Coordinate to resolve complicated and prolonged civil enforcement cases
(Baonghean.vn) - Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh requested that the Steering Committees for Civil Judgment Enforcement at all levels need to strengthen closer coordination in resolving civil judgment enforcement cases, especially complicated and prolonged cases.
On the afternoon of June 19, the Provincial People's Committee held a conference to review the work of civil judgment enforcement (CJE) and fire prevention and fighting in the first 6 months of 2020. Strengthening coordination in civil enforcement
The conference assessed the achievements as well as the difficulties and obstacles in the enforcement of judgments in the first 6 months of 2020. Of which, 14,972 civil cases were accepted, 8,253 cases were executed (63%); 387 bank credit cases, equivalent to more than 971 billion VND, 108 cases were not yet executed, equivalent to more than 228 billion VND; 55 administrative judgments were received, 39 judgments were executed; 42 civil cases were enforced.
Pointing out the limitations in the work of THADS in the past time, the representative of the Provincial Civil Judgment Enforcement Department said that due to the Covid-19 pandemic, the work of enforcement was 6% lower than the same period in 2019 in terms of both work and money, with money only reaching 17%/38% compared to the target assigned by the province. Up to now, many localities do not have evidence warehouses (13 units). The coordination work of some commune-level People's Committees and related agencies is sometimes not active.

The representative of the provincial THADS Department proposed that the Provincial People's Committee issue a document directing districts, cities and towns to include the THADS coordination tasks of the commune-level People's Committees and related departments, offices and agencies in the annual assessment and classification criteria. At the same time, it is recommended that the People's Committees of districts, cities and towns provide operating funds for the district-level THADS steering committees and consider supporting part of the operating funds for the THADS agency at the same level.

Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh said that there is still a situation where enforcement agencies at all levels do not coordinate regularly, only when there is a case do they exchange and request coordination to resolve it. Therefore, enforcement agencies at all levels need to connect members of the steering committee and related levels more closely in coordinating the implementation of tasks, especially for long-standing cases. Comrade Le Hong Vinh also proposed to build and consolidate the tasks and responsibilities of members of the steering committee for enforcement of judgments at all levels.

Also on the afternoon of June 19, the Provincial People's Committee held a preliminary review of fire prevention, fighting (PCCC), rescue and relief (CNCH) work in the first 6 months of 2020.
In the first half of 2020, the province had 53 fires, including 38 fires in civilian areas and 6 forest fires. The main causes were electrical short circuits, careless use of firewood, technical problems and some other causes. Regarding rescue work, there were 12 incidents and accidents that killed 10 people, mainly drowning and traffic accidents.
Also at the conference, assessing the implementation of fire prevention and rescue, all levels and sectors have made efforts to reduce 48 fires compared to the same period in 2019, minimizing damage to people and property.
In addition, delegates also recognized limitations and shortcomings that need to be overcome, such as the potential risk of fire in markets, warehouses, and business establishments; inspection and examination work is sometimes not strict; and the management of traffic infrastructure, fire fighting and rescue services is still inadequate.

Therefore, the conference discussed and proposed a number of measures to improve the quality of fire prevention and fighting and search and rescue work in the coming time, focusing on disseminating fire prevention and fighting and search and rescue work to all classes of people; developing and practicing fire prevention and fighting and search and rescue plans regularly; reviewing, consolidating and maintaining the effectiveness of civil defense fire prevention and fighting teams according to the "4 on-site" motto. Promoting the movement of all people participating in fire prevention and fighting and search and rescue as well as participating in monitoring activities for this work in the province.
