Coordinating the fight against drugs on the Vietnam-Laos border

(Baonghean.vn) - On May 7, the Nghe An Border Guard Command coordinated with the People's Committee of Que Phong district to summarize the first step of implementing Plan No. 678 on coordinating to resolve the complicated drug situation on the Vietnam - Laos border (Que Phong district, Nghe An (Vietnam) with Sam To, Muong Quan, Hua Phan districts (Laos).

According to the report of the Steering Committee, since its implementation (December 1, 2013), some specific results have been achieved as follows: Investigated, reviewed, evaluated, supplemented, completed basic investigations and collected peripheral areas of units; made a list, classified subjects, including 82 addicts, 42 subjects serving drug sentences, 81 released prisoners related to drugs, 15 subjects with arrest warrants, 51 subjects suspected of drugs; 13 subjects in the opposite peripheral areas have connections to buy and sell drugs. Conducted professional measures to verify, investigate, and monitor 3 drug trafficking and transportation lines from Laos into Que Phong area.

In addition, through the radio system, drug prevention propaganda was broadcast during key hours in 23 villages, with a total duration of 68 hours. Organizing the screening of documentaries with content propagating the harmful effects of drugs; creating and printing 118 banners; 56 billboards and posters for visual propaganda; on traffic routes and densely populated areas.

Drug trafficking subjects and exhibits seized by Border Guard in implementation of Plan 678

Propaganda was organized in 39 villages, 5 primary and secondary schools with 1,938 participants; 1,917 denunciation forms were distributed, 1,644 forms were collected, 179 forms were not collected and 94 were blank; as a result, villagers denounced 147 subjects (including 115 drug addicts and suspected drug addicts, 16 subjects who bought and sold drugs); 1,216 households signed a commitment to implement "5 no's" (no buying, selling, storing, using drugs, planting and replanting opium poppies).

The results were the destruction of 3 drug trafficking lines from the border to the interior for consumption, the elimination of 1 retail location, the arrest of 11 subjects. The seized evidence included 3 cakes + 93.66 grams of Heroin (about 1120.89 grams), 257 MTTH pills, 38 kg of dried opium poppy, 2 motorbikes, 2 phones, 2 ATM cards and 40 million VND.

Implementing plan 678 in 2 districts of Muong Quan and Sam To, Hua Phan province (Laos), 20 cases/23 subjects were discovered, arrested and handled; evidence collected: 14 heroin cakes, 3,123 MTTH pills, 5 kg of opium, 2 necklaces, 2 gold bracelets, 1 phone, 3 motorbikes, 1 K56 gun, 1 sport gun, 8 homemade guns, 17 million kip, 19,000 USD and 10 million VND. (In which, you coordinated with Thong Thu Border Post to arrest 2 cases/2 subjects, evidence collected were 2 heroin cakes, 267 MTTH pills). Meeting with people in key villages and organizing 1,048 households to sign a commitment not to plant or replant opium poppies.

The conference also listened to many opinions to present initial experiences and at the same time remove difficulties and obstacles in the implementation of Plan 678.

The conference also agreed that in the coming time, it is necessary to focus on implementing well the following aspects of work: Continue to complete records, evidence, summon and question, deter subjects with signs of violations, create profiles of subjects, addicts, coordinate with localities to organize drug rehabilitation and organize political attacks and criticism before the people; coordinate with the Steering Committee of Que Phong district to inspect, urge, advise and guide communes to implement the proposed plan; advise, coordinate, guide and assist the authorities and functional agencies of Sam To and Muong Quan districts, Hua Phan province (Laos) to organize propaganda, mobilize people to actively participate in the fight and denounce criminals, eradicate opium poppy; coordinate with functional forces to deploy professional measures to fight against drug rings and groups that store, trade and transport drugs and try to smuggle them into the border of Que Phong, Nghe An province.
