(Baonghean) -Nghe An province has 4 districts and 9 communes bordering 4 districts and 16 communes of Thanh Hoa province, with a border length of 141 km. Forest products and wild animals in the border areas are quite rich and diverse. The border forest areas have rugged terrain and traffic disruption, so forest protection is difficult.
Que Phong district has 2 communes bordering 4 communes of Thuong Xuan district, Thanh Hoa province, with a length of 62 km in the upstream area of Chu river, including Bat Mot, Yen Nhan, Xuan Le, Van Xuan of Thuong Xuan district and 2 communes of Thong Thu-Dong Van (Que Phong - Nghe An). This is a resource-rich area, in previous years there were often hotspots for illegal logging and hunting of animals. In particular, some subjects from Thanh Hoa went to Nghe An to organize the hiring of local people to exploit precious wood.
Mr. Nguyen Trong Le - Head of the Forest Ranger Department of Que Phong district said: Faced with the above situation, the Forest Ranger Department advised Que Phong district to establish a forest protection working group (on August 15, 2011) in the border area of Dong Van commune. The interdisciplinary team consists of 3 forest rangers, 3 protective forest officers, 2 district military officers, and 1 district police officer. The blocking team mainly patrols along the Chu River, coordinating with Xuan Lien Nature Reserve (Thanh Hoa) to patrol Cua Dat lake, because many subjects take advantage of the lake to transport wood, hunt... The interdisciplinary team is far from residential areas, has no roads, no electricity, no market, so it is very difficult to live. After nearly 3 months of implementation, this working group alone has inspected many times in sub-areas 14, 16, 19, 26, 39... and has caught 6 cases of illegal logging and transportation, confiscating 9.5 m3 of sawn timber.
Forest patrol in the border area of Nghe An - Thanh Hoa
In addition, the Hon Mong area (Thanh Hoa) adjacent to the Hon Tuc and Hon Kim areas (Que Phong) still has illegal logging. The Que Phong Forest Protection Department has sent forest rangers to Xuan Lien Nature Reserve to coordinate in chasing and suppressing illegal loggers. Since the beginning of the year, Thanh Hoa authorities have discovered, arrested and handled 26 cases, confiscated 28,828 m3 of round wood, 45,067 m3 of sawn timber of all kinds, and collected a fine of more than 57 million VND. Of which, 15 cases of illegal transportation of forest products originating from Trang village and Tuc village in Que Phong district were gathered at Cay slope and Cua Dat dam. Currently, the forest rangers of Que Phong and Thuong Xuan districts (Thanh Hoa) have signed a coordination regulation, exchanged information on violations, organized joint patrols, and suppressed illegal logging and transportation of forest products. The forest security situation is gradually stabilizing.
Regarding forest protection coordination between Quy Chau, Nghia Dan - Nghe An and Nhu Xuan - Thanh Hoa districts, there is a 33.5 km border, mainly rivers and rugged mountains. Despite the difficulties, the forest rangers of the three districts: Nghia Dan, Quy Chau, Nhu Xuan (Thanh Hoa) have organized 230 joint patrols since the beginning of the year, discovered 58 violations, confiscated 45,238 m3 of wood, 21 kg of wild animals, and imposed fines of over 300 million VND. 50 violators were handled in the border area, including 13 people from Nghe An and 37 people from Thanh Hoa.
Mr. Le Cao Binh - Head of Nghe An Forest Protection Department added: In recent years, forest rangers of Nghe An - Thanh Hoa provinces have taken many measures to protect border forests; mobilized and propagated people in border areas to do a good job of forest protection, organized joint patrols. Since the beginning of 2011, over 200 violations have been detected, over 160 m3 of various types of wood have been seized. Many illegal logging and transportation hotspots have been raided. In the coming time, forest rangers of the two provinces will strengthen forest patrols, inspect border forest areas, and develop plans to raid illegal loggers. Strengthen propaganda, education, and dissemination of laws on forest protection to each community in border areas. Coordinate once every 3 months at the sub-department level to exchange and provide information to promptly handle and minimize deforestation in border areas.
