Coordinate to build a truly clean and strong Nghe An Police force

On March 16, 2022, the Politburo issued Resolution No. 12-NQ/TW on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation (abbreviated as Resolution 12-NQ/TW), once again affirming the particularly important role of the People's Public Security force, demonstrating the deep concern and absolute trust of the Party, State, and people in the People's Public Security force.

The Resolution affirms: Building a People's Public Security force that is truly clean, strong, disciplined, elite, modern, and comprehensive in terms of politics, ideology, ethics, organization, cadres, professional activities, operations, logistics, and techniques, meeting the requirements and tasks of protecting security and order in the immediate and long term is an urgent requirement. Building a People's Public Security force is placed within the overall policy of building and rectifying a clean and strong Party and political system; building and perfecting the socialist rule-of-law State of Vietnam; and building a contingent of cadres equal to the task.

Thoroughly grasping the Party's guiding viewpoints on building the People's Public Security force, as an advisory body to assist the Provincial Party Committee in organizing cadres, in recent times, the Provincial Party Committee's Organization Board has regularly paid attention to coordinating with the Nghe An Public Security Party Committee in leading and directing the work of building the People's Public Security force and has achieved many outstanding results. In the past 5 years alone, it has coordinated with the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to: Send 10 comrades to attend advanced political theory training courses; review and approve 3 training courses for commune police from local budget sources; carry out the process of coordinating planning, promoting, appointing the positions of Director, Deputy Director of the Provincial Public Security, introducing candidates for election, or supplementing the Party Executive Committee, Deputy Secretary, Secretary of the Provincial Public Security Party Committee to ensure regulations and timeliness; Appointed 19 district-level police chiefs to the district, city and town party committees, and 2 comrades to the Provincial Party Committee Standing Committee. Advised the Provincial Party Committee Standing Committee to issue Directive No. 27-CT/TU, dated March 5, 2019, on strengthening the arrangement of regular police officers to take on the positions of commune police officers.

Up to now, 100% of the commune, ward and town police have been assigned as regular police according to the Central Regulations. Accordingly, in a short time, the Provincial Party Committee's Organizing Committee has coordinated to guide the establishment of 428 regular commune police party cells and introduced commune-level police chiefs to the local Party Committee. Exchange activities and professional guidance on personnel work, party organization and party member building have also been carried out regularly. Over the past 5 years, the results of the Nghe An Public Security Party Committee's Party building have been classified as Excellently fulfilling its tasks, the only Party Committee (under the Provincial Party Committee) to achieve this result. The coordination between the Provincial Party Committee's Organization Board and the Nghe An Police Party Committee to lead the construction of the Nghe An Police force in the past time has achieved important results. However, in response to the requirements of Resolution No. 12-NQ/TW, the Provincial Party Committee's Organization Board and the Nghe An Police Party Committee determined to continue to uphold responsibility, political determination, and strengthen coordination, focusing on coordinating the implementation of a number of key tasks as follows:

One is,Coordinate to take care of Party building and rectification, improve the leadership capacity and fighting strength of Party organizations in Nghe An Public Security Party Committee; build a truly clean and strong Public Security force, absolutely loyal to the Party and the Fatherland, wholeheartedly serving the people. Coordinate to continue to thoroughly and effectively implement the Central Resolutions on Party building, especially the Central Resolutions of the 11th and 12th terms on Party building and rectification; Conclusion No. 21 of the 4th Conference of the 13th Party Central Committee on "Promoting the building and rectification of the Party and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation"; and Plan No. 77-KH/TU, dated January 24, 2022 of the Provincial Party Standing Committee on the implementation plan of Conclusion No. 21-KL/TW; Central regulations on 19 things party members are not allowed to do, Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW, dated May 15, 2016 on promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle.

Second,Continue to coordinate and promote the implementation of Regulation No. 205-QD/TW, dated September 23, 2019 of the Politburo on controlling power in personnel work to combat the abuse of power and positions according to Conclusion No. 173-KL/TU, dated July 12, 2022 of the Standing Committee. Closely follow the regulations of the Politburo, the Secretariat, the Ministry of Public Security and the Standing Committee of the Provincial Party Committee to carry out the work of training, planning, promoting, appointing, introducing candidates for election, ensuring conditions, standards, democracy, publicity, transparency, and compliance with procedures and regulations.

Third,Coordinate to strengthen internal political protection work, maintain and strengthen internal discipline, order and solidarity. Strictly implement Regulation No. 58-QD/TW dated February 8, 2022 of the Politburo stipulating a number of issues on internal political protection of the Party; Regulation No. 11-QC/TU dated July 29, 2022 of the Standing Committee of Nghe An Provincial Party Committee on coordinating the implementation of internal political protection tasks between the Provincial Party Committee's Organization Board and the agencies advising and assisting the Provincial Party Committee; district Party Committees, city Party Committees, town Party Committees, and affiliated Party Committees; Office of the Provincial People's Committee, Department of Foreign Affairs and Provincial Inspectorate.

Four is,Continue to coordinate in perfecting the organization and operation of party organizations and personnel work in the People's Public Security in accordance with Regulation No. 192-QD/TW of the Politburo, regulations of the Secretariat on the functions and tasks of types of grassroots party organizations in the Public Security, especially perfecting the direct superior party committees of grassroots party organizations in units with important positions, with many affiliated party organizations, organization and activities of party cells of the Public Security of communes, wards, towns, etc.; well implement Directive No. 13-CT/TU, dated July 5, 2017 of the Standing Committee of the Nghe An Provincial Party Committee on improving the quality of party cell activities and Regulation No. 08-QD/TU dated September 15, 2021 of the Standing Committee of the Nghe An Provincial Party Committee on assessing the quality of party cell activities.
