According to the investigation, after many years of losing money in the livestock business, Chien forged land use right certificates to pawn. From 2016 to 2018, he colluded with a person in Ho Chi Minh City to make about 30 red books for a fee of 14-20 million VND. For each fake book, Chien earned 1 billion VND, which he used to pay off debts and invest in real estate.

Earlier this year, Chien spent 60 million VND to buy printing machines and equipment to make his own red book at home. To make it look real, he researched the process and took photos of land for sale information online.

On October 22, an officer of the Dong Nai Province Land Registration Office (Xuan Loc District branch) discovered an unusual red book, so he reported it to a specialized agency for investigation.

Knowing the above information, early morning two days later, Chien broke into the first floor of the Xuan Loc District Radio Station, the temporary workplace of the Xuan Loc District People's Council - People's Committee Office, and used gasoline to burn and destroy evidence. The fire was discovered and promptly extinguished by security guards, so the documents were not affected.

During the investigation, the police determined that Chien had committed the crime and immediately searched the house, confiscating many documents, machines and evidence of the crime. However, the suspect had fled that day.
