After receiving the petitions of some teachers working in Do Luong district reflecting on some problems surrounding the implementation of the process of mobilizing and rotating teachers in the district, Nghe An Newspaper issued Document No. 307/PC.BD.BNA dated June 28, 2012 to the Chairman of the District People's Committee and the Department of Education and Training of Do Luong for consideration and resolution. The arrangement of teachers in the Do Luong Education sector in the past and present still has some shortcomings. The communes in the central region have basically had enough teachers, some schools even have surplus teachers, but only the schools in the lower districts such as Hien Son, Tru Son, Nhan Son, Dai Son... lack teachers for both primary and secondary schools. The reason is that the above localities have a large population while the number of local teachers is small, so teachers from the upper regions who have taught for a while want to return to teach near home. On the other hand, because the district does not have a teacher transfer regulation, the annual transfer is not drastic and methodical, and has not motivated the teaching staff about their responsibilities and obligations to education in difficult areas...

Faced with the above situation, since the 2011-2012 school year, the Department of Education and Training of Do Luong has advised the District People's Committee to develop regulations on transferring teachers and staff in the education sector, then issued a Decision amending Decision No. 10/2011 to implement in the 2012-2013 school year. This regulation has been developed to ensure democracy, publicity and to widely consult schools and teachers in the sector.

Accordingly, the Department of Education and Training advises the District People's Committee to transfer teachers from favorable areas who have not yet completed their military service, teachers and staff with lower performance indexes to disadvantaged areas of the district, transfer surplus teachers from schools to schools with shortages; at the same time, transfer teachers who have worked in disadvantaged areas for many years to favorable areas, thereby gradually ensuring reasonable quantity, subject structure, and quality of teachers among regions in the district and fairness in the teaching staff, improving the quality of education...

In preparation for the 2012-2013 school year, the Department of Education and Training advised the District People's Committee to promulgate the Regulation on transfer and develop a plan for transferring teachers and staff based on the calculation of the work index of each individual, based on the needs to determine the subjects to be transferred. Along with the response, the Department of Education and Training also explained how to calculate the work index and determine the subjects to be transferred, accordingly, the performance of obligations for difficult areas is calculated in rotation, the calculation of index, determination of subjects to be transferred according to each school year and is conducted regularly every year, so in this school year, Ms. B and Ms. C do not have to transfer, but in the next school year and the years after that, they must do it in turn, everyone must go, return and continue to go the next round if they are not exempt or temporarily postponed.

The subjects exempted from or temporarily postponed from transfer are policy subjects, sick people, pregnant women or women raising children under 24 months old, female teachers over 45 and male teachers over 50 years old are exempted from transfer. Refuting the opinion that the evaluation causes conflicts and disunity in the Pedagogical Council of each school, the Department of Education and Training of Do Luong district affirmed: The regulations on how to calculate points and select teachers to work in difficult areas are carried out from individuals, professional groups to the Pedagogical Council to ensure accuracy, objectivity, democracy and fairness because only each individual, collective, professional group, and School Council can have a firm grasp of their work process and the members of the organization to calculate the index, monitor the index of others and take responsibility for calculating the index, evaluating, and nominating those who work in difficult areas.
