Coordinate to make basic construction investment in education effective
(Baonghean.vn) - On the morning of October 17, the Standing Committee of the Provincial People's Council had a meeting on basic construction investment (CIC) at the Department of Education and Training, chaired by Comrade Nguyen Xuan Son - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council. Comrade Nguyen Thi Kim Chi - Member of the Provincial Party Committee, Director of the Department of Education and Training, together with representatives of departments, offices and investors of education sector projects worked with the delegation.
In 2012, 2013, 2014, 65 basic construction projects for the Education sector were completed, focusing on building new classrooms, subject classrooms, multi-function buildings; upgrading and renovating the administration building and technical infrastructure for kindergartens, primary schools, secondary schools and high schools in the whole province. The quality of infrastructure and educational and training equipment has been significantly improved, contributing to improving the quality of teaching and learning. However, some newly built projects do not meet the standards set by the Education sector, especially subject classrooms, secondary school laboratories, preschool classrooms and sanitary facilities. For example, at the Tuong Duong District Ethnic Minority Boarding Secondary School, Hung Tan - Hung Nguyen Kindergarten, Chieu Luu - Ky Son Kindergarten, Sao Mai - Quy Hop Kindergarten... The reason is that the Department of Education and Training does not directly manage all construction projects under the education sector but assigns educational institutions as investors who lack the capacity to directly manage construction quality, investors must hire management consultants, from here arise inadequacies in the appraisal and control of construction projects.

At the meeting, representatives of the Department of Education and Training explained the issues that the monitoring delegation was concerned about as well as the difficulties that the department encountered in the investment in construction according to the Resolution of the Provincial People's Council. That is the role and responsibility of the Department in state management, management and supervision of construction quality, consulting on investment policies and settlement... Thereby clarifying the shortcomings in the allocation of responsibilities to each sector related to the investment in construction. Specifically, the responsibility of the Education sector is limited to 2 functions: Consulting on the development of policies and projects and inspecting and evaluating the quality of works according to the standards set by the Ministry of Education. However, this inspection stage is only carried out when the construction is completed, while appraisal and quality management during the design and construction process are the responsibility and according to the standards of the Construction sector. Investors also recommended quickly arranging capital to complete unfinished works and settle and repay construction debts.

Concluding the meeting, comrade Nguyen Xuan Son acknowledged that the advisory and appraisal role of the Education and Training sector is essential for the construction of basic infrastructure in education to meet the requirements of the sector. He agreed with the recommendation to develop a roadmap and specific planning, prioritizing projects with urgent needs, avoiding wasteful investment. Most importantly, the Department of Education and Training and the departments and sectors sharing responsibilities need to have more synchronous and clear coordination so that the investment in basic infrastructure is consistent from policy to implementation.
