but compared to us, they are very large".

“The time has passed when every province tried to set up policies and institutions and roll out the red carpet, not to mention the red carpet above and nails below, to invite businesses at all costs. This period must attract large businesses and multinational corporations to their localities, and if the investment and business environment is good, people will come to invest without having to be invited,” the Deputy Prime Minister emphasized.

At the Conference, the Government leaders “ordered” VCCI to establish a set of Enterprise Indexes and announce them to localities, in order to publicize the proportion of enterprises after registration, which will help to make business operations transparent and measure the “health” of enterprises. At the same time, “ordered” provinces and cities on a public-private partnership model for services to support business development. The Deputy Prime Minister asked the press and the Association of Enterprises to monitor the implementation of this Resolution, to see whether the Chairmen of the provinces are implementing it well or not.
